But this brings us back to the central theme. Economic health will not assure peace, but it is a substantial preventive of conditions which create international ill will. Access to markets and raw materials, nondiscrimination in international trade and development, and the creation of a forum wherein economic controversies can be handled in an orderly way will all help toward the goal of universal peace. I see no escape from the fundamental proposition: We cannot separate our domestic and our foreign affairs. And the strengthening of our domestic economy depends in part upon the success of our efforts to bring economic health, stability, and sanity to the rest of the world. U. S.
