Mr. M'Donell submitted the following resolution: Resolved. That that part of the Governor's Message, relative to the set regulating blacks and mulattoes, be referred to a select committee, with instructions to inquire whether said law is in violation of the Ordinance and Acts of Congress; and also to inquire whether the benefits that will accrue upon the repeal of said law, will be greater then the evils it may entail upon the people of this Territery; and whether the repeal of said law will or will not, hold out encouragement to runaway negroes from Kentucky and the other slaveholding States, to come and take shelter in this Territory. And if so, whether such a measure would be wise and sound policy; and also, to inquire what are the provisions made in the laws of our immediate neighboring free States, viz: Ohio, Indiana and Illinois, as respects blacks and mulattoes; and whether it would be advisable and proper, in the Legislative authority of this Territory, to depor from the course pursued by those States, in regard to that description of population.

Mr. Pr. ke submitted the following resolution :

Resolrod, That the Judiciary committee be instructed to inquire into the expedienev and propriety of prehibiting by law, the allow ing of writs of certiorari, to remove judgments rendered by Justices of the Peace in civil cases.

The resolution, offered yesterday by Mr. Lawrence, relative to making application to the Secretary of War, to direct a part of the fun I appropriated for making the Chicago Road, to certain special oljects connected therewith, being taken up ;

The following resolutions were offered, severally read, and ordered to lie on the table.

By Mr. M'Donell, the following:

Resolved, That the committee on Territorial Affairs be instructed to inquire whether any alteration or amendment is necessary to be made to the act authorising the appointment of Auctioneers. By Mr. Kingsley, the following:

Resolved, That the committee on the Judiciary be instructed to inquire, if any amendment of the 25th section of the act, entitled "an act to regulate highways," be necessary, that the intention of those who framed the same may be better known; and to report by bill or otherwise.

By Mr. Drake, the following:

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of prohibiting by law, the constructing of dams upon any of the streams of water running upon the Peninsula, so as to prevent the passage of the fish coursing the said streams and to compel those who have constructed dams across any of the streams or water courses, to alter the same, so that fish coursing the stream, may have a free passage up and down. By Mr. Fletcher, the following:

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of amending the act concerning judg ments and executions, so as that a judgment creditor may redeem lands and tenements sold on execution within a limited time after one year from such sale.

By Mr. Stockton, the following:

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of establishing by law, the office of County Auditor.

The Council adjourned.

FRIDAY, May 21, 1830.

The following petitions and papers were presented:

By Mr. Drake: The petition of Martha Garlick, and the petition of James Perrine, respectively praying divorces.

Ordered, That said petitions lie on the table.

By Mr. M'Donell: The petition of Catharine M'Arthy, for a divorce.

Ordered, That it be referred to the Judiciary committee.

By Mr. Irwin: A copy of certain proceedings had by the Board of Supervisors of the township of Green Bay, praying authority to said Board, to discharge certain claims against the County, on account of building a jail, and power to levy a tax therefor.

Ordered, That it be referred to the committee on Territorial Affairs.

Mr. Drake submitted the following resolution :

Resolved, That the Judiciary committee be instructed to inquire into the expediency of amending the law relative to the collection of non-resident taxes in the several counties, so as to accelerate the collection thereof.

Ordered, That said resolution lie on the table.

The resolution relative to the office of a County Auditor, being called up by Mr. Stockton, and again read, was concurred in. Mr. Fletcher submitted the following resolution—

Resolved, That the following Rule be added to the standing rules:

"RULE 44. The yeas and nays shall be called and recorded upon the request of members."

Ordered, That said resolution lie on the table.

The resolution offered by Mr. M'Donell yesterday, instructing the Territorial committee to inquire into the necessity of au amend ment to the act authorising the appointment of Auctioneers, being taken up and again read;

On motion, it was concurred in.

Mr Kartow submitted the following resolution:

Resolved, That the commit ee on Schools be instructed to inquire into the expediency of so modifying the present school law, as to require a vote of two thirds of the taxable inhabitants of any township, to make it any way binding on said township to comply with the requirements in said act; and that said committee report by bill or otherwise.

Ordered, That the resolution lie on the table.

Mr. Kingsley submitted he following resolution:

Resolved, That the committee on Internal Improvement be instructed to inquire into the expediency of petitioning Congress for a grant of lands within the Peninsula of Michigan, to be appropriated towards defraying the expenses of erecting public State buildings when the Territory of Michigan shall beconie a State. Ordered. That said resolution lie on the table.

Mr. Stockton submitted the following resolution :

Resolved. That the committee on Territorial Affairs be instructed to inquire into the expediency of providing by law, for the more general distribution of the laws of the Territory.

Ordered, hat said resolution lie on the table.

The resclusion offered yesterday by Mr. Fletcher, to inquire into the expr ency of amending the act concerning judgments and executions, having been taken up and again read, was concurred in. On motion of wur. Fletcher,

Resolved, That a committee of three members be appointed, t● inquire into he expediency of providing for the establishment of a Penitent ry, for the Terriery.

Mr. Kingsley submitted the following resolution :

Resolved, That the committee on the Judiciary be instructed to inquite, if any amendment of the 3d section of the act, entitled “ an aci to prevent gaming," be necessary, to effect the object of said law; and report by bill or otherwise.

Ordered, That said resolution lie on the table.

SATURDAY, May 22, 1830.

The following petitions were presented:

By Mr. M'Donell: A petition from E. Beach and others, for establishing the office of luspector of Flour for the Territory.

Ordered, That it be referred to the committee on Territorial Affairs.

By Mr. Drake: A petition of David Stanard and others, for the ●stablishment of a Ferry across Saginaw River; and the application of C. Jewett, for authority to keep the same.

Ordered, That he petition and application lie on the table.

Mr. Schoolcraft, from the committee of Enrolment, reported as rectly enrolled, the resolution requiring the Secretary of the Territory to furnish the Council with copies of the Laws and Journal of the 2d session of the 3d Council.

The resident signed the same.

Mr. Irwin offered the following resolution:

Resolved, That the commit.ee on Internal Improvement be instructed to inquire into the expediency of petitioning Congress for an appropriation for the erection of light-houses on Beaver Island, situted at the northern extremity of Lake Michigan, and on Potanie Island at the mouth of Green Bay.

The resolution offered yesterday by Mr. Stockton, relative to providing for a more general distribution of the Laws of the Territory, having been taken up and again read, was concurred in.

Mr. M'Donell submitted the following resolution :

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of authorisi.g the Register of the City of Detroit, to appoint a Deputy.

The resolution offered yesterday, by Mr. Kingsley, relative to amending the "act to prevent gaming," having been taken up and again read, was concurred in.

MONDAY, May 24, 1830.

The following petitions and papers were presented :

A petition of Mr. Durell, for an adjustment of his accounts for furnishing the Council-chamber.

Ordered, That it be referred to the committee on Expenditures. By the President: A report from the Audit. r of the Territory, in compliance with a resolution of the Council, to that effect, of the 18th inst.

By Mr. M'Donell: A petition from sundry inhabitants of the township of Ecerce, county of Wayne, for a division of said township.

The resolution offered by Mr. Irwin on the 22d inst. relative to the expediency of an application to Congress for the erection of certain light-houses, having been taken up and again read, was concurred in.

Mr. Irwin offered the following resolution :

Resolved, That the Fiscal Agent of the Council be requested to communicate to this Council what disposition has been made of the sum appropriated by Congress, for the contingent expenses of the Legislative Council for the year 1829; the amount of the expenses incurred at said session, together with a statement of the arrearages which existed previous thereto, and the balance, if any, that is yet due on both classes of claims.

Ordered, That said resolution lie on the table.

Mr. Schoolcraft submitted the following resolutions:

Resolved, That the committee on the Judiciary be instructed to inqu re into the propriety of providing by law, for the appointment of a Commissioner for licensing taverus and victualling-houses, and for granting relief under the insolvent laws of this Territory, in the Gounty of Chippewa.

Resolved, That the committee on the Judiciary be instructed to inquire into the true construction to be put upon the 10th section of the "act in addition to the several acts concerning the Supreme, Circuit and County Courts of the Territory of Michigan," in connection with the 16th, 17th, 18th and 28d sections of the said amendatory act-Whether the Court referred to in the said 10th section, had a legal existence after the said Ist day of January, 1830; and if so, whether a y of the incidental powers of Justices of said Court remained, after the 1st day of March, 1830: And that the Commissioner be directed to inquire whether any further provisions be necessary to legalise the proceedings of the Court. Ordered, That said resolutions lie on the table.

The resolution offered by Mr. Kingsley on the 21st inst. relative to the necessity of an amendment to the 3d section of the “act to prevent gaming," having been taken up and again read, was concurred in.
