The following communications from the Honorable Senate

I have the honor to transmit herewith Senate Joint Resolution No. 2, providing for an appropriation of moneys to defray the expenses of the Legislative Session commencing February 20th, 1901, which passed the Senate this 21st day of March,

RESOLUTIONS.

The following Resolution came up for consideration: S. J. R. No. 2, relating to an appropriation of moneys to defray the expenses of the Legislative Session commencing Febru ary 20th, 1901. Resolution was read and, on motion of Mr. Beckley, was adopted.

The following Senate Bill was read by title, passed first reading, and was ordered printed:

S. B. No. 28, by Mr. Crabbe, entitled "An Act to prohibit the unlawful wearing of the badge of the Grand Army of the Republic."

REPORTS OF STANDING COMMITTEES.

Under a suspension of the Rules, the following report of Standing Committee was presented:

On Petition No. 29, by Mr. Beckley, relating to the reduction of salaries of all Government officials, from Mr. Emmeluth, Chairman of the Committee on Finance, recommending that consideration of petition be postponed, to be taken up in conjunction with the Appropriation Bill. On motion of Mr. Kumalae, the report was adopted.

Notice was given of intention to introduce the following

BILLS ON FIRST READING.

Under a suspension of the Rules, the following Bill, notice of which had previously been given, was introduced, read by title, passed first reading, and was ordered printed:

H. B. No. 66, by Mr. Beckley, entitled "An Act repealing Act 60 of 1896, also Chapter LXXII of the Session Laws of 1892, and all laws and regulations inconsistent herewith." On motion of Mr. Beckley, the House adjourned.

PETITIONS, MEMORIALS AND COMMUNI

CATIONS.

Under a suspension of the Rules, the following petitions were presented:

Petition No. 33, by Mr. Kekaula, on behalf of residents of Punaluu, Kau, Hawaii, asking for the erection of a school house. Referred to the Committee on Public Health and Education.

Petition No. 34, by Mr. Paele, from residents of the Second Precinct, Fifth District, asking for the enactment of a law regnlating taxes on personal property. Referred to the Select Joint Committee on Taxation.

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Committees were presented:

On Petition No. 24, by Mr. Paele, praying for an appropriation of $500.00 for macadamizing Kunawai Lane, Honolul, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that $400.00 be appropriated for that purpose. Report adopted.

On Petition No. 11, by Mr. Emmeluth, being petition of one Anne Holt for reimbursement for land fronting Maunakea street, Honolulu, taken in widening said street, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending inasmuch as the Government had never acquired the land claimed, that the prayer of the petitioner be rejected. On motion of Mr. Beckley, the report was laid upon the table.

REPORTS OF SELECT COMMITTEES.

The following report of Select Committee was presented: On H. B. No. 37, by Mr. Aylett, entitled "An Act to repeal Sections 317, 318, 319, 322 and 323 of the Penal Laws of 1897, relating to Sunday." Mr. Aylett, Chairman of the Special Committee to whom same was referred, asked for further time in which to report. There being no objection, the Speaker allowed them another five days.

Notice was given of intention to introduce the following

By Mr. Nailima, entitled "An Act to amend Sections 260 and 261, and to repeal Section 264 of the Civil Laws set forth in a compilation made by Sidney M. Ballou under authority of the Legislature and published and entitled 'Civil Laws relating to Olaa reservation.'

By Mr. Beckley, entitled "An Act defining and fixing penalties for procurers."

BILLS ON THIRD READING.

The following Bill came up for consideration upon its third reading:

H. B. No. 17, by Mr. Robertson, entitled "An Act relating to practice in criminal cases and amending Sections 1, 2, 3 and 4 of Chapter XL of the Session Laws of 1876." On account of the absence of the introducer, consideration was again postponed until he should be present.

BILLS ON SECOND READING.

The following Bill was taken up for consideration upon its second reading:

H. B. No. 35, by Mr. Prendergast, entitled “An Act to authorize and provide for the construction, maintenance and operation of a street railway upon certain streets and roads in the District of Honolulu, and elsewhere on the Island of Oahu, Territory of Hawaii, by the Hawaiian Tramways Company, Limited." The Bill was read by title and, on motion of Mr. Mahoe, laid upon the table.

On motion of Mr. Makekau, the Clerk was instructed to inquire of the Honorable Senate the reasons why no action had been taken by them upon House Concurrent Resolution No. 3,

by Mr. Emmeluth, relating to the appointment of a Joint Committee for the investigation of the matter of extending the fire limits of Honolulu.

On motion of Mr. Beckley, the House thereupon stood in recess until 1:30 o'clock p. m.

REPORTS AND COMMUNICATIONS FROM

HEADS OF DEPARTMENTS.

Under a suspension of the Rules, the following communication from Head of Department was read:

From the Secretary of the Territorial Board of Health, enclosing a report of a committee of that Board, recommending the repeal of the present law governing importation, manufacture and sale of alcohol and methylated spirits. On motion of Mr. Beckley, consideration of the communication was postponed, to be taken up with H. B. No. 19, by Mr. Robertson, entitled "An Act relating to the sale of alcohol; amending Section 15 and repealing Sections 10, 13 and 14 of Act 64 of the Session Laws of 1896."

REPORTS OF STANDING COMMITTEES.

Under a suspension of the Rules, the following report of Standing Committee was presented:

On H. B. No. 30, by Mr. Dickey, entitled "An Act to amend Chapter LVII of the Penal Code of 1869, entitled To mitigate the evils and diseases arising from prostitution,' by adding a new section thereto," from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that consideration of said Bill be indefinitely postponed. On motion of Mr. Paele, consideration of the report was postponed, to be taken up with the Bill.
