On motion of Mr. Drake, the bill was amended by striking out all in the preamble, after the word "same," in the 6th line. Mr. Rumsey then moved that the bill be further amended by striking out the 1st, 2d, Sd, and 4th sections, and inserting in lien thereof a section to stand as the first section. On motion of Mr. Drake, the bill was then amended by striking out the words," he or they," in the 7th line of the 3d section, and inserting in lieu thereof the words," such person or persons." The resolution was then read a third time and passed. The "bill to amend "an act to regulate taverns," was taken up as in committee. On motion of Mr. Lawrence, all of the 2d section, after the words "such license," was stricken out. Mr. Drake then moved that the bill be amended by striking out after the words, "subject to," the following: "all the pains aud penalties of perjury ;" and insert in lieu thereof the following, viz: "pay a fine of thirty dollars, for the use of the poor of the township where such tavern is situated ;" and that the words which had been struck out in said section, after the words "such license," in the 4th line, be restored to the section. Mr. Stockton presented the petition of sundry inhabitants of the county of St. Clair, praying that provision may be made by law, for extending the navigation of certain rivers in said county, beyond the point to which they were meandered by the Surveyors of the United States. Read and laid on the table. Mr. Stockton also presented the account of H. Williams, for making a key for a door in the Capitol. Referred to the committee on Expenditures. Mr. Drake, from the committee of Enrolment, reported as correctly enrolled, bills with the following titles, viz: an act to prevent Justices of the Peace from keeping taverns, and for other pur poses," "an act to exonerate the several townships in this Territo ry from certain penalties," and "an act to amend an act, entitled "an act concerning the Supreme, Circuit and County Courts of the Territory of Michigan, defining their jurisdiction and powers, and directing the pleadings and practice therein, in certain cases ;" also, "a resolution to send to the Governors of the several States and Territories of the Union, the revised Laws of the Territory of Michigan." And the President signed the same. Mr. Lawrence moved that the operation of the 27th rule of the standing rules of the Council, be suspended; and the motion was agreed to. Mr. Stockton then moved that the question taken on Saturday last, on the passage of the "bill to prevent Justices of the Peace from keeping tavern, and for other purposes," be reconsidered; and the motion was decided in the affirmative. Said bill then being before the Council, Mr. Stockton moved that it be amended by striking out the words, county of Wayne," at the close of the bill, and inserting in lieu the following: "counties of Wayne, Macomb, and St. Clair ;" and the motion was agreed to by the following vote; the ayes and nays being required by Mr. Drake: Ayes-Messrs.
