Message from the Senate:

MR. SPEAKER:

I am directed by the Senate to inform the House that the Senate has passed Engrossed Senate Bill No. 340, and the same is herewith transmitted for the action of the House.

Engrossed Senate Bill No. 340:

A bill for an act to amend section 118 and 125 of an aet concerning the incorporation and government of cities having more than 100,000 population, according to the last preceding United States census, and matters connected therewith, and declaring and emergency, approved March 6, 1891, repealing conflicting laws, and declaring and emergency.

Engrossed Senate Bill No. 340 was read a first time and referred to the Committee on City of Indianapolis.

Engrossed Senate Bill No. 392:

A bill for an act concerning the discharge of impure and noxious matters into the rivers and running streams of this State, and providing penalties for the violation thereof.

Engrossed Senate Bill No. 392 was read a first time and referred to the Committee on Judiciary.

Engrossed House Bill No. 435 was read a third time and put upon its passage.

The question being, Shall the bill pass?

The Clerk was instructed to notify the Senate of the passage of the bill.

Engrossed House Bill No. 535 was read a third time and put upon its passage.

So the bill failed to pass for want of a constitutional majority.

Mr. Barnes moved to reconsider the vote by which Senate Bill No. 73 failed to pass, and to lay his motion to reconsider on the table.

Which motion prevailed.

The Committee on Engrossed Bills made the following report:

Your Committee on Engrossed Bills, to whom was referred Engrossed House Bill No. 549, have compared the same and find the same to have been correctly engrossed.

On motion of Mr. Dailey, House Bill No. 272 was withdrawn.

The Committee on Drains and Dykes made the following report:

MR. SPEAKER:

Your Committee on Drains and Dykes, to whom was referred Senate Bill No. 306, introduced by Senator McKelvey, have had the same under consideration, and beg leave to report the same back to the House with the recommendation that said bill do pass.

The report of the committee was concurred in, the bill was read a second time and advanced to a third reading.

The Committee on Prison North made the following report:

MR. SPEAKER:

Your Committee on Prison North, to whom was referred Senate Bill No. 150, introduced by Mr. Crumpacker, have had the same under consideration, and beg leave to report the same back to the House with the recommendation that said bill do pass.

The report of the committee was concurred in, the bill was read a second time and advanced to a third reading.

House Bill No. 556 was read a second time and ordered engrossed.

Mr. Erwin offered House Resolution No. 100:

WHEREAS, It has been the unbroken custom of this House to pay its Reading Clerk an amount in excess of his regular per diem; and

WHEREAS, Previous to the last session this House has employed two Reading Clerks at a salary of $6 per day, making in all $12 a day, and, besides that, making said Reading Clerks an extra allowance; and

WHEREAS, The Senate has invariably given its Reading Clerk an extra compensation of not less than $150 in excess of his regular per diem; and

WHEREAS, The duties of the Reading Clerk of this House are exacting and arduous, and upon his skill and ability depends, to a great extent, the amount of work that is accomplished by this House; therefore, be it

Resolved by this House, That the Reading Clerk of this session be allowed an extra compensation of $100, and the Speaker is hereby directed to draw his warrant in favor of said Clerk for said amount; and that the Roll Clerk be allowed the sum

of $100 extra compensation, and the Speaker is hereby directed to draw his warrant in favor of said Roll Clerk for said amount.
