INTRODUCTION

Mr. YATES. Now, we will review the appropriations for the National Gallery of Art and its Budget for Fiscal Year 1990. Appearing in support of the budget is its very able Director, Mr. J. Carter Brown, and Mr. Mandle, the Deputy Director.

Mr. BROWN. Mr. Mandle had to go abroad on a sudden call of duty, and any questions in his Department can be fielded by his deputy, Carol Kelley, who has come up with us, although she is not at the table.

Mr. YATES. You have your Administrator, Ms. Evans, and Mr. Jessup, the General Counsel, Mr. Herrick, the Treasurer, and Mr. Roache, the Budget Officer. What could possibly make Mr. Mandle stay away?

Mr. BROWN. It is a mark of our confidence in him and his staff. It is a very important and delicate mission in the Soviet Union that is being handled by him. He has had considerable experience in his previous life dealing with the Soviets. He knows many people in the Ministry there and is an ideal person to represent us. We have a curriculum vitae for Mr. Mandle.

NATIONAL GALLERY OF ART

Statement by Mr. J. Carter Brown, Director of the National Gallery of Art, to a Subcommittee of the Committee on Appropriations, United States House of Representatives, January 31, 1989

The National Gallery's federal funds budget request for the fiscal year 1990 is $42,681,000--a net increase of $3,950,000 over the 1989 budget of $38,731,000. Comprising the total increases are: personnel compensation and benefits--$1,941,000; rents, communications and utilities--$330,000; equipment, materials, supplies, and services --$124,000; repair, restoration and renovation -- $1,555,000. The budget includes 883 full-time permanent positions with an OMB limitation of 852 FTE (full-time equivalent) employment, and does not project any increased staffing in fiscal year 1990.

Attendance at the National Gallery has been at a high level in recent years. In fiscal year 1988 the attendance was 7,123,926. The primary reason for the continued high attendance can be attributed to the enthusiasm of the public for our special exhibitions such as the Gauguin, Sweden, O'Keeffe, and Fitz Hugh Lane exhibits.

Forty-nine percent ($1,941,000) of the total increase is associated with personnel compensation. This increase provides: $287,000 for mandatory within-grade and wage-board step increases and merit pay; $187,000 for increased costs of Health Benefits; $1,024,000 for annualization of the FY 1989 pay raise; $44,000 for increased costs of workers compensation; $34,000 for annualization costs of 5 new positions approved in FY 1989; $806,000 for increased costs of special pay rates for security guards. Offsetting these increases are a $375,000 reduction created by the elimination of summer evening hours to enable the Gallery to absorb part of the increased costs of the current year pay raise, and a $66,000 reduction in costs of the Federal Employees' Retirement System (FERS).

Thirty-nine percent ($1,555,000) of the total increase is requested for the Repair, Restoration and Renovation of Buildings program approved by OMB and included in the President's budget for fiscal 1990. This overall program includes the National Sculpture Garden and sculpture

galleries, environmental work, energy management, remodeling

to better utilize existing space, new lighting systems in public galleries, and general repairs. In addition, there is a need to replace an antiquated telephone switch which serves both buildings, and take the first steps in two multi-year projects as follows: (1) replacement of the West Building skylights over a five year period; (2) installation of a centrally controlled energy management system over a three year period.

Eight percent ($330,000) of the total increase is required for the increased costs of rents, communications and utilities. This amount consists of $397,000 to cover water and sewer costs in keeping with the Administration's desire to bill individual agencies for their usage; $89,000 to cover increased costs of structural rental rates; all partially offset by an expected $156,000 decrease in the costs of steam and electricity.

Three percent ($124,000) of the total increase is needed to cover added quantities and increased costs of equipment, materials, supplies and services in support of the basic Gallery operations. This amount consists of $126,000 for services; $15,000 for equipment; offset by a decrease of $17,000 for supplies and materials.

The 1990 federal funds budget request also includes $2,370,000 for our special exhibitions program at the same level as the preceding year.
