The within decisions are published for the information and guidance of officers of the customs and others concerned.

Decisions of the Board of United States General Appraisers adverse to the Government take effect thirty days after their respective dates, if not appealed from, in accordance with section 15 of the act of June 10, 1890, as amended by the act of May 27, 1908.

Decisions of United States circuit courts and of United States circuit courts of appeals adverse to the Government are not accepted as final until acquiescence has been published.

Values of foreign coins.

[Circular No. 1.]

TREASURY DEPARTMENT, January 1, 1909.

In pursuance of the provisions of section 25 of the act of August 28. 1894, I hereby proclaim the following estimate by the Director of the Mint of the values of foreign coins to be the values of such coins in terms of the money of account of the United States, to be followed in estimating the value of all foreign merchandise exported to the United States on and after January 1, 1909, expressed in any of such metallic currencies.
