AN ACT

Authorizing the transfer to the Department of Internal Affairs, of the records of the Board of Canal Commissioners, placed in the Auditor General's Department in pursuance of the act of January twenty-five, one thousand eight hundred and fifty-nine, entitled "An act to abolish the offices of Canal Commissioner and State Engineer."

WHEREAS, The Auditor General in his report on the Preamble. finances for the year ending November thirty, one thousand eight hundred and eighty-four, mentions the fact that the want of space for filing official papers has become a matter of serious inconvenience to his department, and that the same can be remedied, by transferring to the Department of Internal Affairs the records of the Board of Canal Commissioners, and that the Secretary of Internal Affairs is willing that such transfer may be made; therefore,

SECTION 1. Be it enacted, &c., That as soon as practicable after the passage of this act the records of the Board of Canal Commissioners, placed in the Auditor General's Department in pursuance of the act, entitled "An act to abolish the offices of Canal Commissioners and State Engineer", approved the twenty-fifth day of January, one thousand eight hundred and fifty-nine, shall be removed to, and deposited in the Department of Internal Affairs.

SECTION 2. That the Commissioners for Public Grounds and Buildings be and they are hereby authorized and directed, in conjunction with the Secretary of Internal Affairs, to cause to be constructed in the Department of Internal Affairs such cases as they may deem necessary for the preservation of said records and for convenient reference thereto, and the cost of such cases, together with that of the removal of the records, shall be paid on the warrant of the Auditor General from any money in the State Treasury not otherwise appropriated.

AN ACT

To permit the judges of the several courts of common pleas, in all counties in which there are two or more of such courts, at the request of any of the other courts of common pleas in the same county, to perform judicial duties in such other courts.

SECTION 1. Be it enacted, &c., That in all counties in which there are two or more courts of common pleas, the judges of any of said courts shall, at the request of any of the other courts of common pleas of the same county, have full authority to perform any judicial duty in such other courts, with the same effect as if they were members

AN ACT

To supply the deficiency in the appropriation made by the act, entitled "An act to provide for the ordinary expenses of the executive, judicial and legislative departments of the Commonwealth, interest on the public debt, and for the support of the common schools, for the years, Anno Domini one thousand eight hundred and eighty-three, and one thousand eight hundred and eighty-four," approved July fifth, one thousand eight hundred and eighty-three, for the payment of salaries of judges of the separate orphans' courts of this Commonwealth, and to appropriate moneys for the payment of the salary of the judge of the orphans' court of Berks county, for the same period.

SECTION 1. Be it enacted, &c., That the sum of twelve thousand dollars be and the same hereby is specifically appropriated to supply the deficiency in the appropriation for the payment of the salaries of the judges of the orphans' court of Philadelphia county, and that the sum of four thousand dollars be and the same is hereby specifically appropriated to supply the deficiency in the appropriation for the payment of the salaries of the judges of the orphans' Authority for mak- court of Allegheny county, made by the act, entitled "An act to provide for the ordinary expenses of the executive, judicial and legislative departments of the Commonwealth, interest on the public debt, and for the support of the common schools, for the years, Anno Domini one thousand eight hundred and eighty-three, and one thousand eight hundred and eighty-four," approved July fifth, one thousand eight hundred and eighty-three, in accordance with the provisions of the act, approved June thirteen, one thousand eight hundred and eighty-three, entitled "An act to amend section three of the act of Assembly of May nineteenth, one thousand eight hundred and seventy-four, entitled "An act relating to the organization and jurisdiction of orphans' courts, and to establish a separate orphans' court in and for counties having more than one hundred and fifty thousand inhabitants, and to provide for the election of judges of separate orphans' courts."

That the sum of eight thousand dollars be and the same hereby is specifically appropriated, for the payment of the salary of the judge of the orphans' court of Berks county during the same period, in accordance with the provisions of the act of June thirteen, one thousand eight hundred and eighty-three, aforesaid.

AN ACT

AN ACT

Providing for the appointment of a commission to revise the mining and ventilation laws in the bituminous coal regions of the Commonwealth, and for an appropriation to pay the expenses thereof.

SECTION 1. Be it enacted, &c., That the Governor be authorized to appoint six competent and experienced miners, and six competent and experienced coal operators, one miner and one operator from each bituminous inspection district, five members of the House of Representatives, and three members of the Senate, who shall, with the six mine inspectors of the bituminous region, act as commissioners to revise the mine laws and ventilation acts, relating to the bituminous coal regions of Pennsylvania, and to report to the legislature at its present session, if possible (and if not at the next session thereof). The commission shall be called together for organization by the inspector of the first bituminous district, within twenty days from the passage of this act, at such place as he may designate, and a majority of the members of the said commission present at any meeting, shall be deemed sufficient to make such changes in said laws as will tend to the greater security of persons employed in working in and about such mines, and secure a more prompt and strict compliance with such laws. the said six miners and six coal operators to be allowed five dollars per day and expenses, for each day actually employed in the work of said commission, not to exceed thirty days. And the inspectors shall have their expenses paid for each day actually employed in the work of the commission. AN ACT.

Relating to the study of physiology and hygiene in the public schools of the Commonwealth, and educational institutions receiving aid from the Commonwealth.

SECTION 1. Be it enacted, &c., That physiology and hygiene, which shall, in each division of the subject so pursued, include special reference to the effects of alcoholic drinks, stimulants and narcotics upon the human system, shall be included in the branches of study now required by law to be taught in the common schools, and shall be introduced and studied as a regular branch by all pupils in all departments of the public schools of the Commonwealth, and in all educational institutions supported wholly or in part by money from the Commonwealth.

SECTION 2. It shall be the duty of county, city, borough superintendents, and boards of all educational institutions, receiving aid from the Commonwealth, to report to the Superintendent of Public Instruction any failure or neglect on the part of boards of school directors, boards of school controllers, boards of education, and boards of all educational institutions, receiving aid from the Commonwealth, to make proper provision in any and all of the schools or districts under their jurisdiction, for instruction in physiology and hygiene, which, in each division of the subject so pursued, gives special reference to the effects of alcoholic drinks, stimulants, and narcotics upon the human system, as required by this act; and such failures on the part of directors, controllers, boards of education, and boards of educational institutions, receiving money from the Commonwealth, thus reported, or otherwise satisfactorily proven, shall be deemed sufficient cause for withholding the warrant for State appropriation of school money to which such district or educational institution would otherwise be entitled.

SECTION 3. No certificate shall be granted any person to teach in the public schools of the Commonwealth, or in any of the educational institutions receiving money from the Commonwealth, after the first Monday of June, Anno Domini one thousand eight hundred and eighty-six, who has not passed a satisfactory examination in physiology and hygiene, with special reference to the effects of alcoholic drinks, stimulants, and narcotics upon the human system. SECTION 4. All laws or parts of laws, inconsistent with Repeal. the provisions of this act, are hereby repealed.
