"A bill respecting Seals," which was read the first time and id on the table.

The "bill to provide a standard for the weight of Grain,” was taken up in committee of the whole.

Mr. Drake moved that the blank in the 3d line be filled by ins serting the word "sixty ;" and the motion was agreed to.

Mr. Drake moved that the bill be further amended by striking out the word "sixty" after the word "wheat," in said 3d dine, and ingert in lieu thereof the word "fifty-six ;" and the motion was decided in the affirmative;

And Mr. Lawrence having required the ayes and nays upon the question, they were taken as follows:

Ayes-Messrs. Brown, Connor, Drake, Durocher, Edwards, Noble, Rumsey-7.

Nays-Messrs. Irwin, Lawrence, M'Donell, Stockton, Schoolcraft, Trowbridge-6.

Mr. Lawrence moved that the bill be further amended by striking Out the word "barley," wherever it occurred. The motion was decided in the negative.

Mr. Lawrence then moved that the bill be amended by striking out the word "oats," wherever it occurred; and the motion was agreed to.

The bill as amended in committee, was then reported to the Council, and the Council having concurred in the amendments, said bill was, on motion of Mr. Drake,

Ordered to be engrossed and read a third time to-morrow.

The "bill to prevent Justices of the Peace from keeping taverns," was taken up in committee of the whole.

Mr. Drake moved that the bill be amended by strking out the following words, in the 2d and 3d lines of the 1st section, viz: “Justice of the County Court of any county;"

And said motion being under consideration,

Mr. Lawrence moved that the bill be committed to the committee on the Judiciary; and the motion was agreed to.

On motion of Mr. Lawrence, the Council then adjourned.

THURSDAY, June 5, 1828.

Prayer by the Rev. Mr. Coston.

The President presented the account of John Farmer, for maps of the Territory of Michigan, furnished for the Legislative Council. Referred to the committee on Expenditures.

Mr. Irwin presented the petition of Sam'l W. Dexter and others, inhabitants of the county of Washtenaw, praying that that part of the "act for the support and regulation of Mills," which allows one person to flow the lands of another, &c. may be repealed. Kead and referred to the committee ou erritorial Affairs.

Mr. Stockton presented the memorial of D. French and others,

asking for legislative aid, to prevent the damming of Rivers, so as to obstruct their navigation. Read and laid on the table."

Mr. M'Donell presented the account of J. B. Valee, for transla ting laws, &c. into the French language. Referred to the commite tee on Expenditures.

On motion of Mr. Irwin,

The committee on Claims was discharged from the consideration of the claim of Mrs. Petit and of Roger Sprague, and said claims were referred to the committee on Expenditures.

Mr. Irwin, from the committee on Territorial Affairs, reported, "A bill appointing Ch. C. Trowbridge an agent for this Council, for certain purposes," which was read the first time. On motion, said bill was then read the second time, and having been considered in committee,

Mr. Irwin moved that the bill be engrossed and read a third time to-morrow; and the motion was agreed to.

Mr. M'Donell, from the committee on Territorial Affairs, reported, "A bill to amend the "act to regulate highways;"

"A bill amendatory of an act, entitled "an act to provide for the assessment and collection of county and township taxes," and,

"A bill amendatory of "an act for defraying the public and ne cessary charges in the respective counties in this Territory, and for other purposes.

And said bills were severally read the first time; and, on motion, they were severally read the second time and laid on the table.

Mr. Drake, from the committee on the Judiciary, reported,

"A bill to amend an act, entitled "an act concerning the Su preme, Circuit, and County Courts of the Territory of Michigan, defining their jurisdiction and powers, and directing the pleadings and practice therein in certain cases," approved April 13, 1827" and,

"A bill authorising Administrators, de bonis non, to prosecute Buits commenced by the Executor or Administrator of the estate.”

Said bills were read the first time, and, on motion, they were then read the second time, and the first mentioned was laid on the table, and the last named was, on motion of Mr. Lawrence, recome mitted to the committee on the Judiciary.

The resolution submitted by Mr. Schoolcraft on the 2d inst. was taken up, and, on motion, was amended, so as to read as follows:

Resolved, That the committee on the Library be instructed to in quire into the expediency of appointing a Librarian to the Council, to whom shall also be assigned the duties of keeper of the Council Chamber and of the committee rooms; and also, to recommend the amount of his compensation.

The resolution was then adopted.

The "bill to provide for the erection of a County Poor-House (and for other purposes) in the county of Wayne," and the amend ments reported thereto by the committee on Territorial Affair

were taken up; and the amendments were, on motion, concurred in by the Council.

Said bill was then read a second time, and having been taken up in committee of the whole, the further consideration thereof was postponed until Tuesday next.

M. Schoolcraft submitted the following resolution, which was laid on the table:

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of providing, by law, for equalizing the investment of capital and the rate of exchange, so far as the causes are operative, by increasing the rate of interest within this Territory to seven per cent.

Mr. Lawrence submitted the following resolution, which was laid

On the table:

Resolved, That the committee on the Militia be instructed to inquire into the expediency of so amending the Militia law, that the militia of this Territory shall not be called out, for military duty, but one day in each year; and whether any private or non-commnstioned officer in the militia, should not be served with a nouce of theme and place of rendezvous or training, at least three days previous thereto; and that said committee have leave to report by bill or otherwise.

On motion of Mr. Drake, the Council went into the considera tion of Executive business; and having disposed thereof,

Mr. Irwin submitted the following resolution, which was laid on the table:

Resolved, That the daily hour, to which the Council shall here after staud adjourned, be ten o'clock in the forenoon, until otherWise altered.

On motion of Mr. Stockton, the Council adjourned.

FRIDAY, June 6, 1828.

Prayer by the Rev. Mr. Coston.

Mr. M'Donell, agreeably to notice heretofore given, moved for leave to bring in 66 a bill concerning appeals, and writs of error, ceruorari and habeas corpus ;" and Air. Noble having asked for the ayes and nays on the motion, they were taken as follows:

Ayes-Messrs. Brown, Connor, Edwards, M'Donell-4.

Nays-Messrs Drake, Durocher, Irwin, Lawrence, Noble, Stockton, Schoolcraft, Trowbridge-8.

So the motion for leave was decided in the negative.

Mr. Drake, from the committee on the Judiciary, reported the following bills, viz:

"A bill to amend an act, entitled "an act to regulate and deline the powers of Justices of the Peace and Constables in civa cases," approved Apr 12, 1827;"

"A bill to amend an act, entitled “an act to provide compensa,

tion for criers in the County Courts," approved April 19, 1825," and,

"A bill to amend an act, entitled "an act to provide for the election of Coroners and County Treasurers," approved April 13, 1827."

And said bills were severally read the first time and laid on the table.

The "bill amendatory of certain acts relative to the duties and privileges of townships," was taken up and read the second time; and said bill being under consideration in committee of the whole,

Mr. Irwin moved that it be amended by adding the following sections, viz:

"SEC. 8. That the annual election for township officers, within and for the township of Holmes, in the county of Michilimackinac, and the township of St. Mary, in the county of Chippewa, shall be hereafter held on the first Monday of May, in each and every year.

SEC. 9. That when a majority of the qualified electors in the township of Holmes, at any annual township election hereafter to be held, shall deem it unnecessary to fill all the offices for any one year, required by the act entitled “an act relative to the duues and privileges of townships," approved March 20, 1827, then, and in such case, they shall be at liberty to fill such offices, and elect such number of persons to the same, as they may deem necessary and expedient, any thing in said act to the contrary notwithstanding." And the motion was decided in the affirmative.

Mr. M'Donell then moved that the consideration of the bill be postponed, and that it lie on the table; the motion was agreed to; and Mr. Stockton having required the ayes and nays on the ques tion, they were taken as follows:

Ayes-Messrs. Brown, Connor, Durocher, Edwards, Lawrence, M'Donell, Noble-7.

Nays-Messrs. Drake, Irwin, Stockton, Schoolcraft, Trowbridge-5.

The following entitled bills were severally read the second time, and having been considered in committee of the whole, were or dered to be engrossed and read a third time on Monday next, viz:

A bill to provide for the publication of the acts passed by the Legislative Council of the Territory of Michigan," and, 2A bill respecting Seals."

Mr. M'Donell submitted the following resolution:

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of amending the act concerning appeals, and writs of error, certiorari, and habeas corpus, so as to give the same rights to persons sued by summons, as are now given to persous sued by a capias.

Mr. Stockton moved that the resolution be now adopted ; and the yeas and ways being required by Mr. Noble, upon the motion, they were taken as follows:

Ayes-Messrs. Brown, Cornor, Drake, Edwards, Irwin, Law. tence, M'Donell, Stockton, Schoolcraft, Trowbridge-10. Nays-Messrs. Durocher, Noble-2.

So the resolution was adopted.

The "bill appointing Ch. C. Trowbridge an agent for the Coun oil, for certain purposes," was taken up, read the third time, and on motion, again laid on the table.

The resolution submitted yesterday by Mr. Irwin, was taken up and adopted as follows:

Resolved, That the daily hour to which the Council shall hereafter stand adjourned, be ten o'clock in the forenoon, until otherwise ordered.

On motion of Mr. Schoolcraft, the Council adjourned.

SATURDAY, June 7, 1828.

Prayer by the Rev. Mr. Coston.

Mr. Noble presented the petition of sundry inhabitants of the county of Wayne, praying that that part of the "act for the sup port and regulation of Mills," which allows one person to flow the lands of another by erecting mill dams, may be repealed. Referred to the committee on Territorial Affairs.

Mr. Noble also presented the account of the Bank of Michigan for interest on advances made to the Members and officers of the Legislative Council. Referred to the committee on Expenditures. Mr. Noble, from the committee on the Judiciary, reported,

"A bill to amend an act entitled "an act for the relief of Insol vent Debtors;" which was read the first time; and, on motion, said bill was then read the second time and laid on the table.

Mr. Schoolcraft, from the committee on the Judiciary, reported, "A bill supplementary to "an act for the support and mainte nance of illegitimate children," approved April 12, 1827;" which was read the first time; and on motion of Mr. M'Donell, said bill was then read the second time and laid on the table.

Mr. M'Donell submitted the following resolutions, which were laid on the table:

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of so amending the "act for levying and collecting Territorial taxes," as to equalize the same, so that merchants, tavern keepers, and auctioneers, in the city of Detroit, shall pay no greater tax than persons following the same avocations wh reside in other parts of the Territory.

Resolved, That the said committee inquire whether mechanics, who carry on their trade, and manufacture articles in the Territory, are sufficiently protected by said law, and if not, to amend the same so as to encourage domestic industry.
