RESOLUTION appropriating money to Chinn, Pierce, and Pruett.
Resolved by the General Assembly of the Commonwealth of
Kentucky:

That the Auditor of Public Accounts be, and he is hereby, directed to draw his warrant on the Treasurer in favor of Morgan B. Chinn, late Sergeant-at-Arms of the Senate, for the sum of twenty-five dollars, for services rendered the present session; and in favor of Thos. Pearce, Sr., for the sum of forty dollars, for traveling expenses and services rendered as Doorkeeper of the Senate the present session; and in favor of John W. Pruett, Jr., for the sum of ten dollars, for services rendered as one of the Pages of the Senate the present session..

RESOLUTION appointing committee to wait on General Anderson.
Resolved by the General Assembly of the Commonwealth of
Kentucky:

That a committee of two, on the part of the Senate, and a like number on the part of this House, be appointed to convey to Gen. Robert Anderson a copy of the resolutions passed by the Legislature, respecting the expulsion from Kentucky of the invading forces of the Confederate States. Approved September 21, 1861.

RESOLUTION relating to the arms of the State.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the Military Board be, and they are hereby, authorized to place any portion of the arms, accoutrements, equipments, camp equipage, baggage trains, ammunition, and military stores of the State, not in use, under the control of the commander of the Federal forces in Kentucky, that may be desired by said commander for the defense of the State, to be returned to said Board when no longer needed for the defense of the State.

RESOLUTION in relation to the withdrawal of Confederate troops from
Kentucky soil.

Resolved by the General Assembly of the Commonwealth of
Kentucky:

That his Excellency, Governor Magoffin, be, and he is hereby, instructed to inform those concerned, that Kentucky expects the Confederate or Tennessee troops to be withdrawn from her soil unconditionally.

Finally passed September 13, 1861.

No. 9.

RESOLUTIONS in regard to the expulsion of Confederate troops from the soil of Kextucky.

WHEREAS, Kentucky has been invaded by the forces of the so-called Confederate States, and the commanders of the forces so invading the State have insolently prescribed the conditions upon which they will withdraw, thus insulting the dignity of the State, by demanding terms to which Kentucky cannot listen without dishonor: therefore, be it Resolved by the General Assembly of the Commonwealth of Kentucky:

That the invaders must be expelled. Inasmuch as there are now in Kentucky Federal troops assembled for the purpose of preserving the tranquility of the State, and of defending and protecting the people of Kentucky in the peaceful enjoyment of their lives and property, it is further

Resolved, That General Robert Anderson, a native Kentuckian, who has been appointed to the command of the department of the Cumberland, be requested to take instant command, with authority and power from this Commonwealth to call out a volunteer force in Kentucky, for the purpose of repelling the invaders from our soil.

Resolved, That in using the means which duty and honor require shall be used to expel the invaders from the soil of Kentucky, no citizen shall be molested on account of his political opinions; that no citizen's property shall be taken or confiscated because of such opinions, nor shall any slave be set free by any military commander; and that all peaceable citizens and their families are entitled to, and shall receive, the fullest protection of the Government in the enjoyment of their lives, their liberties, and their property.

Resolved, That his Excellency, the Governor of the Commonwealth of Kentucky, be requested to give all the aid

in his power to accomplish the end desired by these resolutions, and that he call out so much of the military force of the State under his command, as may be necessary therefor, and that he place the same under the command of General Thomas L. Crittenden.

Resolved, That the patriotism of every Kentuckian is invoked, and is confidently relied upon, to give active aid in the defense of the Commonwealth.

No. 10.

RESOLUTION appointing a committee to visit Harrodsburg for the purpose of inquiring into the arrest of certain members of this General Assembly.

WHEREAS, The General Assembly has received information that John L. Irvan, George W. Silvertooth, and George W. Ewing, members of this General Assembly, who, having leave of absence and being on the way to their respective homes have been arrested, and are now in custody, in the town of Harrodsburg, in the county of Mercer, or in that vicinity.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That a committee of two from this House, and one from the Senate, be appointed, whose duty shall be to proceed to the town of Harrodsburg, or other place where these. persons are confined, and ascertain and report to this General Assembly by what authority, and under what process, and for what cause or causes, the said John L. Irvan, Geo. W. Ewing, and Geo. W. Silvertooth are held in custody. Approved September 30, 1861.

No. 11.

RESOLUTION in relation to the security of money borrowed. Resolved by the General Assembly of the Commonwealth of Kentucky:

That if the Government of the United States of America shall reimburse the Commonwealth of Kentucky for any expenses incurred in prosecuting the war now being waged against her, the funds so received from the Govern

ment of the United States shall be, and are hereby, set
apart to pay any money borrowed by said Commonwealth
for the purposes aforesaid; and the same shall be appro-
priated to such payments, whenever received, whether the
bonds issued as evidences of said debts by the State be
due or not.

No. 12.

RESOLUTION of thanks to Ohio, Indiana, and Illinois.
Resolved by the General Assembly of the Commonwealth of
Kentucky:

That the people of the State of Kentucky tender to the
States of Ohio, Indiana, and Illinois their thanks for the
prompt, fraternal, and effective assistance rendered in ar-
resting the invasion of our State by the Confederate forces.
Such friendly aid cannot fail to strengthen the bonds of
harmony which have ever united Kentucky with her north-
ern neighbors.

Resolved, That the Governor be requested to transmit copies of this resolution to the Governors of Ohio, Indiana, and Illinois, respectively.

No. 13.

RESOLUTION in regard to taking a recess.

Resolved by the General Assembly of the Commonwealth of
Kentucky:

That it will take a recess until the Wednesday first after
the fourth Monday in November next, and that the pre-
siding officers of the two Houses shall adjourn their respec-
tive Houses on the 4th day of October, 1861, at 12 o'clock,
M., and when their respective Houses shall be so adjourned,
they shall stand adjourned until said Wednesday next after
the said fourth Monday in November, at which time the
members of this General Assembly shall again assemble
in the Capitol for the transaction of business.

RESOLUTION directing the Public Printer to forward to members of the House certain documents.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the Public Printer be, and he is hereby, directed to forward, by mail, to each member of the House of Representatives, his share of the acts and resolutions concerning the war now raging in this State, which are in process of printing; and that the Auditor draw his warrant on the Treasurer for the amount of the postage, who is directed to pay the same out of any money in the treasury not otherwise appropriated.

RESOLUTION in relation to Bank of Louisville.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the Committee on Banks, during the recess, investigate and report upon the condition and management of the Bank of Louisville.

No. 16.

RESOLUTION in relation to absent members.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That when any member of the General Assembly shall ask leave of absence from the House or Senate, and such leave is granted; and when any member shall have left without such leave of absence, and the member so absenting himself for three days, shall not be entitled to draw his per diem while absent.
