These

I transmit herewith several nominations of naval officers. persons were respectively commissioned by me during the recess previous to your last session, and the nominations laid before the Senate at that session, but remained unacted upon at its close; the consequence of which was, that the commissions which had been given expired, and I felt it my duty for the reasons stated in the correspondence between the Secretary of the Navy and myself (a copy of which is hereto annexed) to renew those commissions during the last recess. I did this

with much reluctance, and consequently feel it my duty to present them again for your consideration at the earliest practicable moment. The same is true of the nominations sent in from the War Department. MILLARD FILLMORE.

I transmit to the Senate, for its consideration with a view to ratification, an additional article, signed in this city on the 16th ultimo, to the convention for the mutual delivery of criminals, fugitives from justice, in certain cases, between the United States on the one part and Prussia and other states of the Germanic Confederation on the other part, concluded on the 15th of June, 1852.

The treaty of friendship, commerce, and navigation, between the United States of America and the Oriential Republic of Uruguay, concluded at Monte Video on the 28th day of August, in the year of our Lord, 1852, was read the first time.

On motion by Mr. Weller,

Ordered, That the treaty, with the message and accompanying documents, be printed in confidence for the use of the Senate.

The additional article to the convention for the mutual delivery of criminals, fugitive from justice, in certain cases, concluded between the

United States on the one part, and Prussia and other states of the Germanic Confederation on the other part, at Washington the 16th day of June, 1852, was read the first time.

On motion by Mr. Weller,

Ordered, That the additional article, with the message, be printed in confidence for the use of the Senate.
