The proceedings, findings and sentence in the case of Captain Oliver S. Risdon, 22d Regiment Corps d'Afrique, are approved. The sentence will be carried into execution. A severer one might justly have been imposed.

The proceedings in the cases of Captain Lawrens J. Joyce, 15th Regiment Maine Volunteers, Assistant Surgeon Floyer G. Kittridge, 31st Regiment Massachusetts Volunteers, Colonel Joseph S. Morgan, 90th Regiment New York Volunteers, promulgated in General Orders Nos. 33, 46 and 67, current series, from these Headquarters, having been disapproved, they will resume their swords and return to duty.

The proceedings in the cases of Corporal William N. Lancaster, Company A, 24th Regiment Maine Volunteers, and Private John Griffith, Company G, 174th Regiment New York Volunteers, promulgated in General Orders Nos. 48 and 67, current series, from these Headquarters, having been disapproved, they will be released from confinement and returned to duty.

GENERAL ORDERS

No. 77.

HEADQUARTERS, DEPARTMENT OF THE GULF,
New Orleans, October 27, 1863.

I. All persons of Color coming within the lines of the army, or following the army when in the field, other than those employed in the Staff Department of the army, or as servants of officers entitled by the Regulations to have servants, or cooks, will be placed in charge of and provided for by the several Provost Marshals of the Parishes, or if the army be on the march, or in the field, by the Provost Marshal of the Army.

II. The several Provost Marshals of the Parishes and of the Army wiil promptly forward to the nearest recruiting depot all able bodied males for service in the Corps d'Afrique.

III. Recruits will be received for the Corps d'Afrique of all able bodied men from sections of the country not occcupied by our forces, and beyond our lines, without regard to the enrollment provided for in General Orders No. 64 and 70, from these Headquarters.

IV. Instructions will be given by the President of the Commission of Enrollment to the Superintendent of Recruiting, to govern in all matters of detail relating to recruiting, and officers will be held to a strict accountability for the faithful observance of existing orders and such instructions; but no officer will be authorized to recruit beyond the lines without first having his order approved by the officer commanding the nearest post, or the officer commanding the Army in the Field, who will render such assistance as may be necessary to make the recruiting service effective.

CIRCULAR.

HEADQUARTERS, DEPARTMENT OF THE GULF,

New Orleans, October 28, 1863.

Hereafter, in addition to the returns and reports required by existing regulations, a return will be made to these Headquarters tri-monthly-on the 10th, 20th and 30th of each month-accompanied with a monthly return, at the end of each month, of each regiment of the Corps d'Afrique. These returns will be forwarded direct to the Assistant Adjutant General of the Department.

Failure on the part of regimental commanders to comply with the requirements of this order, will subject the delinquents to dismissal from the service.
