Two messages in writing were received from the President of the United States, by J. Buchanan, jr., his private secretary; which were handed in at the Speaker's table.

On motion of Mr. Tappan, the House resolved itself into a Committee of the Whole House on the private calendar; and after some time spent therein, the Speaker resumed the chair, and Mr. Winslow reported that the committee having had under consideration the bill of the House (H. R. 240) for the relief of Cassius M. Clay, had found itself without a quorum, and that he had caused the roll to be called; when it appeared that the following named members were absent, viz:

Mr. Burlingame, by unanimous consent, submitted the following resolution; which was read, considered, and agreed to, viz:

Resolved, That the Committee on Foreign Affairs be instructed to inquire into the expediency of raising the mission to Sardinia to a first-class mission.

Mr. Burlingame moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

On motion of Mr. Delano, by unanimous consent,

Ordered, That the petition of the heirs of Samuel Remick, heretofore reported upon adversely and laid on the table, be re-referred to the Committee on Revolutionary Pensions.

And then,

On motion of Mr. Winslow, at 4 o'clock and 20 minutes p. m., the House adjourned.

The following petitions and memorials were laid upon the Clerk's table, under the 24th rule of the House, to wit:

By Mr. Curtis: The petition of Asenath M. Elliott, widow of Captain Edward G. Elliott, praying for payment for property taken possession of by the government under the suspicion that the said Elliott was indebted to the government; which was referred to the Committee on Military Affairs.

By Mr. H. Winter Davis: The petition of George H. Holtzman, praying for the payment of a balance due him under a resolution of the House of September 28, 1850; which was referred to the Committee of Claims.

By Mr. Leake: The memorial of the children of Elizabeth Martin, praying for a pension; which was referred to the Committee on Revolutionary Claims.

By Mr. Riggs: The petition of Elizabeth Hopper, widow of Abraham Hopper, praying for a pension; which was referred to the Committee on Revolutionary Pensions.

By Mr. Boteler: The petition of Edgar Jarvis, praying for relief; which was referred to the Committee on the Post Office and Post Roads. By Mr. French: The memorial of Henry Hewson, asking for an increase of pension; which was referred to the Committee on Invalid Pensions.

By Mr. Corwin: The petition of the American Pharmaceutical Association, praying for amendments to the laws concerning impure drugs; which was referred to the Committee on Commerce.

By Mr. Hutchins: The petition of citizens of the State of Ohio, praying for a general bankrupt law; which was referred to the Committee on the Judiciary.

Mr. Cobb moved a reconsideration of the vote by which the bill of the House (H. R. 44) confirming certain land entries under the 3d section of the act of 3d March, 1855, entitled "An act making ap

propriations for the service of the Post Office Department during the fiscal year ending the 30th of June, 1856," with the amendment of the Senate thereto, was referred to the Committee on Public Lands. The said motion was passed over.

Mr. Noell, by unanimous consent, from the Committee on Private Land Claims, to whom was referred the bill of the Senate (S. 104) for the final adjustment of private land claims in the States of Florida, Louisiana, Arkansas, and Missouri, and for other purposes, reported the same with an amendment.

Ordered, That the said bill be committed to a Committee of the Whole House, made the order of the day for to-morrow, and printed. Subsequently

Mr. Noell moved a reconsideration of the vote by which the said bill was committed; which motion was passed over.

Mr. Phelps moved that when the House adjourns, it adjourn until Thursday next.

A message from the Senate, by Mr. Hickey, their Chief Clerk: Mr. Speaker: The President of the United States has notified the Senate that he did, on the 19th instant, approve and sign bills and resolutions of the following titles, viz:

S. 42. An act for the relief of the heirs and legal representatives of Mark Elisha;

S. Res. 4. A resolution to allow credit to certain disbursing officers therein mentioned.

S. Res. 23. A resolution in regard to the minister from Japan.

S. Res. 24. A resolution for the compensation of Reverend R. R. Richards, late chaplain to the United States penitentiary in the District of Columbia.

S. 92. An act authorizing the courts to adjudicate the claim of the legal representatives of the Sieur de Bonne and of the Chevalier de Repentigny to certain land at the Sault Ste. Marie, in the State of Michigan.

S. 229. An act for the relief of Angelina C. Bowman, widow of Francis L. Bowman, late captain United States army.

And on the 20th instant a bill of the following title, viz:

S. 344. An act to amend an act entitled "An act to amend an act entitled 'An act to establish a criminal court in the District of Columbia.'"

I am also directed to notify the House of the orders of the Senate to print certain documents.

Mr. Hughes, by unanimous consent, submitted the following resolution; which was read, considered, and agreed to, viz:

Resolved, That the Committee on Military Affairs be instructed to inquire into the expediency of so amending the military laws, commonly called "The Rules and Articles of War," as to secure the punishment of crimes committed during war in an enemy's country not provided for by existing laws.

On motion of Mr. Sherman, the House resolved itself into the Committee of the Whole House on the state of the Union; and after some time spent therein, the Speaker resumed the chair, and Mr. Israel Washburn, jr., reported that the committee having, according to order, had the state of the Union generally under consideration, and particularly the bill of the House (H. R. 338) to provide for the payment of outstanding treasury notes, to authorize a loan, to regulate and fix the duties on imports, and for other purposes, had come to no resolution thereon.
