Also, Senate bill No. 4, "An act to declare Merrit O. Murphy, a minor, of lawful age."

The House respectfully declines to concur in the amendments made by the Senate to the amendments of the House to Senate concurrent resolution No. 6, in reference to printing the Governor's message.

On motion of Senator Eskridge,

Col. Vliet, Chief Engineer of the Leavenworth, Lawrence and Fort Gibson Railroad, was invited to a seat within the bar.

Senator Twiss, by consent, offered the following resolution, which was adopted:

Resolved, That the Sergeant-at-Arms be instructed to furnish cach member of the Senate with a copy of the Private Laws of 1860.

The President announced the following changes in the standing committees, to wit:

Judiciary-Senators Gambell, Weer, Houston, Twiss and Akin. Banks and Banking-Senators Akin, Manning, Smith, Jones and Legate.

Public Printing-Senators Emmert, Manning, Twiss, Drenning and Wheeler.

Enrolled Bills-Senators Anderson, Milhoan, Jones, Legate and Smith.

Education-Senators Speer, Foote, Manning, Eskridge and

Miller.

Counties and Towns-Senators Twiss, Potter, Eskridge, Horne and Gambell.

Senators elected to fill vacancies, to wit: Senators Miller, Wheeler, Akin, Anderson, Emmert and Riggs, were appointed on the respective committees assigned to their predecessors, except in the above mentioned cases.

On motion of Senator Houston,

The rules were suspended, and Senate concurrent resolution No. 6, respecting the printing of the Governor's message, was taken up for consideration.

Senator Emmert moved that the Senate insist on its amendment to House amendment of the resolution, and that a committee of conference be appointed on the disagreeing vote of the two Houses. Senator Grover moved, as an amendment, that the whole subject be indefinitely postponed,

And the question being on the indefinite postponement,

The yeas and nays were demanded and had with the following result:

Yeas, 5; nays, 15.

Gentlemen voting in the affirmative were—

Senators Eskridge, Grover, Manning, Miller and Weer.
Gentlemen voting in the negative were-

Senators Akin, Drenning, Emmert, Gambell, Horne, Houston, Jones, Legate, Milhoan, Potter, Riggs, Speer, Smith, Twiss and Wheeler.

And so the motion to indefinitely postpone was lost..

The question then recurring on the motion of Senator Emmert to insist upon the Senate amendments to the resolution,

The yeas and nays were demanded and had with the following result:

Yeas, 10; nays, 11.

Gentlemen voting in the affirmative were

Senators Akin, Drenning, Emmert. Gambell, Jones. Miller, Potter, Speer, Twiss and Wheeler.

Gentlemen voting in the negative were

Senators Eskridge, Grover, Horne, Houston. Legate. Manning, Milhoan, Quigg, Riggs, Smith and Weer.

And so the motion did not prevail.

On motion of Senator Weer,

The vote by which the motion of Senator Emmert, to insist on Senate amendment to House amendment to Senate concurrent resolution No. 6, was lost, was reconsidered.

Senator Emmert, renewing his motion to insist on the Senate amendments to the resolution,

And the question being on the motion to insist.

The yeas and nays were demanded and had with the following result:

Yeas, 11; nays, 10.

Gentlemen voting in the affirmative were―

Senators Akin, Drenning, Eskridge, Gambell, Grover, Jones, +Miller, Quigg, Twiss and Weer.

Gentlemen voting in the negative were

Senators Horne, Houston, Legate, Manning, Milhoan, Potter, Riggs, Speer, Smith and Wheeler.

And so the motion prevailed.

Ordered, That the Secretary inform the House thereof.

The President appointed Senators Emmert, Houston and Grover as the committee of conference on the part of the Senate, on Senate concurrent resolution No. 6.

The President presented the following proposition from John W. Wright, proprietor of the Leavenworth Conservative :

TOPEKA, Jan. 13, 1866.

HON. JAMES MCGREW, President of the Senate:

I would, through you, desire to submit to the body over which you preside, the following proposition, viz: I will furnish any number of copies of the Daily Leavenworth Conservative, published in Leavenworth, Kansas, to members of the Legislature, that may be ordered, for fifty cents per copy, during the session of the Legislature.

The Conservative shall contain a full report of the proceedings of both Houses, and will be delivered in Topeka on the arrival of the train from Wyandotte, or mailed to such names as are furnishme, from the office in Leavenworth.

I have made arrangements for the prompt delivery of the Conservative in Topeka, Kansas, at 12 o'clock on the day of its issue. I will also furnish two thousand copies, in pamphlet form, free, of all laws that are ordered to be published in the Conservative during the session, within ten days after the adjournment, fifteen copies to be mailed to each member of the Legislature immediately after publication.

Senator Gambell introduced the following, Senate concurrent resolution No. 15:

Resolved by the Senate, the House concurring, That the proposition of John W. Wright, in reference to furnishing papers to the Legislature, be accepted, and that the Legislature order ten copies to each member and officer of the Legislature, and two thousand copies of laws in pamphlet form.

Senator Houston moved to amend the resolution by accepting the proposition of Messrs. Speer & Ross, to furnish the Daily Kansas Tribune, at seventy-five cents per copy, upon which The yeas and nays were demanded and had with the following. result:

Yeas, 5; nays, 17.

Gentlemen voting in the affirmative were—

Senators Akin, Houston, Potter, Riggs and Speer.

Gentlemen voting in the negative were

Senators Drenning, Emmert, Eskridge, Gambell, Grover, Horne, Jones, Legate, Manning, Miller, Milhoan, Quigg, Smith, Twiss, Weer and Wheeler.

And so the motion to amend did not prevail.

The following message from the House of Representatives was received and read:

MR. PRESIDENT-I am instructed by the House of Representatives to inform the Senate that the House has appointed as the committee of conference on the part of the House, on Senate concurrent resolution No. 6, in reference to printing the Governor's message, Messrs. Jennison, Bradford, Fox, Underhill and Reese. JOHN T. MORTON, Chief Clerk. The question being on the adoption of Senate concurrent resolution No. 15, accepting the proposition of John W. Wright in reference to the Leavenworth Conservative,

The yeas and nays were demanded and had with the following result:

Yeas, 14; nays, 6.

Gentlemen voting in the affirmative were

Senators Drenning, Emmert, Gambell, Grover, Jones, Legate, Manning, Milhoan, Potter, Quigg, Riggs, Smith, Twiss and Wheeler.

Gentlemen voting in the negative were

Senators Akin, Eskridge, Horne, Houston. Miller and Speer.
And so the resolution was adopted.

Ordered, That the Secretary inform the House thereof.
On motion, the Senate adjourned until 2 o'clock P. M.

Present-Senators Eskridge, trambell, Houston, Riggs. Smith

and Weer.

On motion of Senator Houston,

A call of the Senate was ordered, and the Sergeant-at-Arms instructed to bring in absentees.

The Sergeant-at-Arms returned with Senators Miller, Horne, Grover, Legate, Twiss, Manning, Potter and Quigg.

On motion, further proceedings under the call were dispensed with.

On motion of Senator Legate,

The Senate went into Committee of the Whole for the consideration of Senate joint resolutions Nos. 1 and 2, and Senate bills Nos. 5, 7 and 16, Senator Legate in the chair.

After some time spent therein, the committee rose and through their chairman reported that they had had under consideration Senate joint resolution No. 1, donating certain reports to the Leavenworth Law Library Association. and recommended its passage.
