Some might have supposed that this would have cast a damper upon the prosperity of Ohio City, but not so. Judging from a ramble the other day, and that too over considerable ground, all within the corporation, their city improves in its unpretending way as fast or faster than Cleveland. ...we shouldn't wonder

if she would now say 'We can't annex.

ΤΑΧΑΤΙΟΝ

2668 - DTD Apr. 6; ed:2/1 "The Democracy of Ohio have an opportunity to settle the taxes of the state upon a basis which is just and stable." The Democratic party has been beaten twice or thrice because they taxed a part of the country unjustly.

"Let no man endeavor unwisely to shield the corporations. Let no party attempt it. For... the people will not tolerate it. Wrong done to these corporations will recoil...upon who ever does such unjustice."

2669 DTD Apr. 9; ed: 2/1 - "No side issue can hide, or should be permitted to hide, the real question which the passage of the Tax Law involves.

(1)

(9)

"This issue, is, whether the constitution itself shall be maintained and the fundamental principle of equal taxation established by it upheld?... Here is the main clause, as laid down under the head of corporations: "'The property of corporations now existing, or hereafter to be created shall be forever subject to taxation, the same as the property of individuals. Art. B: Sec. 4. Art. B: Sec. 4. Are we to be told that Banks

abuse their powers and this should be remedied? But how? Not...by violating the constitution....

"Here is the limit and the principle. 'Equal' not less; not more.... Banks and bankers are to bear a burden of taxation equal to that imposed on... individuals."

2670 DTD Apr. 9; ed: 2/3 "It would be amusing, were it not something else, to see the PLAIN DEALER dodging on the Tax Law question. Dear Mr. Gray, have you made up your mind about it yet?...

"Mr. Gray's whole article... is a subterfuge. It amounts to just this: The Banks make such a per cent, they can stand the tax which this bill imposes and still make money. Therefore the law is right therefore it is constitutional, therefore it is not infamous...

"Let us have your opinion. Let us know on what side you are on. You must have read the bill again, and found out more definitely what it is that has 'caused this great commotion,' not only among the privileged orders,' but in the camp and councils of your own friends. "The Constitution says. 'The property of corporations shall forever be subject to taxation, the same as the property of individuals.'" The tax bill taxes bank credits without allowing for deductions on the pretext that this is allowed under the Constitution. If this is true

TAXATION (Cont'd)

then the banks should have a lower rate and so equalize the taxation of individuals and corporations.

"We differ from most as to the effect of this law. We believe it can never stand. Upright Courts will enjoin it."

(18)

2671 DTD Apr. 12; ed: 2/2 "Mr. PLAIN DEALER," why not meet the issue. "Is the constitution being flagrantly violated," and "is the DEMOCRATIC principle of equal taxation not recklessly trodden under foot. "Let us have a plain answer if you please....

"Our policy...we have long declared... to be, to tax the property of banks as other property is taxed. This principle, the Constitution establishes...and we mean to stand by it.

(8)

2672 - DTD Apr. 20; ed: 2/2 - "We publish the tax Law entire on our outside."

"It pertains to the business of every citizen, and every citizen should understand it. Besides it will be an issue in the next contest."

(3)

-
nance to levy taxes for the year 1852.

(2)

2674 DTD June 17:3/1 - The county commissioners have districted the
-
county for the appraisal of land as follows: First district - Cleveland;
second, Ohio City, Brooklyn, and Rockport; third, East Cleveland,
Euclid, Orange, Mayfield, Chagrin Falls, Bedford, Newburgh, and
Warrensville; fourth, the balance of the county.

(1)

2675 - DTD July 20:2/2,3 - In a letter to the editor, Ashtabula, says:
The people of district No. 3, township of Orvill, have, during the
past year, voluntarily raised a tax of more than four per cent on the
property of the district for educational purposes. A portion of
this tax has been raised by subscription, but it is virtually a tax
upon people of district as though assessed upon property in the ordi-
nary manner. You may expect us to give a strong Free Soil vote at
the coming election.

importance of prohibiting it by legislative movement in Cleveland
seemed rather to be grounded in impulse than in a settled conviction
