Also, Senate bill No. 63, An act to provide for suits against the state of Kansas, that all after the enacting clause be stricken out, and the substitute, prepared by the committee, be passed, subject to amendment and debate.

Also, Senate bill No. 117, An act to regulate and define the practice of optometry, to punish the violators thereof, to create a board of examiners, provide for their appointment, compensation, and for examination of others, and prevent incompetent or unauthorized persons from engaging in the practice thereof, be stricken from the Calendar.

Also, Senate bill No. 100, An act to create a board of examiners and regulate the business of plumbing, be passed as amended, subject to amendment and debate.

Also, Senate bill No. 94, An act to legalize certain acts and votes, be passed.

By Senator Wright: Senate bill No. 333, An act authorizing the board of county commissioners of Lyon county to build a bridge across the Cottonwood river, in Lyon county, Kansas.

Also, Senate bill No. 334, An act authorizing the board of county commissioners to build certain bridges across the Cottonwood river.

Also, Senate bill No. 335, An act fixing the fees and salary of the clerk of the district court in the county of Greenwood, in the state of Kansas.

By Senator Buschow: Senate bill No. 336, An act making an appropriation for the Western Branch of the State Normal School, on the Fort Hays military reservation.

Also, Senate bill No. 337, An act making appropriation for the Experimental Station of the State Agricultural College, on the Fort Hays military reservation.

By Senator Tapp: Senate bill No. 338, An act for the

protection of Mongolian or Chinese pheasants, prescribing a punishment for the violation of this act.

By Senator Crum: Senate bill No. 339, An act for the relief of M. A. Stewart, growing out of losses caused by the invasion of Kansas by bands of guerrillas and marauders under Quantrill, and the destruction of property in the city of Lawrence, on the 21st day of August, 1863, and making an appropriation for the payment of the same.

By Senator Smith: Senate bill No. 340, An act to amend section 3 of chapter 129 of the Laws of 1901, being the third paragraph of section No. 1611 of the General Statutes of Kansas of 1901, said chapter being entitled "An act providing for the fixing of commissioner districts and the election of county commissioners of the several counties in the state of Kansas, and repealing all acts and parts of acts in conflict with the provisions of this act."

By Senator Stewart: Senate bill No. 345, An act to amend paragraph 6738 of the General Statutes of 1901, being an act to provide for the payment of the state printer for his services.

By Senator Sponable: Senate bill No. 346, An act in relation to soldiers' widows and orphans, and providing for their admission into the Mother Bickerdyke Home Annex to the State Soldiers' Home.

By Senator Simons: Senate bill No. 347, An act vacating certain portions of New Caldwell, a part of the city of

Caldwell, in Sumner county, Kansas, and the blocks, streets and alleys therein contained.

By Senator Noftzger: Senate bill No. 348, An act to authorize the county commissioners of Barber county, Kansas, to build certain bridges and providing for the payment thereof.

Also, Senate bill No. 349, An act to enable cities of the second class in the state of Kansas to acquire and improve lands for public parks, to provide means for the purchase and improvement of such lands, and giving such cities police jurisdiction over the same.

Also, Senate bill No. 350, An action concerning the election of a county printer in Gray county, Kansas, prescribing his duties and compensation, and repealing all acts and parts of acts so far as they are in conflict with this act.

Also, Senate bill No. 351, An act creating the position of state bacteriologist and fixing the salary thereof.

By Senator Wulfekuhler: Senate bill No. 352, An act to provide for the establishment of a state road commencing at the city of Leavenworth and extending to the city of Topeka, and thence to the city of Kansas City, by way of the city of Lawrence, in the state of Kansas, and making appropriation to pay certain expenses in connection therewith.

By Senator Allen: Senate bill No. 353, An act prohibiting the manufacture, sale or offering for sale of slot machines and prescribing penalties therefor, and defining the words "slot machines or gambling device."

Senator Allen asked the unanimous consent of the Senate that the rules be suspended, an emergency declared, and Senate bill No. 353 be placed on second reading. Consent granted.

Senate bill No. 353, An act prohibiting the manufacture, sale or offering for sale slot machines and prescribing penalties therefor, and defining the words "slot machines or gambling device," was read the second time, and referred to the Committee on Judicial Apportionment.

Senator Allen introduced Senate bill No. 354, entitled An act making it unlawful to use or wear the badges of the

Independent Order of Odd Fellows, Ancient, Free and Accepted Masons, Knights of Pythias, or other secret and fraternal beneficiary societies, and providing penalties for the violation thereof.

Senator White introduced Senate bill No. 355, An act to amend sections 5, 6, 10 and 11 of chapter 177 of the Session Laws of 1901, entitled "An act to amend chapter 129 of the Session Laws of 1897, entitled 'An act to amend chapter 78 of the Session Laws of 1893, entitled "An act to provide for the printing and distribution of ballots at the public expense, and for the nomination of candidates for public office; to regulate the manner of holding elections and to enforce the secrecy of the ballot, and to provide for the punishment of the violations of this act," and to repeal the same," approved March 13, 1897, as amended by chapter 17 of the Session Laws of the extra session of 1898, as amended by chapter 177 of the Session Laws of 1901, and to repeal all acts inconsistent herewith.

Senator White moved that the rules be suspended, and asked that Senate bill No. 355 be placed on second reading and referred to the Committee on Elections.

The motion prevailed.

Senate bill No. 355 was read second time and referred to the Committee on Elections.

By Senator Allen: Senate bill No. 356, An act to amend section 3 of chapter 175 of the Session Laws of 1885, entitled "An act relating to county boards of examiners, and repealing chapter 151, Laws of 1881," and repealing said section 3.

By Senator White: Senate bill No. 357, An act authorizing the State Board of Agriculture to hold annual expositions within the state, to lease and equip grounds for that purpose, to exercise police power over the same, to award and pay premiums, and make an appropriation therefor for these purposes.

By Senator Allen: Senate bill No. 358, An act relating to cities of the first, second and third classes, and repealing sections 1, 2, 3, 4, 5, 6 and 7 of chapter 82 of the Laws of 1897.
