Ordered, To be engrossed and read a third time on Friday.

On motion of Mr. Drake,

Resolved, That the committee on Territorial Affairs, be instructed to inquire into the expediency of requiring, by law, from the county of Wayne, a compensation for the use of the Capitol, for the holding of county courts for the county of Wayne, and also for the use of the Territorial building called a jail, for all county purposes.

The Council went into the consideration of Executive business, and having disposed of the same,

On motion of Mr. M'Donell,

Resolved, That the committee on the Library be instructed to inquire into the expediency of instructing the Librarian, so far as may be practicable, to collect the printed bills, reported to the several Councils held since the first organisation of a Legislative council, and to cause the bills so reported, at each respective session, to be bound in a volume and filed.

The Council adjourned.

TUESDAY, February 15, 1831. Mr. Kingsley from the committee on Territorial Affairs, reported,

A bill to amend the several acts to provide for the establishment of the University of Michigan.

The bill was read the first time and laid on the table.

The bill to authorise the board of Supervisors of the county of Lenawe, to raise a sum of money to build a jail, reported yesterday with amendments, from the committee to whom it had been recommitted, was taken up and the amendments concurred in.

The bill was read a second time, and considered as in committee of the whole.

Mr. Kingsley moved to amend, by adding the following: Provided, That the provisions of this act shall not be construed to extend to any district of country out of the original limits of said county.

Mr. Drake moved to amend by substituting the following to stand as section 2.

"Sec. 2. That the county of Hillsdale, and such country as is attached to the county of Lenawe, shall in no wise be assessed or taxed for the purpose of building said jail, nor shall the Supervisor of such township, as may be attached to said county of Lenawe, have a voice in raising said tax, or building said jail."

The question being taken on receiving the substitute, was decided in the affirmative.

The bill being reported as amended, the amendments were concurred in.

On motion of Mr. M'Donell, the 19th rule being suspended,

Ordered, That the bill be engrossed and read a third time to-day.

The bill to amend an act entitled "An act amendatory to the several acts now in force relative to costs and fees," approved November 9, 1829, was taken up.

On motion of Mr. M'Donell,

Ordered, That the bill be recommitted to the committee on Territorial Affairs.

The bill to incorporate the Stockholders of the Clinton Steam Mill Company at Mount Clemens, was read a second time, and

On motion of Mr. Stockton,

Ordered, That the bill be engrossed and read a third time on Tuesday.

The bill relative to common schools, was read a second time and considered as in committee of the whole.

Mr. Stockton moved to strike out all after the enacting clause, and insert the following:

"That all acts relative to common schools, be and the same are hereby repealed.

On motion of Mr. Lawrence,"

The further consideration of the bill was postponed to Tuesday next.

Ayes 8, nays 4.

Mr. Drake requiring the ayes and nays,

The bill to continue the charter of the Bank of Michigan, was read a second time, and considered as in committee of

the whole.

On motion of Mr. Fletcher,

The bill was amended by adding the following to stand as the third section thereof.

"Sec. 3. That the said return shall be laid before the Legislature by the Governor, at the earliest period after the receipt thereof."

The bill being reported as amended,the amendments were concurred in.

On motion of Mr. Fletcher,

Ordered, That the bill be engrossed and read a third time on Tuesday.

The bill to amend the several acts to organize the militia was read a second time, and considered as in committee of the whole.

Mr. Drake moved to strike out all after the enacting clause, and insert the following:

That all laws relative to the organization of the militia, be, and the same are hereby repealed.

On motion of Mr. Drake,

Ordered, That the bill lie on the table.

The bill for the relief of Luson Tousey,read the third time on the third ult. was taken up.

Mr. Lawrence moved that the bill pass.

The question being taken, it was decided that the bill do now pass, and that the title thereof be,

An act for the relief of Luson Tousey.

The protest offered by a minority of the Council, on the 11th inst. on the subject of divorces was taken up, read, and again laid on the table.

The President informed the Council, that he had presented to the Governor, for his approval and signature, on the 11th inst,

An act for the relief of David Ward, and yesterday, An act to repeal an act therein named, and for other purposes.

An act for the relief of Barnabas Campau.

A message was received from the Governor by Mr. Rowland, who notified the Council, that the Governor had this day approved and signed,

An act for the relief of Barnabas Campau, and

An act to repeal an act therein named, and for other purposes.

The bill to authorise the Supervisors of St. Clair county to erect certain buildings and for other purposes, was read the third time, and on motion,

Ordered, To lie on the table.

The bill to alter the name of the township of Jacksonopolis, in the county of Jackson, was read a third time. Mr. Kingsley moved that the bill pass.

The question being taken, it was decided that the bill do now pass, and that the title thereof be,

An act to alter the name of the township of Jacksonopolis in the county of Jackson.

The bill to authorise the board of Supervisors of the county of Lenawe, to raise a sum of money, to build a jail, was read a third time.

On motion of Mr. Lawrence,

Ordered, That the bill lie on the table.

Mr. Schoolcraft submitted the following resolution, which was read and laid on the table:

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of creating the of fice of Superintendent of common schools, and school lands, prescribing his duties, and fixing a reasonable compensation therefor, to be paid out of the Territorial Treasury. And also, of providing that the commissioners of schools report annually to the Superintendent, stating the number of school districts and school houses in each township, the number of scholars taught in each school, distinguishing the number and ages of each class, the system of instruction adopted, and the price of tuition per month, quarter, or year, and what proportion of the expense, if any, is paid out of the rents of the school lands.

The Council adjourned.

WEDNESDAY, February 16, 1831. Mr. Schoolcraft presented a communication on the subject of furnishing chairs for the Council. Referred to the committee on Expenditures.

Mr. Drake presented an account of H. Sanderson, for glazing Council room. Referred to the committee on Expenditures.

Mr. Kingsley, from the committee appointed for that object, reported a memorial to Congress on the subject of the school lands in the Territory, which was read and laid on the table.

Mr. Durocher from the committee on Territorial Affairs, reported,

A bill to establish an academy in the county of St. Jo seph.

The bill was read the first time and laid on the table. A message was received from the Governor by Mr. Rowland, on Executive business.

Mr. Schoolcraft from the committee on Territorial Affairs, reported,

A bill to provide for laying off into separate counties, the district of country adjacent to Grand River, and for other purposes.

The bill was read the first time and laid on the table.
Mr. Drake from the committee on Roads, reported,
A bill to provide for the improvement of certain Terri-
torial Roads, and

A bill to provide for laying out certain Territorial Roads.
Said bills were read the first time and laid on the table.
On motion of Mr. Drake,

Ordered, That the above bill, last reported, and the bill to lay out and establish a Territorial Road, and the bill to provide for laying out certain Territorial Roads, be recommitted to the committee on Territorial affairs, with instructions to consolidate said bills and report the same.

Mr. Drake from the Judiciary committee reported,
A bill for the relief of Lucy Fish.

The bill was read the first time and laid on the table. The bill to amend an act entitled an act concerning deeds" and conveyances, was read a second time, and considered as in committee of the whole.

Mr. M'Donell moved to amend by adding after the title of the bill, the words "for the county of Wayne," and to strike out all after the enacting clause and insert the following:

"Sec. 1. That the Governor of the Territory, shall, with the advice and consent of the Legislative Council, appoint a suitable person to fill the office of Register of Deeds, and other conveyances, affecting in law or in equity, or relating to real estate in the city of Detroit, and county of Wayne, who shall hold his office for three years, unless sooner removed, by the Governor of the Territory for the time being, and shall be sworn to the faithful performance of the duties of his office, and shall receive the same compensation as was heretofore allowed to the Register of Probate, and Register of the city of Detroit, for the like services,-which latter office shall cease and determine.

"Sec. 2. That so much of the second section of the act, to which this act is amendatory, so far as regards the coun ty of Wayne, as authorises deeds of conveyance and other
