The bill establishing a certain Territorial Road, was read a second time, and ordered to be engrossed and read a third time to-morrow.

The bill to authorise the sale of the estate of Elisha W. Rumsey, deceased, was read a second time, and ordered to be engrossed and read a third time to-morrow.

The bill to establish a board of commissioners, with authority to raise a sum of money by lottery &c. was taken

up.

Mr. Stockton moved to suspend the operation of Rule 27, and that the vote taken on the 21st instant, to insert in line 5, section 5, the words who shall be citizens of said Territory, be reconsidered.

The question being taken was decided in the affirmative. Ayes--7.

Nays-5.

Messrs. Bartow, Drake, Durocher, Le Roy, M'Donell, Stockton, Edwards-7.

In the negative,

Messrs. Brown, Fletcher, Kingsley, Lawrence, School

The question recurring on receiving the amendment, was determined in the negative.

Mr. Fletcher moved to amend, by inserting after the word 'sureties,' line 9, section 5, the words 'who shall be free-holders and citizens of said Territory.'

The amendment was rejected.

On motion of Mr. Bartow,

The bill was amended by inserting the word 'competent' before the word 'surety' line 9, section 5.

Mr. Fletcher moved to amend, by striking out in the 10th line, section 5, the words '21,' and inserting the word '50.' The motion was negatived.

The Council adjourned.

The bill to annex the county of Calhoun to the county of Washtenaw was taken up.

Ordered, That the further consideration thereof be postponed to the next meeting of the Council.

On motion of Mr. M'Donell,

Ordered, That the bill for the relief of the officers, noncommissioned officers, musicians, and privates of the first battalion of Riflemen of the Territory of Michigan,' be recommitted to the committe on Territorial Affairs.

The bill to provide for laying off into separate counties, the district of country adjacent to Grand River, and for other purposes, was read a third time.

Mr. Stockton moved that the bill pass.

Mr. Drake moved to strike out the 9, 10, 11, 12, 13, 15, and 16th sections of the bill.

The motion was negatived.

The question recurring on the motion of Mr. Stockton; it was decided that the bill pass, and that the title thereof be,

The Council took a recess until 3 o'clock, P. M.

3 o'clock, P. M. Mr. Schoolcraft presented the account of R. Gillet for coal.

Referred to the committee on Expenditures.

Mr. Stockton gave notice that he should at a future day ask leave to bring in a bill to dissolve the marriage contract between Almanson Huston and Elizabeth his wife.

Mr. Schoolcraft submitted the following resolution. Resolved, by the Governor and Legislative Council of the Territory of Michigan, that the secretary of the Territory be directed to cause all proclamations of the Governor, respecting the establishment of county seats, and the reports of commissioners on which such preclamations are based. to be published in the volume of acts passed during the present session of the Council.

The resolution was read the first time.

Mr. Fletcher, from the committee on the Judiciary, reported

A bill to preserve the decisions of certain courts therein named.

The bill was read the first time, and ordered to be engrossed and read a third time to-morrow.

The Council resumed as in committee of the whole, the consideration of the bill to amend an act entitled, "an act concerning deeds and conveyances."

On motion of Mr. M'Donell, the further consideration of the bill was postponed to the next meeting of the Council. Mr. Lawrence from the committee on the Judiciary, to whom was referred that part of the message of the Govern or, relative to the Southern boundary of this Territory, reported the following resolution:

Resolved, by the Governor and Legislative Council of the Territory of Michigan: That the Governor be and he is hereby authorised, to open a negociation with the Executive of the state of Ohio for adjusting the boundary line between Ohio and Michigan, on the basis of a cession of all the Territory in dispute, situate east of the Maumee river, and the acceptance by Michigan, of an equivalent cession of Territory west of the said stream.

The resolution was read the first time and laid on the table.

Mr. Lawrence from the same committee also reported, A bill to attach a part of Cass county to the county of St. Joseph, for judicial purposes.

The bill was read the first time.

On motion of Mr. Lawrence, the bill was read a second time and ordered to be engrossed and read a third time to-morrow.

Mr. Kingsley from the committee on Territorial Affairs, reported

A bill to amend an act entitled an act to provide for establishing seats of justice.' The bill was read the first time.

On motion of Mr Kingsley, the bill was read a second time and ordered to lie on the table.

The bill to incorporate the Hydraulic Company of the city of Detroit' was read a third time.

Mr. Fletcher moved that the bill pass.

The question being taken; it was decided that the bill pass, and that the title thereof be,

'An act to incorporate the Hydraulic Company of the city of Detroit.'

The bill to aid the raising of Sheep, was read the third time

On motion of Mr. Schoolcraft, the words 'for the purpoes of taxation' were striken out.

Mr. Bartow moved that the bill pass.

The question being taken, it was decided that the bill pass, and that the title thereof be,

An act to aid the raising of Sheep,

The bill for the relief of Joseph Dozet and Alexis Loranger, was read a third time.

Mr. Durocher moved, that the bill pass. The question being taken, it was determined in the negative.

So the bill was rejected.

The bill to amend an act entitled, an act to regulate the admission and practice of Attorneys and Counsellors at law, was read a third time.

Mr. Lawrence moved that the bill pass.

The question being taken, it was decided that the bill pass, and that the title thereof be,

An act to amend an act entitled an act to regulate the admission and practice of Attorney's and Counsellors at law.

The bill to established a ferry, over the St. Joseph river, was read a third time.

On motion of Mr. Le Roy the blanks in the bill was filled with the words County Court.'
