As a matter of privilege, the committee on enrolled and engrossed bills through its chairman, Mr. Ancheta, reported that Council Bill No. 55 was duly enrolled and upon motion of Mr. Stover the report was adopted. Mr. Ancheta presented a petition from the citizens of Hillsboro, N. M., praying for an appropriation for New Mexico's exhibit at the World's Columbian Exposition, which was read and referred to the committee on finance. Upon motion of Mr. Perea the Council then resolved itself into a committee of the whole to resume the consideration of Council Bill No. 81, entitled An Act providing funds and making appropriations for the 42d and 43d fiscal years and for other purposes. Upon the committee of the whole arising, the President as chairman of said committee, reported that they had had under consideration Council Bill No. 81 and had come to no resolution thereon. Mr. Stover moved that the Council now adjourn out of respect to the memory of Secretary Windom, and presented the following resolution which was adopted: Whereas, This body has learned with profound sorrow of the sudden and appalling death of Hon. William Windom, late secretary of the treasury of the United States, while in the prime of life and his usefulness as an official, and at the moment when he had concluded the utterance of sentiments calculated to ex tend and broaden the influence of his country among the nations of the earth, Be it resolved, By the Council of the 29th Legislative Assembly of the Territory of New Mexico, that in the death of William Windom, the people of the United States have lost a true friend, and firm advocate of American principles; the nation has lost an upright and honored officer, and the President a wise and conservative adviser. Resolved, That as a mark of respect to the memory of the deceased, the flag upon the north dome of the capitol be at half mast the remainder of the day; and that this body do now adjourn. Resolved, That these resolutions be spread upon the Journal of this Council, and an engrossed copy thereof be sent to the President of the United States, and that the same be communicated to the House of Representatives of this Territory, now in session.
