No. 282) entitled "An act providing for the grant to the city of Oswego of an easement in certain canal land adjacent to dam number six on the Oswego river in the city of Oswego, and the right to the use of a part of the surplus waters impounded by said dam and relative to the claims of said city against the State on account of the Barge canal construction and the rights of the State and said city as to said surplus waters," having been announced for third reading, Mr. Sage moved that said bill be recommitted to the committee on finance, with instructions to said committee to amend and report the same forthwith, to be reprinted as amended and restored to its place in the order of third reading.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

The Senate bill (No. 1520, Int. No. 557) entitled "An act to amend the Penal Law, in relation to permitting fishing upon the first day of the week," having been announced for third reading, Mr. Koenig moved that said bill be recommitted to the committee on codes, with instructions to said committee to amend and report the same forthwith, to be reprinted as amended and restored to its place in the order of third reading.

Mr. Sage offered the following:

Resolved, (if the Assembly concur), That a joint committee of the Legislature to consist of two Senators, to be appointed by the President of the Senate, and three members of the Assembly, to be appointed by the Speaker of the Assembly, be named to make arrangements for the joint session of the Legislature to be held Friday, April 12th, at twelve o'clock noon, in the Assembly chamber and to be addressed by former President William H. Taft.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

Ordered, That the Clerk deliver said resolution to the Assembly and request their concurrence therein.

Mr. Knight moved that the committee on agriculture be discharged from the consideration of Assembly bill (No. 1220, Rec. No. 245) entitled "An act to amend the Conservation Law, in relation to the drainage of agricultural lands.”"

On motion of Mr. Knight, and by unanimous consent, said bill was substituted for Senate bill (No. 1045, Int. No. 868), now on the order of third reading.

Mr. E. R. Brown moved that the committee on finance be discharged from the consideration of Senate bill (No. 1453, Int. No. 898) entitled "An act providing for the grant to the city of Oswego of an easement in certain canal land adjacent to dam number six on the Oswego river in the city of Oswego, and the right to the use of a part of the surplus waters impounded by said dam and relative to the claims of said city against the State

Mr. Farrenkopf moved that the committee on finance be discharged from the consideration of Assembly bill (No. 1511, Rec. No. 267) entitled "An act to authorize the Commissioners of the Land Office to grant and release to the city of New York certain lands under water in the Atlantic ocean in the boroughs of Brooklyn and Queens, to provide for the protection of adjacent uplands, the improvement of such lands under water and uplands and the acquisition of property for any such purpose, by such city, and to prescribe the method for defraying the cost."

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

On motion of Mr. Farrenkopf, and by unanimous consent, said bill was substituted for Senate bill (No. 1351, Int. No. 840), now on the order of third reading.

Mr. Lockwood moved that the committee on finance be discharged from the consideration of Senate bill (No. 1144, Int. No. 937) entitled "An act to provide for increased compensation to civilian employees of the State of New York during the existing war for civilization," and that the said bill be amended, the title being amended to read as follows:

"An act to provide for increased compensation to civilian employees of the State of New York during the existing war for civilization, and making an appropriation therefor."

and that the same be reprinted and recommitted to the committee on finance.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. Nicoll moved that the committee on finance be discharged from the consideration of Senate bill (No. 1260, Int. No. 1015) entitled "An act to amend the Tax Law, in relation to a deputy transfer tax assistant in the county of New York," and that the said bill be recommitted to the committee on affairs of the city of New York.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. Sage moved that the committee on finance be discharged from the consideration of Senate bill (No. 698, Int. No. 611) entitled "An act to amend the State Finance Law, in relation to creating a central supply committee for the State, and prescribing its powers and duties," and that the said bill be amended, reprinted and recommitted to the committee on finance.

Mr. Knight moved that the committee on finance be discharged from the consideration of Senate bill (No. 797, Int. No. 689) entitled "An act to provide for certain work by the State Highway Department in Tonawanda creek, to prevent damage by floods to a certain street and highway, and making an appropriation therefor," and that the said bill be amended, reprinted and recommitted to the committee on finance.

Mr. Walters moved that the committee on the judiciary be discharged from the consideration of Senate bill (No. 1649, Int. No. 1224) entitled "An act to amend the Election Law, generally," and that the said bill be amended, reprinted and recommitted to the committee on the judiciary.

Mr. Slater moved that the committee on finance be discharged from the consideration of Senate bill (No. 125, Int. No. 125) entitled “An act to provide State aid for dependents of residents of this State in the military or naval service of the United States, and making an appropriation therefor," and that the said bill be amended, reprinted and recommitted to the committee on finance. The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. G. F. Thompson moved that the committee of the whole be discharged from the consideration of Senate bill (No. 886, Int. No. 763) entitled "An act authorizing the city of Lockport to issue bonds for the purpose of acquiring property located in the [SENATE JOURNAL]

city of North Tonawanda, New York, belonging to the Tonawanda Iron and Steel Company, for the use of the system of waterworks for said city, and to be used as a pumping station, and to settle the condemnation action commenced by said city against said steel company for the taking thereof and costs and disbursements in connection therewith."
