Lateral sewers are provided for by assessments upon the property which is benefited thereby. COMMISSIONERS ON PLAN OF THE CITY. This commission is provided for by the Charter, which enacts that it shall consist of three members, to be appointed by the Council on the nomination of the Mayor, to serve three years (except the first Board, whose terms were decided by lot), without compensation. No land within the limits of the city can be laid out into blocks and public streets without the approval of a majority of the Board, to be recorded, with the plan, in the Register's office, and filed in the office of the City Clerk. Plans are of no validity unless so approved and filed. The City Clerk is Clerk of the Board. The meetings of the Board are held on the first Mon day in each month, at 10% o'clock A. M. GRADE COMMISSIONERS. The Board of Grade Commissioners was established by an ordinance approved July 12, 1869. The members are appointed by the Common Council on the nomination of the Mayor, to serve until removed, without compensation. The Board and City Surveyor have power to fix, alter and establish the grades upon all streets, alleys and public spaces in said city, preparatory to the paving, grading, graveling, planking, macadamizi g, or otherwise working the same, and the laying of side and cross-walks thereon; to establish permanent measurements or bench marks whenever necessary; to keep a record of the grades for confirmation by the Council. PUBLIC SCHOOLS.
