There is given below an estimate, in detail, of the principal features entering into the development of this station:

Purchase of land...

Administration and residential group, including administration build-
ing, dispensary, and sick quarters, quarters for officers and civilian
employees, barracks, mess hall, galley, recreation hall, and post
exchange
Industrial group, including central heating plant, oil storage tanks,
transformer house, incinerator, locomotive and crane shed, garage
and equipment storage building, receiving and shipping shed,
storehouse, shop building, and surveillance test house....
Magazine group, including magazines, filler house, cooling house,
detonator houses, barricades, storehouse (for empty mine cases,
etc.), lightning protection, and steam plant..

Service group, including water development and distribution, electric
light and power, fire alarm and telephone, heating distribution,
sewage disposal and drainage, roads and walks, railroad and
fencing.

Utilities, consisting of locomotive, locomotive crane, rolling stock,
trucks, trailers, fire apparatus.
Plant equipment and shop tools.

This proposed legislation was referred to the Director of the Bureau of the Budget with the above information as to cost and a statement to the effect that the Navy Department contemplated recommending enactment thereof, and under date of January 5, 1927, the Navy Department was advised by the Director of the Bureau of the Budget that this proposed legislation "is not in conflict with the financial program of the President."

In view of the foregoing, the Navy Department recommends early enactment into law of the attached draft of bill.

A BILL To authorize the Secretary of the Navy to develop an ammunition depot at Hawthorne, Nevada,

and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Navy be, and he is hereby, authorized to develop an ammunition depot at Hawthorne, Nevada, within the confines of the area of land set aside by Executive order dated October 27, 1926, at a cost not to exceed $3,500,000, of which amount not to exceed $50,000 is authorized for purchase of land or rights of prospective patentees therein.

R. 15981, "To authorize certain officers of the United States Navy and Marine Corps to accept certain decorations conferred upon them by the Government of Greece," and requesting the views and recommendations of the Navy Department thereon, I have the honor to advise you that the Navy Department has no objection to the enactment of this proposed legislation.

A BILL To authorize certain officers of the United States Navy and Marine Corps to accept certain decorations conferred upon them by the Government of Greece

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following-named officers be, and they are hereby, authorized to accept from the Government of Greece the decorations mentioned below after their respective names, which decorations have been tendered to each of these officers, through the Department of State, in appreciation of services rendered the said Government of Greece: Rear Admiral Philip Andrews, United States Navy, Grand Cross of the Holy Order of the Redeemer; Captain F. T. Evans, United States Navy, Commander of the Holy Order of the Redeemer; Captain F. D. Berrien, United States Navy, Commander of the Holy Order of the Redeemer; Commander J. S. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Rear Admiral William C. Cole, of the United States Navy, be, and hereby is, authorized to accept from the Republic of Peru the decoration and diploma of Grand Officer of the Order of the Sun, and from the Republic of Ecuador the decoration and diploma of the Estralla Abdon Calderon, first class; that Captain Harry K. Cage, of the United States Navy, be, and hereby is, authorized to accept from the Republic of Peru the decoration and diploma of Commander of the Order of the Sun and from the Republic of Ecuador the decoration and diploma of Estralla Abdon Calderon, first class, and that Commander John F. Shafroth and Commander Marshall Collins, both of the United States Navy, be, and hereby are, authorized to accept from the Republic of Peru the decoration and diploma of Officer of the Order of the Sun, and from the Republic of Ecuador the decoration and diploma of the Estralla Abdon Calderon, second class, which have been tendered to each of said officers through the Department of State on the occasion of the visit of the United States ship Birmingham to the said Republic of Peru and the said Republic of Ecuador in the month of May in the year 1923.
