Ou motion of Mr. Trowbridge, the name of "Calvin Marvin,” was inserted in the third blank of the 2d section.

Mr. Durocher then moved that the bill be further amended, by adding thereto the following, to stand as the 6th section:

"SEC. 6. That there shall be a Territorial Road laid out and es» tablished, commencing at the village of Monroe, in the county of Mouroe, and running in the most direct and eligible route, up the north side of the Saline River, by the Saline Springs, to the village of Dexter, in the county of Washtenaw ; and

of said county of Washtenaw, are hereby appointed Commissioners to lay out said Road.” And the motion was agreed to.

On motion of Mr. Irwin, the bill was further amended by altering the number f ions which follow the sixth, and the word "five" Wis stricke of the 1st line of the 7th section, and the word

"six" insel in lieu thereof.

On motion of Mr. M'Donell, the name of " William Little” was inserted in the 2d blank of the 5th section.

On motion of Mr. Stockton, the names of "William Meldrum and James Connor," were inserted in the first blank of said section. On motion, the bill was then laid on the table.

On motion of Mr. Stockton, the Council went into the considera tion of Executive business; and having disposed thereof, On motion of Mr. Lawrence, adjourned.

WEDNESDAY, June 18, 1828.

Prayer by the Rev. Mr. Richard.

The President laid before the Council a communication from the Secretary of the Territory, on the subject of allowing compensation from the contingent fund, for the additional duties which had de volved on said Secretary by late acts of the Council. Read and re ferred to the committee on Territorial Affairs.

Mr. Drake presented the petition of sundry inhabitants of the county of Wayne, praying for the repeal of the law adjourning the County Court of Wayne county until the 3d Monday of September next. Read and laid on the table.

Mr. Trowbridge presented the petition of David Stanard, praying for the exclusive right of ferriage over the Saginaw River, where the U. S. Road erosses said River. Read and referred to the com mittee on Territorial Affairs.

The President laid before the Council the memorial of sundry inhabitants of the county of Wayne, remonstrating against the it peal of the act for adjourning the June term of the County Court of said county, as petitioned for by certain officers of said Sout which was read.

Mr. Drake moved that the memorial, and the petition now upon the table in relation to the same subject, together with the "bill to repel a certain act therein mentioned, and for other purposes," reported yesterday, be referred to the committee on the Judiciary; and the motion was agreed to.

The President announced the appointment of Messrs. Drake, Noble, and Brown, as the select committee to whom was refered the petition of sundry inhabitants of the City of Detroit, praying for alterations in the charter of said City.

Mr. Drake, from the committee of Enrolment, reported, as cor rectly enrolled, a bill entitled "an act to restrict the jurisdiction of the County Courts of the counties of Michilimackinac, Brown, and Crawford" and the President signed the same.

The "bill to declare certain streams navigable, er public high ways," was taken up in committee of the whole.

On motion of Mr. Stockton, the bill was amended by inserting at the close of the first section, the following, viz:-"The River Delude, commonly called Black River, from its confluence with the River St. Clair, as far as the same is navigable."

Mr. Drake moved that the bill be further amended by striking out the word "usually," wherever it occurs in the 1st section; and the motion was agreed to.

Mr. Lawrence moved that the bill be further amended by insert ing after the word "same," in the 4th line of the 1st section, the following, viz: "has been meandered by the United States' Surveyors ;" and that the words, "is navigable with boats and other craft," in said line, be stricken out; and that a corresponding alteration be made in respect to the rivers mentioned in said first section; and the motion was agreed to.

Mr. Stockton required the ayes and nays on the motion of Mr. Lawrence, and they were taken as follows:

Ayes-Messrs. Brown, Connor, Drake, Durocher, Edwards, Lawrence, Rumsey, Trowbridge—8.

Nays-Messrs. Irwin, M'Donell, Noble, Stockton-4.

Mr. Lawrence then moved, that the following proviso be added at the close of the 1st section, viz: “Provided, That this act shall not affect any mill dams heretofore erected."

On motion of Mr. Noble, the bill was then laid on the table. Mr. Connor submitted the following resolution, which was read the first time and laid on the table:

Resolved, by the Legislative Council of the Territory of Michi gan, That the Secretary of the Territory be authorised to furnish cach regularly established Church in the Territory, each Missiona ry Establishment, and the University of Michigan, with a volume of Ate Laws of Michigan

On motion of Mr. Noble, the name of James Patchen," was inserted in the 1st blank of the 2d section.

On motion of Mr. Rumsey, the name of " Samuel Van Fossen,→ was inserted in the 2d blank of the 2d section.

On motion of Mr. Durocher, the name of Anthony M'Kee," was inserted in the 1st blank of the 3d section, and the names of "El Hubbard and Seneca Allen," were inserted in the 2d blank of saiệ section.

On motion of Mr. Rumsey, the 1st blank in the 4th section was filled by inserting the name of Benjamin J. Woodruff."

On motion of Mr. Lawrence, the 2d blank in the 4th section was filled by inserting the names of" Nathan Hubble and Thomas Wil son."

Mr. Durocher then moved that the bill be amended by inserting, after the word "Washtenaw," in the 7th line of the 6th section, the following, viz:-" thence to the principal meridian, by the portage between the Grand River and the Huron;" and the motion was agreed to.

On motion of Mr. Noble, the 1st blank in the 6th section was filled by inserting the name of "Willis Merritt."

On motion of Mr. Rumsey, the 2d blank in the 6th section was filled by inserting the names of "Samuel W. Dexter and Cyril Nichols."

On motion of Mr. Noble, the question "shall the bill pass ?" was then put; and the President requiring the ayes and nays on the question, they were taken as follows:

Ayes-Messrs. Durocher, Irwin, Lawrence, Noble, Rumsey, Schoolcraft, Stockton-7.

Nays-Messrs. Brown, Connor, Drake, Edwards, M'Donell, Trowbridge-6.

So the bill passed.

Mr. M'Donell submitted the following resolution, which was laid ba the table:

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of passing a law, to give Grand and Petit Jurors, who are summoned to attend the several Cours 62, Record in this Territory, a per diem allowance; and also to inquire respecting the amount of compensation now allowed by law to Sheriffs, and other officers who attend said Courts-whether such compensation be sufficient, and if not, as to the expediency of increasing the same, so as to be adequate to the services which such officers perform.

Mr. Irwin presented the claim of Robert Abbott for writing certain articles of agreement, and for other writings. Referred to the Committee on Claims.

M. Irwin also presented the claim of Elija as Constable in the U. S. Circuit Court for machac. Referred to the cominiice on this.

Mr. Brown presented the petition of Thomas Palmer, praying for Relief as the contractor to erect the Court-House for the county of Wayne. Read and referred to the committee on Territorial Af fairs

The President announced that he presented, on Friday last, to the Governor of the Territory, for his approval and signature, acts with the following titles, viz:-An act to authorise the erection of CourtHouses and Gaols in the counties of Brown and Chippewa; an act to exempt the Clerks, Officers, and Messengers of the Legislative Council, from serving on juries, and from militia duty; an act to provide for the appointment of a Librarian; an act supplementary to an act for the support and maintenance of illegitimate children; an act to authorise the licensing of victualling houses, ordinaries, and groceries, in the township of Green Bay; an act to adjourn and regulate the time of holding the County Court for the county of Wayne-Also, a resolution relative to periodical publications.

Mr. Drake, from the committee on the Judiciary, reported,

"A bill concerning the Supreme Court of the Territory of Michigan," which was read the first time; and on motion, said bill was Tead the second time and laid on the table.

The "bill to amend an act, entitled "an act to regulate blacks and mulattoes, and to punish the kidnapping of such persons," was taken up in committee of the whole; and having been reported to the Council without amendment, was on motion, ordered to be em grossed and read a third time to-morrow.

On motion of Mr. Lawrence, the Council adjourned,

Mr. Connor presented the memorial of sundry inhabitants of the County of Wayne, remonstrating against the repeal of the act adourning the County Court of Wayne county. Read and referred To the committee on the Judiciary.

Mr. M'Donell presented the petition of the Petit Jurors in the case of Levi Willard, for compensation for their time and expenses during the trial of said case. Read and referred to the committee on Territorial Affairs.

Mr. Lawrence presented the petition of sundry inhabitants of the County of Lenawe, praying for the removal of the site of the CourtHouse of said county, from the village of Tecumseh to the village of Adrian. Read and referred to the committee on Territoral Af-i fairs.

Mr. Brown presented the petition of sundry citizens of retroit, praying for such alterations in the charter of the City of Detroit, as will enable the Corporation to rera ve auisances lying without the limits of said Chy, yet offensive.'s habitants. Read and res ferred to the copiiittee on the Julebry

Mr Noble submitted the following resolution, which was laid of the ble:

Resolved, That the Governor of the Territory be, and he is here by requested to notify the several persons named in an act to pro☛ vide for laying out certain Territorial Roads, and for other pur poses," passed the 18th day of June inst. of their appointment, and to give them the necessary instrucuons to carry into effect the pros visions of said act.

Mr. Lawrence, from the committee on the Judiciary, reported, "A bill to revive and continue in force an act, entitled "an aet concerning appeals and writs of error, certiorari, and habeas corpus," which was read the first time; and on motion, said bill was then read the second time; and having been considered in commit tee of the whole, was, on motion of Mr. Lawrence, ordered to be engrossed and read a third time on Monday next.

Mr. M'Donell, from the committee on Territorial Affairs, reports od a bill for the relief of Th. Palmer and David C. M'Kinstry,” which was read the first time; and on motion, said bill was then red the second time and laid on the table.

The bill to amend an act, entitled "an act to regulate blacks and mulattoes, and to punish the kidnapping of such persons," was taken up and read a third time.

Mr. M'Donell then moved that the bill be amended by inserting the words or county," after the word "circuit," in the 1st line of the 24 section; and the motion was agreed to.

On motion, the bill was then passed.

The "bill to amend an act, entitled "an act concerning the Supreme, Circuit, and County Courts of the Territory of Michigan, defining their jurisdiction and powers, and directing the pleadings and practice therein in certain cases," was taken up in committee of the whole.

Mr. Drake moved that the bill be amended by striking out the words "at least two of," after the word "by," in the 3d line of the 1st section; and that the words " or a majority of them," be added at the close of said section; and the motion was agreed to.

On motion, the bill was then laid ou the table for further consideration.

Mr. Schoolcraft submitted the following resolution, which was laid on the table:

Resolved, That a select committee be appointed, whose duty it shall be, to consider whether any, and if any, what measures it is expedient for the Legislative department of the Territory to adopt, to promote the survey of a Canal route across the peninsula of Michigan.
