ALABAMA PROJECTS

WITNESS

HON. EARL HILLIARD, A REPRESENTATIVE IN CONGRESS FROM THE STATE OF ALABAMA

Mr. BEVILL. The committee will come to order.

This is the most important day of the year, Alabama Day. We are delighted to have you all here and we look forward to hearing from

you.

I am glad to see my good friend and colleague, Congressman Earl Hilliard, and here comes another member of the delegation who is going to join us. Sonny, just come on in and have a seat. There will be others. We will just proceed on the basis of how they arrive. Is that a good way to do it?

Mr. HILLIARD. Seniority would be fine.

Mr. BEVILL. After all that kidding at the breakfast this morning about seniority, I am reminded that there is an old saying around here, "The light bulbs are distributed on the basis of seniority."

Earl says if I just follow seniority it will be all right. But if it is agreeable with Sonny, while he is checking his notes, the Chair will recognize our good friend and colleague, Congressman Earl Hilliard of Birmingham, Alabama.

Mr. HILLIARD. Thank you very much, Mr. Chairman. To the other members of the committee, it is indeed a pleasure for me to come and share with you some remarks.

I would like to say, first of all, Mr. Chairman, we want to thank you for convening this committee and especially on the topic that is so chosen. We wish to talk about how important energy and water development is for the State of Alabama, and for the Nation. I was saying this morning to a group of individuals who I have a large deal of respect for that the spotted owl problem was not a problem for the Northwest; it was a problem for America, and regardless of what happened in any part of this country, it affects all of us, so if I mention anything that is positive for Alabama, I mention something that is positive for the entire Nation.

So once again, Mr. Chairman, I want to thank you for calling us together and asking us to talk about energy and water develop
