Writs of error from this Court to review criminal cases tried in any district or circuit court of the United States within this circuit, may be allowed in term time or in vacation by the circuit justice assigned to this circuit, or by any of the circuit judges within the circuit, or by any district judge within his district, and the proper security be taken, and the citation signed by him, and he may also grant a supersedeas and stay of execution or proceedings, pending the determination of such writ of error. 2. Where such writ of error is allowed in the criminal cases aforesaid, the circuit court or the district court before which the accused was tried, or the district judge of the district wherein he was tried, within his district, or the circuit justice assigned to this circuit, or any of the circuit judges within the circuit, shall have the power, after the citation has been duly served, to admit the accused to bail and to fix the amount of such bail. (Added in 1916.) EIGHTH CIRCUIT 25. ORAL ARGUMENTS. It is ordered that paragraph 3 of rule 25 be amended to read as follows: 3. One hour and fifteen minutes on each side will be allowed for the argument, and no more, without special leave of the court, granted before the argument begins. The time thus allowed may be apportioned between the counsel on the same side at their discretion: Provided, always, that a fair opening of the case shall be made by the party having the opening and closing arguments.
