BEGUN and held at the Capitol, in the city of Washington, in the Territory of Columbia, on Monday, the fourth day of December, in the year of our Lord one thousand eight hundred and forty-eight, and in the seventy-third year of the independente of the said States: being the second session of the thirtieth Congress, held under the constitution of the government of the United States.

On which day, being the day fixed by the constitution of the United States for the meeting of Congress, ROBERT C. WINTHROp, the Speaker, (one of the Representatives from the State of Massachusetts,) and the following named members of the House of Representatives, appeared and took their seats, viz:
