PROCLAMATIONS

In Relation to the Flood and Famine in China

STATE OF NEW YORK EXECUTIVE CHAMBER

Flood and famine have again devastated great Provinces in China, and millions of human beings are facing destitution and death. Reports from American residents in China and from representatives of the American National Red Cross who have visited the stricken regions agree that conditions are appalling, and that they must continue without abatement until alleviated by the charitable efforts of other countries.

As President of the New York State Board of the American Red Cross, I urge the people of the State of New York out of their abundance to make a generous and prompt response to this call of humanity. Conditions. in China are pitiful and terrible, and this appeal to the people of the Empire State should not be in vain.

Contributions should be sent to Jacob H. Schiff, Treasurer of the New York State Board of the American Red Cross, 52 William street, New York City.

GIVEN under my hand and the Privy Seal of the

State at the Capitol in the city of Albany, this

[L. S.] twenty-ninth day of January in the year of our Lord one thousand nine hundred and twelve.

(Signed)

By the Governor :

JOHN A. MASON

JOHN A. DIX
