Have compared the engrossed copies with the enrolled bills, and I am directed to report to the Senate that the same are correctly enrolled, that they have been properly signed by the president and secretary of the Senate and the speaker and chief clerk of the House, and have been presented to the governor for his approval, this 19th day of February, 1903. Senator Chaney, chairman of the Committee on Ways and Means, offered the following reports:

Mr. PresidenT: Your Committee on Ways and Means, to whom was referred House bill No. 30, An act supplemental to and amendatory of "An act in relation to the Louisiana Purchase Centennial Exposition, to be held in St. Louis in 1903, and to provide for the collection, arrangement and display of materials showing the products and resources of the state of Kansas at such exposition, and making an appropriation therefor," approved March 2, 1901, and extending the time of said commission, and the drawing of the unexpended balance heretofore appropriated, authorizing the president and secretary of said commission to administer oaths in certain cases, and making an additional appropriation for said exposition, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed, subject to the following amendments: Section 1.---That the words "at his pleasure" in the eighth line be stricken out, and the words "for cause" be substituted therefor. Section 2.-That the words "fifteen dollars" in the fourth line be stricken out and the words "twelve dollars" be substituted therefor. That the amendment to section 2 be amended to read as follows: "Provided, that the commissioners shall not receive pay for more than 100 days for the year 1903, nor for more than 200 days for the year 1904.”

Also, Senate bill No. 357, An act creating the Kansas State Fair Association a corporation; authorizing it to hold annual expositions within the state; to purchase or lease, and equip grounds for such purpose; to exercise police power therein, and in relation thereto; authorizing said corporation to make rules and regulations for the management of its property and affairs; providing a penalty for the violation of such rules; making an appropriation for the purpose of carrying this act into effect, and repealing all laws in conflict herewith, and instruct me to report the bill back to the Senate with the recommendation that it be placed on the Calendar, printed, and referred to committee of the whole.

Also, Senate bill No. 253, An act creating a state fair association, and providing for its location, establishment, and operation, and appropriating funds for its maintenance, and instruct me to report the bill back to the Senate with the recommendation that it be placed on the Calendar, printed, and referred to committee of the whole.

Also, Senate bill No. 566, An act to amend original section 4 of chapter 107 of the Session Laws of 1897, of an act entitled "An act creating two city courts in Kansas City township, Wyandotte county, Kansas, defining the jurisdiction thereof and the powers and duties thereof, and limiting the jurisdiction of justices of the peace in said township," and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 26, An act fixing the terms of the district court of the eighteenth judicial district of Kansas, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 686, An act changing the names of certain persons herein named, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 631, An act concerning the improvement, straightening and changing of Wolf river, the prevention of backwater and overflow thereof, and the drainage of adjacent land thereto, in Doniphan county, state of Kansas, and to provide penalties for the violation thereof, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

MINORITY REPORT OF THE COMMITTEE ON WAYS AND MEANS ON SUBSTITUTE HOUSE BILL NO. 30.

We, the undersigned, dissent from the majority report of the committee on bill No. 30, for the following reasons:

We think the recommendation made by the auditor of state in his thirteenth annual report of an additional appropriation of $75,000 for the Louisiana Purchase Exposition, which, with an equal appropriation in 1900, makes the sum of $150,000, as originally asked for, is ample for the purpose intended.

We believe that this amount, economically and judiciously administered, will make a display fully commensurate with the dignity and standing of this state, and one that will compare most favorably, population and wealth considered, with any other state, and is as great a burden as should be placed on the taxpayers of the state for this purpose at this time. Respectfully submitted.

House bill No. 311, An act to amend section 9 of chapter 11, General Statutes of 1868, entitled "An act relating to attorneys at law," was read the third time, and the question being, Shall the bill pass? the roll was called, with the following result: Yeas 29, nays 0; absent or not voting, 11.

Senators voting in favor of the passage of the bill were: Allen, Branine, Buschow, Carpenter, Chaney, Codding, Conrad, Crum, Cubbison, Findlay, Fitzpatrick, Fulton, Gabriel, Henley, Hurrel, McKnight, McMillan, Miller, Morehouse, Pestana, Peterson, Porter, Simons Smith," Sponable, Tapp, Vincent, Ward, and Wulfekuhler.

Senators absent or not voting were: Caldwell, Fullington, Householder, Kennedy, King, Leidy, Morrow, Noftzger, Stewart, White, and Wright.

A constitutional majority having voted in favor of the passage of the bill, the bill passed, and the title was agreed to.

Senator Peterson moved that House bill No. 263, An act declaring all section lines in Norton county, Kansas, public highways, be taken from local bills on third reading and referred to the Committee on Taxation.

The motion prevailed.

Senator McMillan moved that the Senate disagree with

the report of the Committee on Railroads, and have Senate bill No. 329 printed and placed on the Calendar.

The motion prevailed.

Senator Morehouse moved that House concurrent resolution No. 17 be taken up at this time.

The motion prevailed, and the resolution was read and adopted.

Senator Noftzger moved that the committee appointed to report on Senate resolution No. 56 be excused indefinitely.

On motion of Senator Cubbison, the rules were suspended, and Senate bill No. 567, An act relating to service of summons upon foreign corporations and joint-stock companies, was placed on third reading with local bills.

Senator Porter asked that Senate bill No. 11, An act relating to the mining of coal, and Senate bill No. 235, An act for the preservation of the health of the inhabitants of cities of the second class, be reversed in their respective positions on the Calendar.

MESSAGES FROM THE HOUSE.

MR. PRESIDENT: I am directed by the House to inform the Senate that the House has adopted House concurrent resolution No. 17, Relating to amendment to the constitution of the United States.

Also, passed House bill No. 376, An act to prevent filthy actions in public buildings, and prescribing penalties for its violations.

Also, passed House bill No. 481, An act repealing sections 175, 176, 177, 178, 179, 180, 181, 182 and 183 of chapter 36, article 10, General Statutes of 1901 of Kansas, relating to corrupt practices.

Also, passed House bill No. 144, An act amendatory of and supplemental to an act entitled "An act to provide for the organization, government and compensation of the militia of the state of Kansas, to prescribe the duties of certain officers thereof, to provide for the public defense, to create certain penalties, and repeal all acts and parts of acts in conflict therewith."

Also, passed House bill No. 186, An act concerning private corporations and authorizing them to decrease the amount of their capital stock.

Also, passed House bill No. 471, An act to amend section 36 of chapter 19 of the General Statutes of Kansas of 1901, relating to the general powers of the mayor and council of cities of the second class.

Also, passed House bill No. 695, An act relating to the printing of reports, and amending section 7335, General Statutes of 1901.
