INTRODUCTION OF BILLS.

By Judiciary Committee: Senate bill No. 635, An act concerning life insurance.

On motion of Senator Smith, an emergency was declared, the rules were suspended, and Senate bill No. 635 was placed on second reading.

Senate bill No. 635 was read a second time and referred to the committee of the whole.

By Senator Smith: Senate bill No. 636, An act to prevent the consolidation of corporations engaged in competitive business and to provide forfeitures for violation of this act.

On motion of Senator Smith, an emergency was declared, the rules suspended, and Senate bill No. 636 was placed on second reading.

Senate bill No. 636 was read a second time and referred to the Judiciary Committee.

By Senator Smith: Senate bill No. 637, An act relating to the fees and salary of the sheriff of Finney county, Kansas.

On motion of Senator Sunith, an emergency was declared, the rules suspended, and Senate bill No. 637 was placed on second reading.

By Senator McKnight: Senate bill No. 639, An act fixing the fees and salary of the sheriff of Wabaunsee county, state of Kansas.

On motion of Senator McKnight, an emergency was declared, the rules suspended, and Senate bill No. 639 was placed on second reading.

On motion of Senator McKnight, the rules were suspended, and Senate bill No. 639 was placed on third reading with other local bills.

By Senator Codding (by request): Senate bill No. 640, An act to vacate part of the original plat of the town (now city) of Louisville, and changing the corporate limits thereof.

Also Senate bill No. 641 (by request), An act relating to the fees and salary of the sheriff of Pottawatomie county, state of Kansas.

By Ways and Means Committee: Senate bill No. 642, An act making appropriations to pay salaries, per diem, mileage and expenses of the regents and trustees of the state institutions, board of directors of the Penitentiary, board of managers of the State Industrial Reformatory, board of managers of the State Soldiers' Home, the Livestock Sanitary Commission, and the School Text-book Commission, fixing the salaries, and providing for the giving of bond of certain officers herein stated.

On motion of Senator Chaney, an emergency was declared, the rules suspended, and Senate bill No. 642 was was placed on second reading. Senate bill No. 642 was read a second time.

On motion of Senator Chaney, the rules were suspended, and Senate bill No. 642 was placed with other bills on third reading.

PRESIDENT: Your Committee on Judiciary, to whom was referred Senate bill No. 261, An act repealing chapter 179, Laws of 1897, chapter 31, Laws of 1898, and chapter 176, Laws of 1899, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, House bill No. 63, An act concerning life insurance, and re

lating to proceedings to recover on policies issued by life insurance companies, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 205, An act repealing certain acts and parts of acts of the General Laws of 1901, and instruct me to report the bill back to the Senate with the recommendation that it be not passed. F. DUMONT SMITH, Chairman.

PRESIDENT: Your Committee on Engrossed Bills, to whom was referred Senate bill No. 200, An act to promote the attendance of pupils in schools, to prevent truancy, to provide for the appointment of truant officers, to define the rights and duties and compensation of such officers, to prescribe the penalties for the violation of this act, and to repeal chapter 23 of the Session Laws of 1874, being paragraphs 6420, 6421, 6422 and 6423 of the General Statutes of Kansas, 1901;

Also, Senate bill No. 284, An act to amend section 36 of chapter 19 of the General Statutes of Kansas of 1901, relating to the general powers of the mayor and council in cities of the second class;

Also, Senate bill No. 178, An act to amend paragraph 1033 of the General Statutes of 1901;

Also, substitute for Senate bills Nos. 287, 304 and 358, An act relating to cities of the first, second and third class, and empowering such cities to obtain water, heat, light, power, etc., repealing sections 1, 2, 3, 4, 5, 6 and 7 of chapter 82 of the Laws of 1897, and amending section 8 of said chapter 82 of the Laws of 1897, and section 9 as amended by section 1 of chapter 107 of the Laws of 1901, and repealing said original section 8, and also repealing section 9 as so amended;

Also, Senate bill No. 197, An act to amend sections 1264 and 1265 of the General Statutes of 1901, relative to the charter fees of corporations, and for other purposes;

PRESIDENT: Your Committee on Agriculture, to whom was referred Senate bill No. 80, An act to amend section 1, chapter 135, Laws of 1897, entitled "An act for the protection of birds, providing at what seasons birds may be shot, to prohibit the sale and ship. ment of birds, prescribing a punishment for the violation of this act, and to repeal chapter 167 of the Laws of 1872, chapter 45 of the General Statutes of 1889, and chapter 97 of the Laws of 1893, and all acts

in conflict herewith," as amended by chapter 223 of the Laws of 1901, and to repeal section 1 of such chapter 223, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, House bill No. 65, An act to amend section 1, chapter 135, Laws of 1897, entitled "An act for the protection of birds, providing at what seasons birds may be shot, to prohibit the sale and shipment of birds, prescribing a punishment for the violation of this act, and to repeal chapter 167 of the Laws of 1872, chapter 45 of the General Statutes of 1889, and chapter 97 of the Laws of 1893, and all acts in conflict herewith, as amended by chapter 223 of the Laws of 1901, and to repeal section 1 of such chapter 223, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 76, An act for the protection of birds; providing at what season birds may be shot; providing for the number of birds that may be shot in one day; to prohibit the sale and shipment of birds; prescribing a punishment for the violation of this act, and to repeal chapter 167 of the Laws of 1872, chapter 45 of the General Statutes of 1889, chapter 97 of the Laws of 1893, chapter 135 of the Laws of 1897, chapter 223 of the Laws of 1901, chapter 164 of the General Statutes of 1897, and chapter 45 of the General Statutes of 1901, and all acts in conflict herewith, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 57, An act to create a department of applied zoology in the State Agricultural College Experiment Station, and to provide for the destruction of prairie-dogs and gophers, and appropriating money therefor, and instruct me to report the bill back to the Senate with the recommendation that it be referred to the Ways and Means Committee.

Also, Senate bill No. 557, An act to provide for the extermination of pocket-gophers in the state of Kansas, and fixing a bounty for the same, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Senator Codding, chairman of the Committee on State Affairs, offered the following report:

MR. PRESIDENT: Your Committee on State Affairs, to whom was referred Senate bill No. 595, An act providing for the appointment and qualification of a board of examiners of stationary engineers and firemen and for their compensation and expenses, defining their duties, and providing for the examination and licensing of stationary engineers and firemen, to the end that better protection of life and property may be had against injury or damage resulting from the operation of steam-engines and boilers by incompetent parties and providing penalties for the violation of this act, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed, with the following amendments: First, by changing "twenty-five" in line 5, section 1, to read "fifteen,” and inserting after the word "pounds," in line 6, "boilers and engines used for agricultural purposes exclusively." MESSAGES FROM THE HOUSE.

MR. PRESIDENT: I am directed by the House to inform the Senate that the House has passed, with amendments, Senate bill No. 435, An act making appropriation for the State Soldiers' Home and Mother Bickerdyke Home for the fiscal years ending June 30, 1903, and June 30, 1904, and June 30, 1905, and placing restrictions upon certain officers of said board.

Also, passed Senate biil No. 535, An act making appropriations for the current expenses of the Institution for the Blind, at Kansas City, Kan., and for special improvements, for the fiscal years ending June 30, 1904, and June 30, 1905.

Also, passed substitute for House bill No. 362, An act making appropriations to the State Agricultural College for the erection and equipment of certain buildings, construction of water plant, for the purchase of lands, for maintenance, current expenses, and repairs, for the fiscal years ending June 30, 1903, June 30, 1904, and June 30,
