Mr. Stockton presented the petition of the Supervisors of the county of Macomb, praying that a law may be passed, providing that all persons having demands against said county, shall be required to present them to the Supervisors for settlment on or before a certain time, to be mentioned in said law, or to be barred a recovery of the same. Read and referred to the committee on the Judiciary.

Mr. Brown presented the claim of H. L. Ball for advertising certain General Orders in the Detroit Gazette; which was referred to the committee on Claims.

Mr. Stockton, from the committee on Territorial Affairs, reported,

A bill to abolish the County Court in the county of St. Clair; which was read the first time; and on motion, said bill was read the second time by its title and laid on the table.

Mr. Noble, from the committee on the Judiciary, reported,

A bill for the speedy assessment of dower, and for the preventing of strip and waste by tenants therein; which was read the first time and laid on the table.

Mr. Drake, from the committee on the Judiciary, reported,

A bill for the relief of Delia M'Clure, of the county of Oakland; which was read the first time and laid on the table.

Mr. M'Donell, from the committee on Territorial Affairs, reported,

A bill amendatory to "an act securing to mechanics and others, payment for their labor and materials in erecting any house, mill, or other building, within the city of Detroit and the county of Brown;" and said bill was read the first time and laid on the table. Mr. Schoolcraft, from the committee on the Library, made the following report; which was read and laid on the table:

REPORT.

The care and due preservation of the books belonging to the Council, being an object of importance, both to the Members of the Council and to the public, at whose expense they have been purchased, the committee on the Library beg leave to report the following additional standing rule for the government of the Libra

rian :

Every member is required to settle his account for books borrowed, with the Librarian, on the day previous to the adjournment of the Council."

Two messages on Executive business were received by the hands of Mr. E. A. Brush.

On motion of Mr. M'Donell,

The memorial to the Congress of the United States, relative to an additional body to the Legislature of the Territory, was taken up, and,

Mr. Lawrence moved that said memorial be again laid on the

table for further consideration; and the motion was agreed to.

The bill to dissolve the marriage contract existing between William C. Hutchinson and Susanna Hutchinson, was taken up, read the second time, and having been considered as in committee of the whole, was ordered to be engrossed and read the third time on Monday next.

The bill to amend the several acts to organise the Militia, was taken up and read the second time.

On motion of Mr. Trowbridge, said bill was then amended by inserting, after the close of the 4th section, the following proviso :— "Provided, That such rendezvous by regiments, battalions, or commissioned and non-commissioned officers, and musicians, shall not be on Monday."

On motion of Mr. Stockton, the bill was then amended by striking out the word "September," in the 5th line of the 4th section, and inserting in lieu the word "October."

On motion of Mr. Drake, the following amendments were then made to the bill, viz:-The word "Monday" in the Sd line of the 5th section was stricken out, and the word "Tuesday" inserted in lieu thereof; after the close of the 6th section, the following was added :-" but in no case shall it be ordered that such duty shall be performed on Monday:"-the words, "the county of Lenawe, and," were stricken out in the 3d line of the 1st section.

On motion of Mr. Schoolcraft, the bill was further amended, by inserting the word "Iowa," after the word "Crawford," in the 5th line of the 1st section.

Said bill then received a third reading, whereupon,

Mr. Drake moved that the bill be further amended by adding the following, to stand as the 8th section:

"SEC. 8. That all men, liable to do military duty under the laws of this Territory, shall, on days of parade or rendezvous, by compa nies, regiments or battalions, and on all days of Courts Martial, be exempt from arrest under civil process; also, from answering any summons returnable on either of those days."

And the question being on said motion,

Mr Lawrence moved that the bill and amendment be laid on the table; and the motion was agreed to.

The bill to organise the townships of Lima and Richland, in the county of Wayne, was taken up and considered as in committee of the whole; and on motion of Mr. M'Donell, said bill was then or dered to be engrossed and read a third time on Monday next.

The bill to amend an act, entitled "an act to authorise the licencing of victualling houses, ordinaries, and groceries, within the township of Green Bay," was taken up, the question being on the passage of said bill.

Mr. Schoolcraft then moved that the bill be amended by insert ing at the close thereof, the following, viz:-" and of Sie. Marie. in the county of Chippewa ;" and the motion was agreed to.

And said bill, as amended, was then passed.

On motion of Mr. Drake,

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of directing the person who may be selected to print the laws passed at the present session of the Council, in all cases where the word "Ouisconsin" may occur, to spell the same by the rules of English orthography, viz:-"Wisconsin."

On motion of Mr. Drake, the Council went into the consideration of Executive business, and having disposed of the same, On motion of Mr. Drake, adjourned.

FRIDAY, Oct. 16, 1829.

Prayer by the Rev. Mr. Richard.

Mr. Trowbridge presented the memorial of Henry Howard and Ralph Wadhams, remonstrating against the passage of a law to de clare certain streams, in the county of St. Clair, navigable, agreeably to the petition of certain inhabitants of said county, heretofore presented to the Council. Read and referred to the select commitee to whom said petition had been referred.

Mr. Brown presented the petition of Stephen C. Henry and others, physicians, praying for certain alterations in the "act to regulate the practice of physic and surgery in the Territory of Michigan." Read and referred to the committee on the Judiciary.

Mr. Drake, from the committee of Enrolment, reported as correctly enrolled, a bill entitled "an act to amend an act, entitled 'an act to authorise the licencing of victualling houses, crdinaries, and groceries within the township of Green Bay ;" and the President signed the same.

Mr. Drake, from the committee on the Judiciary, to whom the subject had been referred by a resolution of the Council, reported, A resolution to fix the orthography of a certain name; which was read the first time and laid on the table.

Mr. Schoolcraft, from the committee on Expenditures, to whom had been committed "a bill to provide for the compensation of the officers of the Legislative Council, and for other purposes," reported the same with amendments; and said bill, as amended by the committee, was laid on the table.

Mr. Trowbridge, from the committee on Territorial Affairs, to whom the petition upon the subject had been referred, reported, A bill to increase the taxes of Oakland county; which was read the first time and laid on the table.

Mr. Irwin, from the committee on Claims, reported,

A bill to provide for the payment of certain claims from the Territorial Treasury; which was read the first time and laid on the

table.

Mr. Schoolcraft, from the committee on Expenditures, to whom

had been referred certain claims of E. D. Ellis, Henry L. Ball, and John P. Sheldon, made a verbal report thereon, and recommended said claims to the favorable consideration of the Council, And said claims were then laid on the table.

The bill to authorise the Treasurer of the county of Oakland to pay a certain claim, was taken up, read the third time and passed. Mr. Irwin, from the committee on Claims, reported,

A bill to repeal a certain act therein named; which was read the first time and laid on the table.

The bill to raise a sum of money by Lottery, for the purpose of establishing a free communication by land between the city of Detroit and the village of Monroe, was taken up and read the second time; and having been considered as in committee of the whole,

Mr. M'Donell moved that said bill be engrossed and read a third time on Thursday next;

Mr. Drake moved to amend the motion, so that said bill be laid on the table until Thursday next; and the motion to amend was decided in the negative.

The motion to engross said bill, and that it be read a third time on Thursday next, was then agreed to.

Mr. Drake gave notice that on a future day, he should ask leave to bring in a bill to provide for and regulate Common Schools; also, for leave to bring in a bill to provide for laying out and establishing a Territorial Road from Enoch Huntley's, in the county of Macomb, by Doct. A. Chapman's, in Oakland, westwardly, on the most direct and eligible route to the Kalamazoo River, thence down the said river to its entrance into Lake Michigan.

On motion of Mr. Noble,

Resolved, That a committee of three members be appointed to settle the accounts of the Treasurer with the Territory, and to report the result thereof to the Council.

And Messrs. Noble, Drake, and Irwin, were appointed the committee contemplated in said resolution.

Mr. Schoolcraft moved that the additional Rule for the government of the Librarian, reported yesterday from the committee on the Library, be adopted; and the motion was agreed to.

On motion of Mr. Lawrence, the Council went into the consideration of Executive business; and having disposed of the same, On motion of Mr Irwin, adjourned.

SATURDAY, Oct. 17, 1829.

Mr. Trowbridge presented the claim of Seth P. Marvin, for ser vices as chain carrier and axe-man in laying out a Territorial Road from Pontiac to Adrian. Referred to the committee on Claims.

Mr. Drake, from the committee of Enrolment, reported as correctly enrolled, the bill entitled "an act authorising the Treasurer

of the county of Oakland to pay a certain claim;" and the President signed the same.

Mr. Schoolcraft, from the select committee to whom the subject was referred by a resolution of the Council, made the following report, which was ordered to be printed, and was then laid on the table:

REPORT.

The select committee on naming townships, appointed under the resolution adopted on the 2d instant, report the following names as the result of their inquiries. Ampler time, and a fuller opportunity than they have enjoyed of reference to the works of travellers and historians, which are rare, would have enabled them, perhaps, to render some of the lists more complete; but it is believed the principal names have been embraced. Those which relate to the natural productions of the country, and the aboriginal appellations for persons and places, have afforded the greatest, and indeed the only range for the exercise of judgment in the selection or invention; and it is this portion of the present report which will stand most in need of indulgence. Those names which are precluded from use by the statute prohibiting the repetition of the names of post towns in the United States are designated by a star. In other respects, the order of arrangement of the resolution is preserved.
