This comparison, compiled at the instance of the Committee on Ways and Means, is intended to afford the members of the committee a convenient means of access to the provisions of the tariff acts of 1909, 1913, and 1922 in the consideration of tariff legislation. The classifications and rates of duty of the act of September 21, 1922 (commonly known as the Fordney-McCumber Tariff), are shown in tabular form, together with the corresponding rates of duty of the acts of August 5, 1909 (Payne-Aldrich Act), and October 3, 1913 (Underwood-Simmons Act). Provisions of the Emergency Tariff Act of 1921 and other special acts subsequent to the act of 1913 are indicated by footnotes to the items affected. The special and administrative provisions are arranged in the numerical order of the sections of the act of 1922, followed in each instance in parallel columns by the corresponding provisions, if any, of the acts of 1909 and 1913. There are also contained in this volume a list of "Items more specifically provided for in the act of 1909 or 1913 than in the act of 1922" and a list of "Items in the act of 1909 or 1913 provided for under different names in the act of 1922.” These lists are in tabular form and, being arranged alphabetically, the items are not covered in the index. All provisions of the acts of 1909 and 1913 pertaining to matters other than the tariff, and which are not comparable with any of the provisions of the act of 1922, have been omitted, such omissions being indicated by footnotes. The copy for this volume was prepared in the Ways and Means Committee, and edited by Mr. Albert Reid, detailed to the Committee from the Government Printing Office. Acknowledgment is made to the United States Tariff Commission for its assistance in reviewing the subject matter. The first edition of this volume was published under date of March 1, 1923, and was exhausted in a comparatively short time.
