BIOGRAPHY OF PHELPS JONES

Phelps Jones retired from the United States Army as a colonel of infantry. and was appointed to his present position by then Commander-in-Chief Joseph L. Vicites on March 10, 1972.

Born in Stamford, Conn., Jones attended local schools and the Phillips Exeter Academy, Exeter, N.H. He enlisted in the infantry in December, 1941, and follow

ing graduation from Officers Candidate School in 1942,, served in the 15th Infantry Regiment, 3d Infantry Division throughout the North African, Sicilian and Italian campaigns. Colonel Jones was granted an honorable discharge in November, 1945 as a captain.

Jones served briefly as a reporter on the Stamford (Conn.) Advocate before entering Yale College from which he graduated in 1948 (B.A.). There followed a year of graduate study at Yale (International Relations) and two years as assistant advertising manager of Simtex Mills, a division of the Simmons Company in New York.

Recalled to active duty in June, 1951 for the Korean emergency, Colonel (then Captain) Jones was competitively selected for the Regular Army and served therein until his voluntary retirement.

Military duties included: instructor at the Infantry School; Korean service with the 40th Infantry Division; aide-de-camp to General Maxwell Taylor; service on the Army General Staff; Associate Professor of Social Science at West Point; battalion and brigade commander in Germany; U.S. Army selectee for Canada's National Defence College; Military Assistant to General Earle G. Wheeler, Chairman, Joint Chiefs of Staff; service with the 173d Airborne Brigade in Vietnam; and, service in the office of the Chief of Staff, U.S. Army. During his lengthening association with the V.F.W., Colonel Jones has advanced the security program of the V.F.W. both within and outside the organization, before successive Administrations and Congresses. He has made numerous appearances on local and national media to further a wide variety of V.F.W. mandated positions.

Phelps Jones' decorations include the Silver Star, Legion of Merit (3), Bronze Star (3), Purple Heart, Chung Mu (Korea), Croix de Guerre (France), Cross of Gallantry (Vietnam), and the U.S. and Korean Presidential Unit Citation. Jones is married to the former Dorothy Isobel Moore of Chester, Pa. Colonel and Mrs. Jones have two children, Carter and Page. The family resides in Arlington, Va.

Mr. Chairman and members of this distinguished committee, my name is Phelps Jones and I serve the more than 1.8 million members of the Veterans of Foreign Wars (VFW) of the United States as their director of national security and foreign affairs.

I am pleased and honored to appear before this body to share with you the position of the VFW on the proposed treaties affecting the interoceanic canal and its framework, the U.S. Canal on the Isthmus of Panama.

Our National Commander in Chief, Dr. John Wasylik, of Sandusky, Ohio, has asked me to convey to you his appreciation for this opportunity.

VFW OPPOSITION TO TREATIES

Last month, Dr. Wasylik presented the VFW position to the Committee on International Relations of the U.S. House of Representatives. This September 16 statement covers, in detail, VFW rationale for opposing both the assumptions undergirding the U.S. negotiating position and the treaties which emerged from the negotiations.

To avoid pointless repetition, I request that the chairman include our national commander's earlier statement as part of the record of these proceedings.
