On motion, ordered, that the bill be engrossed, and read a third time to-morrow.

The bill to divide the township of Farmington in the county of Oakland, was taken up.

Mr. Bartow presented a remonstrance from sundry citizens of West Farmington, against the passage of the bill. The remonstrance was read and laid on the table.

On motion of Mr. Drake, the first blank was filled with the word 'more.'

On motion the second blank was filled with the word Monday,' and the third with the words 'Samuel Hungerford.'

Ordered, That the bill lie on the table.

Mr. Schoolcraft presented an account of W. L. Newberry, & Co. for maps.

Referred to the committe on Expenditures.

On motion of Mr. M'Donell, ordered that the bill to amend an act entitled an act amendatory to the several acts now in force, relative to costs and fees, approved Nov. 9, 1829, be recommitted.

On motion of Mr. Schoolcraft,

Resolved, That the committee on the Judiciary be instructed to enquire into the expediency of memorializing Congress, for the establishment of a separate circuit court for the district of country, consisting of the counties of Michilimackinac and Chippewa.

The Council took a recess until 3 o'clock P. M.

3 o'clock, P. M. Mr. M'Donell, from the committee on Territorial Affairs, reported

A bill for the relief of Peter Van Every.

The bill was read the first time.

On motion the bill was read a second time, and ordered to be engrossed and read a third time to-morrow, and

A bill to authorise the board of Supervisors of the county of Wayne to build two bridges over the forks of the River Rouge in the township of Springwells.

The bill was read the first time.

On motion, the bill was read a second time and ordered to be engrossed and read a third time to-morrow.

Mr. Fletcher, from the committee on enrolment, reported as correctly enrolled, bills with the following titles: An act to aid the raising of sheep.

An act to amend an act entitled, an act concerning district surveyors.

An act to establish a ferry over the St. Joseph river. An act to incorporate the Hydraulic Company of the city of Detroit.

An act to amend an act entitled an act to regulate the admission and practice of attorneys and counsellors at law. An act to dissolve the marriage contract between Ebenezer Stone and Sally Stone.

An act to provide for laying off into separate counties, the district of country adjacent to Grand River, and for other purposes.

An act to establish an academy in the county of St. Joseph.

An act to amend an act entitled an act concerning mortgages.

An act to establish an academy in the county of Oakland. An act to incorporate the Stockholders of the Clinton Steam Mill Company at Mt. Clemens.

On motion of Mr. M'Donell,

Resolved, That the Treasurer of the Territory of Michigan, be directed to furnish the Council with a statement of the money received and paid out of the Treasury since the period since he rendered his last account current by a resolution of the Council.

Mr. Durocher presented an account of J. Kenny and of B. Woodworth.

Referred to the committee on Expenditures.

Mr. Durocher from the committee on Territorial Affairs, reported

A bill in addition and to amend the several acts for the appointment and to regulate the duties of District Attor

neys.

The bill was read the first time.

On motion, the bill was read a second time and ordered to be engrossed and read a third time to-morrow.

Mr. Lawrence from the Judiciary committee, reported A bill to authorise Alexander E. Godfroy to sell and convey certain lands therein mentioned.

The bill was read the first time.

On motion, the bill was read the second time, and ordered to be engrossed and read a third time to-morrow.

The question on the motion of Mr. Schoolcraft on the 28th instant to amend by striking out the 4th and 5th sections of the bill, was put, and decided in the affirmative.

On motion of Mr. M'Donell,

The bill was amended by inserting in the first section af ter the words 'clerk's office' the words 'with any licences in his hands unissued,' and by striking out the word 'second' and inserting the word 'first' in the third section.

On motion of Mr. Stockton,

The bill was further amended by striking out the words 'twenty-five' and inserting the word 'fifty' in section 8,

On motion of Mr. M'Donell,

The bill was further amended by adding a section to stand as the sixth section.

The bill being reported, the amendments were concurred

in.

On motion of Mr. M'Donell,

The bill was ordered to be engrossed and read a third time to-morrow.

The bill to amend an act entitled an act for defraying the public and necessary charges in the respective counties of this Territory and for other purposes, was taken up and considered as in committee of the whole.

On motion of Mr. Drake, the following was added to the second section of the bill :

And they shall have the same authority, and are hereby required to audit and allow accounts against the county in the same manner as now authorized and required to do, at the annual meeting in October.

On motion of Mr. Kingsley, the bill was further amended by inserting after the word 'Supervisors,' the words ' in the county of Macomb:'

On motion of Mr. Drake, a section was added, to stand as section 3 of the bill.

On motion ordered that the bill be engrossed and read a third time to-morrow.

The bill to authorise the Auditor of the Territory to effect an insurance on the public building called the Capitol, against fire, was taken up and considered as in committee of the whole.

Territory of Michigan and to provide for the election of members of the legislative council, approved July 3, 1828, and for other purposes was taken up and considered as in committee of the whole.

On motion of Mr. Schhoolcraft,

The bill was amended by striking out the word 'January' and inserting the word May' in the 10th section.

Ordered, That the bill be engrossed, and read a third time to morrow.

The bill to amend the act entitled an act to provide for establishing seats of justice, was taken up and considered as in committee of the whole.

On motion of Mr. Durocher,

The bill was amended by striking out in the 6th section the words 'cents per mile for their expenses,' and by filling the first and second blanks respectively with the word 'thirty' and the third blank with the word 'twenty.'

On motion,

Ordered, That the bill be engrossed and read a third time to-morrow.

The bill relative to the county of Wayne, was read a third time.

On motion of Mr. Fletcher, the blank in the first section of the bill, was filled with the words 'Sheriff of said county, and in the 4th section with the word 'June,' and in the 6th with the word 'such,' and the words 'as may be directed by said board of supervisors, were inserted after the word 'convicts,' in said section.

Mr. Le Roy moved that the bill pass.

The question being taken, it was decided that the bill pass and that the title thereof be,

An act relative to the county of Wayne.

A message was received from the Governor of the Territory, by Mr. Rowland, notifying the Council that he had this day approved and signed bills with the following titles. An act to establish an Academy in the county of St. Joseph.

An act to incorporate the stockholders of the Clinton Steam Mill company, at Mount Clemens.

An act to amend an act entitled an act concerning mortgages.

An act to amend an act entitled an act concerning district surveyors.

An act to establish an Academy in the county of Oakland.

An act to aid the raising of Sheep.

THURSDAY, March 3, 1831.

The President presented a statement of the Treasurer of the county of Wayne, of the monies received and paid out by him up to January, 28, 1831.

Referred to the committee on Territorial affairs.

Mr. Brown presented a petition and claim of J. W. Day. Referred to the committee on Expenditures.

Mr. Schoolcraft, from the Judiciary committee, reported a memorial to the Congress of the United States.

The memorial being read, was on motion adopted, and is as follows.

To the Hon. the Senate and House of Representatives of the United States, in Congress assembled:

The memorial of the Legislative Council of the Territory of Michigan respectfully prays, that a separate judicial district may be established in that portion of the Territory situated north of the peninsula of Michigan, and east of the boundary line of the Territory as fixed by act of Congress

in 1805.

This portion of our Territory is now comprehended within the counties of Michlimackinac and Chippewa. It is included in the district of the circuit Court established in 1823, over the region of country situated between Illinois and lake Superior, and between lake Michigan and the Mississippi. The judicial seat of this extensive district is at Green Bay, as that of the Supreme Court of the Teritory is at Detroit. The counties of Michilimackinac and Chippewa occupy a position, intermediate between these two places. The intervening county is a wilderness without roads. And a resort to either of the places mentioned, for judicial purposes, is attended with inconveniencies, delays and expense, which operate, in a great measure, as a
