Upon motion of Mr. Mills the bill was considered as engrossed, read a third time by title, and put upon its passage. Mr. Mills moved that the bill now pass, which motion was carried and the ayes and nays were called for, with the following result: Ayes, Messrs. Therefore Council Bill No. 18 as amended duly passed. Business on the President's table was now in order and House Bill No. 9, entitled An Act relating to public moneys; the bill was read a first and second time by title and referred to the committee on finance. House Bill No. 34-entitled An Act in relation to sewers in cities and incorporated towns was next taken up, read a first and second time and referred to the committee on municipal and private corporations. Unfinished business was now in order. Council Bill No. 9-entitled An Act providing for the distribution of the general school fund by the auditor and the report of the committee on education thereron taken up and bill and report recommitted to the committee on education. The substitute presented by the committee on territorial affairs for Council Bills Nos. 19 and 24 and House Bill No. 63 was next taken up and read in full in English and Spanish. Upon motion of Mr. Jaramillo the substitute was read a second and third time by title. Mr. Jaramillo moved that the substitute pass, which motion being carried the ayes and nays were ordered with the following result: Ayes, Messrs. Ancheta, Catron, Contreras, Jaramillo, Perea and Mr. President--6. Nays, Messrs. Mills, Richardson, Santistevan, Valdez, and Vigil-5. Mr. Stover was absent. Therefore the substitute for Council Bills Nos. 19 and 24, and House Bill No. 63 were duly passed. Mr. Perea moved that the vote by which the substitute was just passed, be reconsidered and that the same be laid on the table indefinitely; which motion being carried it was so ordered. The joint rules presented by the committee on rules were next taken up, but upon motion of Mr. Mills they were passed over until to-morrow. John Menaul. } Roll call was dispensed with, all the members being present. Upon motion of Mr. Jaramillo the reading of the Journal was dispensed with and the Journal approved. The chair announced the order of business, petitions and memorials, none being presented. Reports of standing committees were in order, and the committee on territorial affairs through their chairman, Mr. Ancheta, made a report on Council Bill No 30; report and bill to lie on the table, and await their regular order. The same committee made a report on Council Bill No. 34, which report and bill were ordered to lie on the table and await their regular order. Reports of special committees were now in order, none being presented. Resolutions were in order, none being presented. Introduction of bills was in order and Mr. Jaramillo introduced Council Bill No. 67, entitled An Act to amend an act entitled An Act for the maintenance and government of the penitentiary, being Chapter No. 79 of the Session Laws of 1889, the same was read in full for information, ordered considered as having been read a first and second time, ordered translated and printed and referred to the committee on penitentiary. Mr. Richardson introduced the following: Council Bill No. 68-entitled An Act in relation to the use and waste of water and for other purposes in the Territory of of New Mexico; the bill was read a first and second time by title, ordered translated and printed and referred to the conmittee on irrigation. Mr. Catron now put in a permanent objection to bills being considered as having been read a second time, unless it be under suspension of rules. Mr. Richardson also introduced the following: Council Bill No. 69-entitled An Act to fix the compensation of probate judges in the counties of Lincoln, Chaves and Eddy, in the Territory of New Mexico; the bill was read a first time by title and under suspension of the rules, read a second time by title, ordered translated and printed, and referred to the committee on the judiciary; also Council Bill No. 70-entitled An Act to provide for the publication, distribution and sale of the reports of the Supreme Court of the Territory of New Mexico; the bill was read a first time be title aud under suspension of the rules read a second time by title, ordered translated and printed and referred to the committee on the judiciary; also Council Bill No. 71-entitled An Act providing for the appointment of a district attorney in and for the counties of Lincoln, Chaves and Eddy, in the Territory of New Mexico, and for other purposes; the bill was read a first time by title and under suspension of the rules read a second time by title, ordered translated aud printed and referred to the committee on the judiciary; also Council Bill No. 72-entitled An Act relating to process issuing out of the District Court in the Territory of New Mexico; the bill was read a first time by title and under suspension of the rules read a second time by title, ordered translated and printed and referred to the committee on the judiciary; also Council Bill No 73-entitled An Act relating to the special terms of the District Courts in the Territory of New Mexico. the bill was read a first time by title, and under suspension of the rules, read a second time by title, ordered translated and printed and referred to the committee on the judiciary. Mr. Stover introduced the following. Council Bill No 74-entitled An Act relating to cities; the bill was read a first time by title and under suspension of the rules, read a second time by title, ordered translated and printed and referred to the committee on municipal and private corporations. Mr. Mills introduced the following: Council Bill No. 75-entitled An Act to establish Arbor Day; the bill was read a first time by title and under suspension of the rules, read a second time by title, ordered translated and printed and referred to the committee on territorial affairs. Mr. Perea asked for the unanimous consent of the Council, to report, as chairman of the committee on finance, on House Bill No. 64, entitled an act to provide for certain contingent expenses of the 29th Legislative Assembly, which consent being granted the report and bill were read in full for information and the report adopted. Mr. Perea moved that the amendments contained in the report be adopted, which motion was carried and the amendments were adopted. Mr. Perea moved that the bill be read a third time by title, which motion being carried the bill was read a third time and put upon its passage. Mr. Perea moved that the bill as amended pass, which motion being carried the ayes and nays were called for with the following result: Ayes, Messrs. Ancheta, Catron, Jaramillo, Perea, Santistevan, Stover, Valdez and Mr. President-8. Nays, Messrs. Contreras, Mills, Richardson and Vigil -4. Therefore House Bill No. 64 as amended was duly passed. The chair announced that he had signed House Bill No. 31 and House Bill No. 17. Joint resolutions were now in order. Mr. Stover introduced the following: Council Joint Resolution No. 4, in relation to the making of gravel walks about the Capitol Building; Council Joint Resolution No. 4 was read a first time and under suspension of the rules, was read a second and third time and put upon its passage. Mr. Perea moved that Council Joint Resolution No. 4 pass, which motion being carried the ayes and nays were called for with the result that Council Joint Resolution No. 4 was passed unanimously. A messenger from the House now made his appearance and reported that House Bill 46 had duly passed the House. Bills on second reading were now in order. Council Bill No. 30-entitled An Act to prohibit hogs from running at large etc., which was reported by the committee' on territorial affairs, with the recommendation that it be not passed, was taken up. The bill was read in full for information. Mr. Perea moved that the bill be laid on the table indefinitely, also that the vote on this motion be reconsidered and that the same be laid on the table indefinitely, which two motions being carried it was so ordered. Council Bill No. 34-entitled An Act to prevent the disposal and sale of liquors and tobaccos, by the use of the "Nickel in the Slot machines and other similar devices," which was favorably reported from the committee on territorial affairs was taken up and read a third time and put upon its passage. The ayes and nays were ordered on this question with the following result: Ayes, Messrs. Ancheta, Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President-12. Naye, none. Therefore Council Bill No. 34 was duly passed. Business on the President's table was now in order, and joint rules of Council and House were taken up and after adopting Joint Rules Nos. 1, 2, 3, 4, 6 and 7 and striking out Rule No. 5, the Council adjourned until 10 a. m.
