The President stated the question to be, "Shall this bill become a law, notwithstanding the objection of the mayor of the city of Rochester, the same having been accepted by the common council, the legislative body of said city?" said bill having been printed and upon the desks of the members in its final form for three calendar legislative days, and it was decided in the affirmative, a majority of all the Senators elected voting in favor thereof, and three-fifths being present, as follows:

Mr. Humphrey introduced a bill entitled " An act to amend the Banking Law in relation to amendments to the articles of association, certificate of association, certificate of incorporation or by-laws of building and mutual loan corporations or associations and co-operative loan associations" (Int. No. 998), which, was read the first time, and by unanimous consent was also read the second time, and referred to the committee on banks.

Mr. Ellsworth introduced a bill entitled "An act to create and establish a uniform police system for cities of the first and second class throughout the State" (Int. No. 999), which was

read the first time, and by unanimous consent was also read the second time, and referred to the committee on affairs of cities.

Mr. Brown introduced a bill entitled "An act to amend section 105 of chapter 31 of the general laws known as the Fisheries, Game and Forest Laws, as amended by chapter 150 of the Laws of 1897, relating to the close season for trout in the towns of Gilboa and Conesville" (Int. No. 1000), which was read the first time, and by unanimous consent was also read the second time. On motion of Mr. Brown, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and printed and referred to the committee on forest, fish and game laws, retaining its place on the order of third reading. Mr. Ellsworth moved that the Senate do now adjourn. The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative. Whereupon, the Senate adjourned.

Mr. Wilcox introduced a bill entitled "An act to amend chapter 476 of the Laws of 1877, entitled 'An act in relation to as

signments of estates of debtors for the benefit of creditors as amended by chapter 328 of the Laws of 1884, as amended by chapter 283 of the Laws of 1886" (Int. No. 1001), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. White introduced a bill entitled " An act to amend chapter 64 of the Laws of 1898, entitled 'An act to authorize the board of supervisors of the county of Onondaga to dispose of the property occupied by the Onondaga County Penitentiary, and to pro

vide for the erection of a new penitentiary or county jail relative to the powers of said board ’" (Int. No. 1002), which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. White, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. Brackett introduced a bill entitled "An act to amend chapter 220 of the Laws of 1866, entitled An act to amend the charter of the village of Saratoga Springs and several acts amendatory thereof passed March 26, 1866'" (Int. No. 1003), which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Brackett, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and printed and referred to the committee on affairs of villages, retaining its place on the order of third reading.
