AN ACT

To grant the power to the city of Philadelphia to execute and deliver a
lease of certain land, in said city, for armory purposes.
SECTION 1. Be it enacted, &c., That the city of Philadel-
phia shall have power and it is hereby empowered to execute
and deliver to the Third regiment of infantry, National
Guard of Pennsylvania, a lease for a term of ninety-nine
years, for all that certain lot of ground situate in the north-
east corner of Twelfth and Reed streets in said city, con-
taining in front on Twelfth street two hundred feet, and in
depth on north line three hundred and twenty feet, and in
depth on the south line one hundred and eighty-six feet
nine and three-eighths inches, on parallel lines at right
angles to said Twelfth street, for use as an armory site.

SECTION 1. Be it enacted, &c., That it shall be unlawful for any person or persons who has or have the possession or control of, or who may hereafter become possessed of, the commission or discharge papers of any officer, soldier, sailor, or marine of the United States army or navy, to withhold the same from the party named in such commission or discharge when such officer, soldier, sailor, or marine shall demand possession thereof. It shall also be unlawful for any person or persons having the possession of any commission or discharge, as aforesaid, to willfully destroy, mutilate, or destroy or make away with, such commission or hibited. discharge, to the prejudice of the owner thereof, or to deliver the same to any person other than the party named therein, without the written request of such officer, soldier, sailor, or marine: Provided, That in case of the death of the party named in such commission or discharge, when the possession may be as aforesaid, the party or parties having possession shall deliver up the same on the written request of the widow, or legal representative of such officer, soldier, sailor or marine.

AN ACT

Making an appropriation to pay the salary of the Secretary of the Committee on Lunacy.

WHEREAS, By section three of an act, entitled "An act relative to the supervision and control of hospitals or houses in which the insane are placed for treatment or detention ", approved May eighth one thousand eight hundred and eighty-three, the Board of Public Charities was directed to appoint a Committee on Lunacy, and which said act further directs that said committee shall choose a secretary, and that the said secretary shall receive an annual salary of three thousand dollars, with necessary incidental expenses,

And whereas, By authority of said act the Board of Public Charities did appoint such Committee on Lunacy, and which committee choose a secretary for the same on September fourth, one thousand eight hundred and eighty-three, And whereas, Said act makes no provision for the payment of said secretary, nor was any provision made for said payment in the general appropriation bill of one thousand eight hundred and eighty-three,

Therefore,

SECTION 1. Be it enacted, &c., That the sum of five thousand two hundred and seventeen dollars be and the same is hereby appropriated to pay the secretary of the Committee on Lunacy from the date of his appointment, September fourth, one thousand eight hundred and eighty-three, to the thirty-first day of May, one thonsand eight hundred and eighty-five, on account to be settled in the usual manner, by the Auditor General and State Treasurer.

AN ACT

Making an appropriation to pay the expenses of the committee to investigate the Standard Oil Company's tax case, appointed by concurrent resolution, approved June second, one thousand eight hundred and eighty-three.

WHEREAS, By a concurrent resolution passed by the Leg

islature and approved June second, one thousand eight hundred and eighty-three, which reads as follows:

"Resolved, (If the Senate concur), That a committee of Resolution of June five members of the House, and three members of the Senate, be appointed to whom shall be referred the special message of the Governor of March first, one thousand eight hundred and eighty-three, with the accompanying papers, and that the said committee shall have power to inquire into the legal relations of the Standard Oil Company to the State, into its conduct as to the payment of its taxes to the State under existing laws, and into the right and power of the State to require by statute the payment of taxes by said company, or any foreign corporation upon its business transacted within the State, and to report specifically upon each branch of the authority hereby given. And for this purpose shall have power to send for persons and papers, and do such other acts as may be necessary for the purpose of its appointment, at an expense not to exceed twenty-five hundred dollars, and that said committee may sit during the recess of the Legislature, and make report to the Governor."

Therefore,

SECTION 1. Be it enacted, &c., That the sum of twenty-five hundred dollars be and the same is hereby appropriated to defray the expense incurred by said committee, in compliance with the foregoing resolution.

SECTION 1. AN ACT

To repeal the first section of an act, entitled "An act for the protection of fish in the waters of Lake Erie, and bays, ponds and bayous adjacent thereto," approved May sixteenth, Anno Domini one thousand eight hundred and seventy-eight.

SECTION 1. Be it enacted &c., That the first section of an act, entitled "An act for the protection of fish in the waters of Lake Erie, and bays, ponds and bayous adjacent thereto,"

approved May sixteenth, one thousand eight hundred and seventy-eight, which reads as follows:

"That from and after the passage of this act it shall not be lawful for any person or persons to place any set net or set nets, fish baskets, pond nets, gill nets, eel weirs, kiddles, brush or facine nets, fyke nets, or any other permanently set means of taking fish, or otherwise in the nature of seines, in any of the waters of Lake Erie, or bays, ponds, and bayous, adjacent thereto, within the jurisdiction of this Commonwealth. Any person violating the provisions of this section shall be liable to a penalty of fifty dollars for each and every offense," be and the same is hereby repealed. APPROVED-The 7th day of May, A. AN ACT

Authorizing and requiring the county commissiouers of each county in the State to appoint a sufficient number of suitable persons in each township and ward of their county, at the expense of the county, to look after, bury and provide a headstone for the body of any honorably discharged soldier, sailor or marine, who served in the army or navy of the United States during the late rebellion, or any preceeding war, and shall hereafter die in their county leaving insufficient means to defray the necessary burial expenses.

SECTION 1. Be it enacted, &c., That it shall be the duty of the county commissioners of each county in this State to appoint a sufficient number of suitable persons in each township and ward in their county, other than those prescribed by law for the care of paupers and the custody of criminals, to look after and cause to be buried in a decent and respectable manner, in any cemetery or burial ground within this State, other than those used exclusively for the burial of the pauper dead, at an expense to their county not exceeding thirty-five dollars, the body of any honorably discharged soldier, sailor or marine, who served in the army or navy of the United states during the late rebellion, or any preceeding war, and shall hereafter die in their county, leaving insufficient means to defray the necessary burial expenses.
