Mr. Irwin moved that the following be added thereto as an amendment:

Resolved, That they be also instructed to inquire into the expcdiency of recommending to Congress the annexation of the counties of Michilimackinac and Chippewa to the proposed Territory of Wisconsin.

Said resolution and amendment were then laid on the table.

The President submitted the following resolutions, which were read and laid on the table:

Resolved, That a committee of five members be appointed to draft a memorial to Congress, asking an appropriation, to be applied in improving the navigation of the River St. Joseph, and the erection of a Light-House at or near the entrance of the aforesaid river with Lake Michigan.

Resolved, That the aforesaid committee also request, that an act may be passed for establishing a mail route, and for transporting the mail, at least once in each week, from Tecumsch, on the United States' road, to Chicago.

The resolutions relative to an additional Judge for the Territory; the pay of the present Judges; and the abolition of the County Courts; submitted by Mr. M'Donell on the 10th inst. were taken up and adopted.

The resolution relative to petitioning Congress for a township of land to build a Hospital, submitted by Mr. M'Donell on the 11th inst, was taken up, and again laid on the table.

Mr. Lawrence, from the committee on the Judiciary, reported, A bill to amend an act entitled "an act to organise the county of Lenawe;"

Which bill was read the first and second times; and having been considered in committee of the whole was,

On motion of Mr. Lawrence, ordeto be engrossed and read the third time to-morrow.

On motion of Mr. Lawrence, the Council then adjourned.

TUESDAY, Sept. 15, 1829.

Prayer by the Rev. Mr. Brown.

Mr. M'Donell presented the petition of David Smith, Michael Vreeland, and others, inhabitants of the counties of Wayne and Washtenaw, praying for the repeal or amendment of the "act to improve the navigation of the Huron River of Lake Erie." Read and laid on the table.

Mr. Drake, from the committee of Enrolment, reported as correctly enrolled,

"A resolution relative to a number of the Laws and Journals, for the use of the Council ;" and the President signed the same.

The bill to amend an act entitled "an act to improve the navigation of the Huron River of Lake Erie," was taken up, read the second time, and considered in committee of the whole.

Mr. M'Donell moved that said bill be engrossed, and ordered to be read the third time on Monday next. The motion was decided in the negative.

Mr. M'Donell then moved that the bill be engrossed and ordered for a third reading on Wednesday the 30th inst. ; and the motion was agreed to.

The bill to amend an act entitled "an act to organise the county of Lenawe," was taken up.

Mr. Lawrence moved that said bill be amended, by adding thereto the following section:

"SEC. 2. That said district of country shall compose a part of the township of St. Joseph, in said county;"

And the motion was decided in the affirmative.

Said bill was then read the third time and passed.

The resolution relative to outstanding claims against the Territorial Treasury, submitted by Mr. Lawrence on the 14th inst. was taken up and adopted.

The resolution relative to the "act to organise the Militia," submitted by Mr. Rumsey on the 10th inst. was taken up and adopted. The resolution relative to empowering guardians to sell real estate, submitted by Mr. Trowbridge on the 14th inst. was taken up and adopted.

Mr. M'Donell submitted the following resolution, which was read and laid on the table:

Resolved, That the committee on Territorial Affairs be instructed to inquire, and report to the Council, upon the expediency of petitioning Congress for further amendments to the Ordinance and Acts of Congress relative to the government of the Territory of Michigan, so as to authorise the people of the Territory to elect seven additional Members to represent them in the Legislature, and to form a separate branch thereof, to be called the Legislative Council; and that the Legislative Council elect, composed of thirteen members, be styled the House of Representatives.

Mr. Stockton asked and obtained leave to withdraw the resolution submitted by him on the 10th inst. relative to the appointment of a committee of five members, to memorialise Congress, &c.; and he then moved the adoption of the following resolution, and the motion was agreed to:

Resolved, That a committee of five members be appointed, to be styled the Committee on Internal Improvement, whose duty it shall be to prepare one or more memorials to Congress, on such subjects as may come before it, and report the same to the Council.

Mr. Schoolcraft, from the committee on Expenditures, to whom had been referred the report of the Fiscal Agent, reported,

A bill relative to the appropriation for the expenses of the Legislative Council of the Territory of Michigan, for the year 1829.

Said bill was read the first and second times; considered in committee of the whole, and, on motion, ordered to be engrossed and read the third time to-morrow.

On motion of Mr. Stockton,

Resolved, That the committee on Internal Improvement inquire into the expediency of memorialising Congress upon the following subjects, viz:

The unsettled question relative to the Southern boundary of the Territory; and

The improvement of the navigation at the mouth of the Clinton River of Lake St. Clair, and at the outlet of the River St. Clair, at what is generally termed the Flats.

Mr. Irwin moved that the subject matter of the resolution submitted by him on the 10th inst. relative to a floating light, and to the improvement of Mackinaw harbor, be referred to the committee on Internal Improvement; and the motion was agreed to.

Mr. Drake moved that the matters contained in the resolutions submitted yesterday, by the President, be referred to the committee on Internal Improvement; and the motion was agreed to.

The resolution calling on the Governor for information relative to the operation of the "act for the relief of Th. Palmer and David C. M'Kinstry," &c. was taken up and adopted.

Mr. M'Donell moved that the subjects contained in the resolution submitted by him on the 11th inst. relative to petitioning Congress for a township of land to build a Hospital, be referred to the committee on Internal Improvement; and the motion was agreed to. On motion of Mr. Irwin,

Resolved, That the committee on Internal Improvement be instructed to inquire into the expediency of recommending to Congress, the annexation of all that part of the counties of Michiliinackinac and Chippewa lying north of Lakes Michigan and Huron, and including the Island of Michilimackinac, to the proposed Territory of Wisconsin.

Mr. Trowbridge submitted the following resolution, which was laid on the table:

Resolved, That the committee on Internal Improvement be instructed to inquire into the expediency of petitioning Congress for an additional appropriation of money, for the Saginaw and Fort Gratiot Roads.

Mr. Irwin submitted the following, which was laid on the table : Resolved, That the committee on the Judiciary be instructed to inquire if any, and what further amendment is necessary to be made in the several laws relating to the Judiciary of this Territory, particularly in the act entitled "an act concerning the Supreme, Circuit, and County Courts of the Territory of Michigan, defining their jurisdiction and powers, and directing the pleadings and practice therein in certain cases;" in order to render their provisions applicable to the Circuit Court of the United States for the counties of Michilimackinac, Brown and Crawford, and to report by bill or otherwise.

Mr. Drake submitted the following resolutions, which were read and laid on the table:

Resolved, That the committee on Internal Improvement be instructed to inquire into the expediency of petitioning Congress for the passing of an act, authorising the survey of the country from the waters of Lake Erie to those of Michigan for the purpose of laying out a Canal from one lake to the other; and also for a grant of lands one mile in width along the line of the survey, for the purpose of constructing, if practicable, the said Canal.

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of providing by law for the payment of the expenses of publishing lists of non-resident highway taxes, assessed under a law passed in 1827, remaining unpaid; also, to reimburse to such overseers of highways, as have paid for the publishing of such lists of taxes, such sums as they have paid out of their private funds, with leave to report by bill or otherwise.

On motion of Mr. Stockton,

Resolved, That a committee of three members be appointed to examine and report the unfinished business of the last Council; And Messrs. Stockton, Drake and Lawrence were appointed said committee.

Mr. Lawrence submitted the following resolution, which we's laid on the table:

Resolved, That the committee on Internal Improvement be instructed to inquire into the expediency of petitioning Congress for an appropriation, for laying out and constructing a road from La Plaisance Bay Harbor, in the county of Monroe, westward, on the most eligible route, to intersect the Chicago Road.

On motion of Mr. Rumsey, the Council then adjourned.

WEDNESDAY, Sept. 16, 1829.

Prayer by the Rev. Mr. Brown.

Mr. M'Donell presented the petition of David Smith, Geo. Muager, and others, inhabitants of the counties of Wayne and Monroe, praying the Legislative Council to adopt measures to relieve them and the public from the burthen of the Toll-Bridges, established on the United States' Road between the city of Detroit and the village of Monroe. Read and laid on the table.

Mr. Trowbridge, from the select committee to whom was referred the petition of Lewis Greaves, reported,

"A bill for the relief of Lewis Greaves," which was read the first and second times; and having been considered in committee of the whole, said bill was, on motion of Mr. Trowbridge, ordered to be engrossed and read a third time on Monday next.

Mr. Stockton, from the committee on the unfinished business of the last session, reported, in part, the following entitled bills, viz: A bill for the relief of Mahala Fowler;

and

A bill to amend an act entitled “an act concerning divorces ;"

A bill to provide for laying out certain counties, and for other purposes;

And said bills were laid on the table.

A bill to set off and organise the township of Saline, in the county of Washtenaw, was taken up, read the third time; and the further consideration thereof was postponed until Monday next.

The President announced that the committee on Internal Improvement would consist of the following members, viz :

Messrs. Stockton, Irwin, M'Donell, Trowbridge, and Noble. On motion of Mr. Drake, the resolution submitted by him yesterday, relative to a Canal from Lake Erie to Lake Michigan, was taken up, and amended by striking out the words "one mile," and inserting in lieu thereof the words "five miles ;" and said resolution was then adopted.

The resolution relative to payment for publishing lists of highway taxes on non-resident lands, submitted yesterday by Mr. Drake, was taken up and adopted.

The resolution submitted yesterday by Mr. M'Donell, relative to amendments of the Ordinance and Acts of Congress, for the government of the Territory, was taken up and adopted.

Mr Noble submitted the following resolution, which was laid on the table:

Resolved, That a committee of three be appointed, whose duty it shall be to report to this Council such amendments as may be necessary and useful in the existing code of laws.

Mr. Drake submitted the following resolution, which was laid on the table:

Resolved, That a committee of three members be appointed by the President, to superintend and direct the printing of such bills, resolutions, &c. as may be deemed necessary.

Mr. Durocher submitted the following resolution, which was laid on the table:

Resolved, That the committee on Internal Improvement be instructed to petition Congress to have La Plaisance Bay Harbor, in the county of Monroe, made a Port of Entry.

Mr. Trowbridge submitted the following resolution, which was lad on the table:

Resolved, That the committee on the Judiciary inquire into the expediency of repealing so much of the law respecting blacks and mulattoes, as requires them to give security for good behavior..

Mr. Irwin presented sundry accounts of witnesses, and of the Clerk and Sheriff of Brown county, for attendance and fees in the U. S. District Court. Referred to the committee on Claims.

The resolution submitted yesterday by Mr. Irwin, relative to amending the act concerning the Supreme, Circuit and County Courts, &c. was taken up and adopted.
