BEGUN and held at the Capitol, in the city of Washington, in the District of Columbia, on Monday, the first day of December, in the year of our Lord one thousand eight hundred and sixty-two, being the Third Session of the THIRTY-SEVENTH CONGRESS held under the Constitution of the United States, and in the eighty-seventh year
of the Independence of said States.
On which day, being that fixed by the Constitution of the United States for the meeting of Congress, Galusha A. Grow, the Speaker, (one of the representatives from the State of Pennsylvania,) and the following named members of the House of Representatives appeared and took their seats, viz:
