MY LORD,

COMMERCE and Manufactures are two of the four pillars which strengthen, aggrandize, and civilize nations; while the Farmer and Shepherd furnish food and employment, the Manufacturer and Commercial Man procure, in return, the means of enabling the two former to profit by their industry: fo that it is obvious these respective employments depend on each other, and that the people of that nation where the balance is thus properly poised, must be profperous and happy.
