The House resolved itself into a Committee of the Whole House, with Mr. Ader in the chair, for the purpose of considering the bill.

At 3:15 P. M. the Committee of the Whole arose.

The Speaker called the House to order.

The Chairman of the Committee of the Whole reported that some progress had been made on House Bill No. 529, and asked leave to sit again at 10 o'clock A. M. Tuesday.

Which was granted.

The Committee on Soldiers' and Sailors' Monument made the following majority report:

MR. SPEAKER:

A majority of your Committee on Soldiers' and Sailors' Monument, to which was referred House Bill No. 553, introduced by Mr. Dailey, have had the same under consideration, and respectfully report the same back to the House, recommending that said bill do pass.

House Bill No. 565, by Mr. McIntyre:

A bill for an act to amend an act entitled "An act to amend sections 1 and 3 of an act entitled an act to repeal all general laws now in force for the incorporation of cities, and to provide for the incorporation of cities, prescribing their powers and rights and the manner in which they shall exercise the same, and to regulate such other matters as properly pertain thereto,” approved March 14, 1867, approved April 28, 1869, the same being section 3031 of the Revised Statutes of 1881 of the State of Indiana, repealing all laws in conflict herewith and declaring an emergency.

Which was read a first time.

Mr. McIntyre moved to suspend the constitutional rule which requires bills to be read by sections on three several days and that House Bill No. 565 be read a second time by title, considered engrossed, read a third time by sections and put upon. its passage.

The question being on the suspension of the constitutional rule.

The roil was called and resulted as follows:

Mr. Barnes offered the following amendment to House Bill No. 369, by adding at the last thereof the following, towit:

"And upon conviction under this act the court shall assess against the defendant as costs, in addition to the other costs, the sum of one hundred dollars, which sum shall be paid to the person who may give information by affidavit leading to said conviction."

Also, after the words "any other month of the year," in the eleventh line, add the following words, to wit: "for each offense."
