SIR: I have the honor to hand you herewith the Tenth Special Report emanating from this office, entitled Labor Laws of the United States, with Decisions of Courts Relating Thereto. As you will see by the introduction, this compilation comprehends all laws of the Federal and State Governments in force at the close of the year 1903. This report is, in fact, a revision of previous compilations of like character, with many changes which facilitate its use. Such a work is in constant demand, and I trust this will be printed at an early date and a sufficient number of copies provided for the use of Congress and of this office.
