By Mr. E. B. Washburne: The petition of citizens of the State of Illinois, praying for a law to carry out the provisions of the Constitution which guarantees to the citizens of each State the privileges and immunities of citizens of the several States; which was referred to the Committee on the Judiciary.

Also, the petition of citizens of the State of Illinois, praying for the repeal of the fugitive slave law, the abolition of slavery in the District of Columbia, and prohibition of the inter-slave trade; which was referred to the Committee on the Judiciary.

By Mr. F. W. Kellogg: The petition of citizens of the State of Michigan, praying for pensions to soldiers of the war of 1812; which was referred to the Committee on Invalid Pensions.

By Mr. Fenton: The papers in the case of Mrs. Macomb and Mrs. Riley, praying for a pension; which were referred to the Committee on Invalid Pensions.

By Mr. Corwin: The memorial of John P. Brown, praying compensation for services rendered as acting consul at Constantinople; which was referred to the Committee on Foreign Affairs.

By Mr. McKean: The petition of Julius Pearce, praying for certain amendments to the bounty land laws; which was referred to the Committee on Public Lands.

Mr. Sherman, by unanimous consent, from the Committee of Ways and Means, to whom was referred the bill of the House (H. R. 215) making appropriations for the current and contingent expenses of the Indian department, and for fulfilling treaty stipulations with various Indian tribes, for the year ending June 30, 1861, with the amendments of the Senate thereto, reported the same, recommending concurrence in some, and non-concurrence in others, of the said amendments.

Ordered, That the said bill and amendments be committed to the Committee of the Whole House on the state of the Union, and printed.

On motion of Mr. Sherman, by unanimous consent, Ordered, That the Committee of Ways and Means be discharged from the further consideration of the resolution of the Senate (S. Res. 31) explanatory of the 8th section of the act of Congress approved February 28, 1859, and that the same be referred to the Committee on Indian Affairs.

On motion of Mr. Maynard, by unanimous consent,

Ordered, That the Committee of the Whole House be discharged from the further consideration of the resolution of the Senate (S. Res. 27) authorizing the settlement of the accounts of John R. Bartlett, late commissioner of the United States to run and mark the boundary line between the United States and Mexico, and for other purposes, and that the House proceed to its consideration.

Ordered, That the said resolution be read a third time.

It was accordingly read the third time and passed.

Mr. Maynard moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk acquaint the Senate with the passage of the said resolution.

Mr. Logan, by unanimous consent, introduced a bill (H. R. 805) to establish an armory at Fort Massac, in the State of Illinois; which was read a first and second time, and referred to the Committee on Military Affairs.

Mr. Gurley, by unanimous consent, introduced a joint resolution. (H. Res. 41) to reduce the price of public printing; which was read à first and second time, and referred to the Committee on Printing.

The House then resumed, as the regular order of business, the consideration of the resolution submitted by Mr. Winslow, and pending when the House adjourned yesterday.

After debate,
