LOCATION: The project is located at mile 82.1 on Tallahala Creek in Jasper County, Mississippi, approximately 13 miles north of Laurel, Mississippi.

Improvements: Typical farm units. JUSTIFICATION: There is a serious flood problem along Tallahala Creek. The total flood plain covers 32,750 acres, of which 600 acres are urban. The flood of record in April 1964 caused damages in the Laurel urban area, including inundation of homes businesses and transportation systems of $510,000, and in the rural areas along Tallahala Creek of $172,000. These estimates escalated to current values would be $841,000 and $245,000. Additional municipal and industrial water supply will be needed for the expanding economy and industry of the Laurel area. The demand for water for municipal and industrial use is expected to increase from 15.1 million gallons a day required in 1966 to 45 million gallons a day in the year 2015. An urgent need for water quality control exists at Laurel and in the 53-mile reach downstream. Also, there is a marked deficiency of developed resources in the area to meet existing needs for water-related recreation and fish and wildlife enhancement. Average annual benefits are:

FISCAL YEAR 1975: The requested amount of $1,000,000 will be applied as follows:

NON-FEDERAL COST: Local interests will be required to reimburse the United States for all costs allocated to water supply
in accordance with the Water Supply Act of 1958, as amended, and one-half of the separable first cost of the project
allocated to general recreation and fish and wildlife enhancement. These costs are presently estimated at $4,714,000.
In addition, local interests are required to reimburse the United States for the annual operation, maintenance and
replacement cost allocated to water supply presently estimated at $20,000 and bear all costs of operation, maintenance
and replacement of recreation and fish and wildlife areas and facilities presently estimated at $287,000.

STATUS OF LOCAL COOPERATION: Under date of 24 July 1969 the Pat Harrison Waterway District, sponsors for the project,
furnished a satisfactory resolution agreeing to furnish required local cooperation. At a meeting with Pat Harrison
Waterway District, held 23 December 1971, the Waterway District furnished a letter of assurance of cooperation based on
the latest cost data and additional requirements stipulated in contract drafts.

COMPARISON OF FEDERAL COST ESTIMATES:

The current Federal cost estimate of $31,300,000 is an increase of $2,600,000
over the latest estimate ($28,700,000) submitted to Congress. This change includes increases of $2,410,000 for higher
price levels and $190,000 for Engineering and Design and Supervision and Administration including $50,000 for the
Public Buildings Amendments Act of 1972, PL 92-313, and $140,000 for salary increases.

The benefit to cost ratio last presented to Congress (FY 1974) was 1.4. The current benefit
(The benefit to cost ratio is based on the project functioning independently).

The Environmental Statement was filed with the Council on Environmental

STATUS OF ENVIRONMENTAL IMPACT STATEMENT:
Quality in September 1972.

OTHER INFORMATION: Initial planning funds were appropriated in FY 1970 and allotted in FY 1971. Initial construction
funds were appropriated in FY 1973 and allotted in FY 1974. Construction has not started due to planning delays and
changes in the needs and desires of local interests.
