The proceedings in the case of Private John Griffith, Company G, 174th Regiment New York Volunteers, are disapproved. On the second charge and specification the evidence is insufficient. The execution of the sentence is suspended until the pleasure of the President can be known.

Before Port Hudson, June 15, 1863.

The Commanding General congratulates the troops before Port Hudson upon the steady advance made upon the enemy's works, and is confident of an immediate and triumphant issue of the contest. We are at all points on the threshold of his fortifications. One more advance and they are ours!

For the last duty that victory imposes, the Commanding General summons the bold men of the corps to the organization of a storming column of a thousand men, to vindicate the Flag of the Union, and the memory of its defenders who have fallen! Let them come forward!

Officers who lead the column of victory in this last assault, may be assured of the just recognition of their services by promotion; and every officer and soldier who shares its perils and its glory, shall receive a medal to commemorate the first grand success of the campaign of 1863 for the freedom of the Mississippi. His name will be placed in General Orders upon the Roll of Honor.

Division Commanders will at once report the names of the officers and men who may volunteer for this service, in order that the organization of the column may be completed without delay.

GENERAL ORDERS

No. 50.

HEADQUARTERS, DEPARTMENT OF THE GULF,
Before Port Hudson, June 21, 1863.

I. Hereafter, negroes will be exclusively employed as teamsters in all Companies, Batteries, Regiments and Brigades, in place of enlisted men or citizens.

The Chief Quartermaster will cause all the carts and plantation wagons to be gradually exchanged for regulation wagons, issued at the rate of three for each Regiment of Infantry, two for each Battery of Artillery, one for each Company of Cavalry, and forty for each train to furnish transportation for Brigade and Division Headquarters, ammunition and other supplies.

The Corps Quartermaster will send all carts, plantation wagons, harness, etc., not needed in the field, to Baton Rouge.

II. Division and other independent commanders will have their commands mustered for pay on the 30th instant.

III. Special attention is directed to the requirements of General Orders No. 48, current series, from the War Department, Adjutant General's Office, in regard to the muster of officers into the service of the United States. It will be seen

1st. That no officer can be mustered into the service of the United States without a commission or appointment from the Governor of the State.

2d. That no officer or soldier can be mustered into service in a new grade, until discharged by special orders from the grade previously held.

3d. That no person, whether commissioned by the Governor or not, can be placed on duty as an officer until he has been regularly mustered into the service of the United States by a Commissary or Assistant Commissary of Musters.

All applications for discharge in special orders, by reason of promotion, must show the date when the commission was received by the applicant; and no discharge will be granted from any other date, nor from that date unless the applicacation for discharge is made on the same day.

IV. The provisions of General Orders No. 48, current series, from the War Department, Adjutant General's Office, will be considered to have taken effect in this Department on the 1st of April, 1863, the day on which the Commissary of Musters entered upon his duties.

V. The following named officers are announced as the Commissary and Assistant Commissaries of Musters for this Department:

Captain WILLIAM SCHEFFLER, Additional Aide-de-Camp, Commissary of Musters for the Corps.

Assistant Commissaries of Musters:

Captain JAMES BENKARD, Additional Aide-de-Camp, for the 1st Division.
Captain ADAM BADEAU, Additional Aide-de-Camp, for the 2d Division.
Second Lieutenant EDWIN L. GARVIN, 1st Artillery, for the 3d Division.
First Lieutenant FRANCK E. TAYLOR, 1st Artillery, for the 4th Division.

Acting Assistant Commissaries of Musters:

Captain EDMUND C. BAINBRIDGE, 5th Artillery, for the 2d Brigade, 1st Division, detached.

Captain FRANK H. LARNED, 2d Artillery, for the District of Pensacola.

Captain HENRY W. BOWERS, Assistant Adjutant General, for the District of Key West.

All of the above appointments have effect from April 1st, 1863. The Assistant Commissaries and Acting Assistant Commissaries of Musters will muster for the whole commands of their respective commanders.
