FOREWORD Hearings on the AEC authorization bill for fiscal year 1972 were held by the Joint Committee beginning on February 3, 1971, and extending through May 13, 1971. The review included not only the Commission's operating funds but also its request for funds for plant and capital equipment obligations. Three such hearings-concerning the AEC's weapons program, the uranium enrichment segment of the nuclear materials program, and the naval nuclear propulsion program were held in executive session because they involved the review of classified information. The vast bulk of the hearings, however, was held in open session and, together with appropriate supporting documentation, is reprinted herein and in the first, second, and fourth parts comprising this four-part record. Listed below are the major topical items of each of the four parts: Part 1: General statement; Hanford reactors, and Environmental program. Part 2: Civilian nuclear power. Part 3: Physical research, Space nuclear, and Nuclear waste management programs. [With respect to the Space nuclear program portion of the authorization hearings, it should be noted that on February 23 and 24, 1971, the Joint Committee held joint hearings with the Senate Committee on Aeronautical and Space Sciences. These hearings were printed and distributed separately under the title, "Nuclear Rocket Engine Development Program."] Part 4: Nuclear materials; Peaceful uses of nuclear explosives (Plowshare); Weapons; Biology and medicine; Training, education, and information; Isotopes development; Community; Regulations; Program direction and administration; Security investigations; and amendments to the AEC authorization bill. [The hearing on the uranium enrichment segment of the nuclear materials program was held in executive session. The hearing transcript was reviewed and specific items designated as being classified information were deleted prior to publication in this part.] 1 The executive hearing on naval nuclear propulsion reactors, after classified testimony and material were deleted for security reasons, was printed separately as "Naval Nuclear Propulsion Program-1971."
