The President presented a communication from the Auditor of the Territory, in continuation of the report made by him yesterday, which was read, and with the accompanying papers, referred to the committee on Territorial Affairs.

On motion of Mr. Drake,

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of providing and making such further additions to the Territorial building, called the jail, as will render it a suitable penitentiary for the Territory.

On motion of Mr. M'Donell,

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of extending Jefferson-Avenue, by law, on the most eligible ground, to the Hudson farm, on Grosse Point, and from thence to Mount Clemens, in the county of Macomb.

On motion of Mr. Kingsley, the Council went into the consideration of Executive business, and having disposed of the same,

Adjourned.

FRIDAY, January 14, 1831.

Mr. M'Donell presented an account of A. Salisbury, for attendance as a witness in the case of the United States against Levi Willard, &c. Referred to the committee on Claims.

Mr. Durocher presented the memorial of the eleventh regiment of the third brigade, Michigan militia, stating certain grievances, and asking a modification of the law, for their removal.

On motion of Mr. Durocher,

Ordered, That the memorial be referred to a select committee of three members.

Messrs. Durocher, Le Roy, and Fletcher, were appointed

that committee.

Mr. Schoolcraft moved to suspend the operation of Rule

The motion prevailing,

Mr. Kingsley moved the Council to reconsider the vote taken on the passage of the "bill to adjourn the January term of the county court for the county of Wayne, in the

year 1831."

The motion prevailing, and the bill being again before the Council,

On motion of Mr. Kingsley,

Ordered, That the bill be committed to the committee on the Judiciary.

On motion of Mr. M'Donell,

Resolved, That the Committee on claims be instructed to inquire what damages, if any, have been assessed in the township of Hamtramck, in consequence of Jefferson-Avenue having been extended, by law to the place commonly called the Church Farm, and to report the amount of such damages, with the different items thereof to the Council. A message was received from the Governor, on Execu tive business, by the hands of Mr. Rowland.

On motion of Mr. Drake,

Resolved, That a special committee of three members be appointed and instructed to inquire whether any unfinished business remains before the Council, in its Executive capacity, or not, and report the result of the enquiry to the Council.

The resolution submitted on the 6th inst. by Mr. M'Donell, on the subject of opening a free communication, by means of lottery, from Detroit to the village of Monroe, was taken up, and being read, was concurred in.

On motion of Mr. Drake,

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of embodying into a complete act, the acts in force relative to the assessment and collection of Territorial taxes, and the distribution of such law in the several counties.

On motion of Mr. Kingsley, the Council went into the consideration of executive business, and having disposed of the same,

On motion of Mr. Drake,

The Council took a recess until 2 o'clock, P. M.

2 o'clock P. M. Mr. Fletcher from the Judiciary committee, towhom had been recommitted the bill to adjourn the County Court for the county of Wayne in the year 1831, reported as a substitute,

A bill to postpone a term of the County Court for the county of Wayne, which being read,

The question on receiving the substitute, being taken, it was decided in the affirmative.

Mr. Drake moved that the bill do now pass.

The question being taken, it was decided that the bill do now pass, and that the title thereof be "An Act to postpone a term of the County Court for the county of Wayne."

Mr. Kingsley presented an account of J. W. Torrey, for preparing an index to the laws of the Council for 1829.Referred to the committee on Expenditures.

On motion of Mr. M'Donell,

Resolved, That a select committee be appointed with instructions to inquire into the expediency of increasing the compensation of Petit Jurors in all civil cases, in courts of record in this Territory.

Messrs. M'Donell, Kingsley, and Schoolcraft, were ap pointed that committee.

On motion of Mr. Drake, the Council adjourned to Monday.

MONDAY, January 17, 1831.

Mr. Kingsley presented the petition of Abraham Krowman and others, praying an alteration in a certain part of the Maumee and Grand River Territorial Road, which was laid on the table.

Mr. Bartow from the committee on the Library reported, A bill to enable the proprietors of said Library, to manage the same.

The bill was read the first time and laid on the table. Mr. Fletcher, from the committee on Enrolment, reported, as correctly enrolled,

A bill to postpone a term of the County Court for the county of Wayne; and the President signed the same.

Mr. Lawrence from the committee on the Judiciary, reported bills with the following titles:

A bill to repeal the act therein named; and

A bill for the relief of Susan Tousey.

Said bills were severally read the first time and laid on the table.

On motion of Mr. Drake,

Resolved, That a committee of three members be appointed, and instructed to inquire what amendments ought to be made in the laws relative to the practice of physic and surgery in the Territory, and the establishment of medical societies.

Messrs. Drake, M'Donell, and Brown, were appointed that committee.

On motion of Mr. M'Donell,

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of authorising the Auditor of the Territory to effect a policy of insurance upon the Capitol, against fire, and to report by bill or otherwise. On motion of Mr. Kingsley,

Resolved, That the committee on the Judiciary be instructed to inqure into the expediency of so altering the law relative to the disposing of the dockets of deceased Justices of the Peace, that another Justice of the Peace may issue execution on the unsatisfied judgments on said dockets. On motion of Mr. Schoolcraft,

Resolved, That a committee of three members be appointed to inquire whether the laws passed at the last session of the Legislative Council have been published in full; and if one or more of the same have been suppressed, by whom such suppression was made, and under what authority.

Messrs. Schoolcraft, Le Roy, and Lawrence were appointed that committee.

Mr. Drake submitted the following resolution, which was read and laid on the table.

Resolved, That the committee on Expenditures inquire into the expediency of omitting hereafter the printing of pri

vate acts.

The Council adjourned.

TUESDAY, January 18, 1831.

The President presented a communication from John Farmer, requesting the Council to purchase a certain number of copies of his maps, for the use of the peninsula counties; which was read and laid on the table.

Mr. Fletcher presented a petition of sundry citizens of Detroit, praying to have the office of City Register of Deeds &c. united to that of Register of Probate.

On motion of Mr. Fletcher,

Ordered, That the petition be referred to a special committee of three members.

Messrs. Fletcher, Stockton, and Bartow, were appointed that committee.

Mr. M'Donell presented a petition from sundry citizens of Wayne county, praying compensation to Jurors. On motion of Mr. M'Donell,

Ordered, That the petition be referred to the special com

mittee to whom the same subject was referred, by resolution of the 14th instant.

Mr. Drake, from the Judiciary committee, reported
A bill relative to oaths and affidavits.

The bill was read the first time and laid on the table. A message was received from the Governor on Executive business, by Mr. Rowland, who also notified the Council, that the Governor, yesterday, approved and signed

An act to postpone a term of the county court of the county of Wayne.

On motion of Mr. Schoolcraft.

Resolved, That the committee on the Judiciary be instructed to inquire whether so much of the act concerning District Surveyors, as requires the Auditor to name the amount of the bond, should not be repealed or modified. On motion of Mr. Drake,

Resolved, That a committee of three members be appointed to inquire whether any amendments were necessary to be made in the laws, regulating the election of a Delegate and members of the Legislative Council, and report by bill or otherwise.

Messrs. Drake, Stockton, Lawrence, were appointed that committee.

On motion of Mr. Kingsley,

Resolved, That the committee on the judiciary be instructed to inquire into the expediency of authorising constables to serve any process against a sheriff, any of his deputies, or the under sheriff, returnable before a Justice of the Peace.

Mr. Kingsley submitted the following resolution, which was read and laid on the table:

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of amending the act entitled "An act concerning judgments and executions," so far as said act relates to the sale of real property under an execution. On motion of Mr. Drake,

Resolved, That the committee on Territorial Affairs, be instructed to inquire into the expediency of amending the acts concerning auctioneers, and sales at auction.

On motion of Mr. M'Donell the Council went into the consideration of Executive business, and having disposed of the same;

Mr. Drake gave notice that he should at a future day ask leave to bring in a bill for the relief of Martha Garlick and Delia Alvord.

The Council adjourned.
