Second. On the ground of incompetency, where the commanders concerned state that the acceptance will be for the interest of the service.

All resignations must state clearly and concisely the cause for which they are offered. (See paragraph 1647, Revised Army Regulations of 1861.)

V. Enlisted men, detailed by proper authority, on extra duty as clerks, will be paid forty cents per diem, extra duty pay.

VI. No details for extra duty as clerks at Brigade or Division Headquarters, or in the various offices in New Orleans, will hereafter be made from the cavalry or artillery.

VII. In view of requirements of the service in this Department, the enlistment of volunteers into the regular army, authorized by General Orders No. 154, of 1862, from the War Department, Adjutant General's Office, will be confined to volunteer infantry soldiers.

New Orleans, February 8, 1863.

War necessarily brings with it, to a great extent, the suspension of ordinary pursuits and vocations, and naturally affects most materially those whose resources are derived from the product of their lands, and it is not just that too pressing creditors should be permitted to cripple well disposed citizens in their effor's to return to their former state of prosperity, and acquire the ability to promptly meet all just demands. As a measure beneficial to all concerned, the General Commanding directs as follows:

I. The foreclosure cf mortgages, or instruments that are such by their effect, and sales under foreclosures, as against loyal citizens having interests in the subject matter, whether as owners, mortgagers, or other wise, are prohibited.

II. The property of loyal citizens, owning and working plantations, is exempted from forced sale, under execution or otherwise, until further orders. Provided, however, that this exemption shall not be effec ual as to debts created or cbligations incurred, subsequently to the date of this order, which shall have remained uncancelled for six months.

GENERAL ORDERS

HEADQUARTERS, DEPARTMENT OF THE GULF,
New Orleans, February 9, 1863.

I. All prisoners of war in this Department taken from the enemy and now on parole, and who have not taken the oath of allegiance, will report on Friday, the 20th instant, at one o'clock P. M., at the foot of Canal street, in this city, for passage, via Baton Rouge, through the lines, under flag of truce.

Such as have not already been registered will report at the Provost Marshal's Office, 177 Canal street, in time to be registered.

Officers of United States having Confederate prisoners of war in custody will forward them to this city under guard, in time for registration and passage on transport, as above provided.

II. By General Orders No. 10, of Jannary 10th, 1863, from the War Department, Adjutant General's Office, the following officers and men are declared duly exchanged as prisoners of war: All captures of officers, enlisted men and camp followers, in the States of Texas and Louisiana, up to January 1st, 1863; all captures of officers, enlisted men and camp followers, in the States of Florida, Alabama and Mississippi, up to December 10th, 1862; all captures on the sea, the sea and Gulf coasts, and the water flowing into the same, up to December 10th, 1862.

All officers and enlisted men of the United States, in this Department, herein declared exchanged, will immediately report for duty with their proper companies and regiments.
