experience, and any special technical qualifications, as a basis for assignment to duty. He is responsible for the observance in the drafting room of all bureau orders, rules, and regulations; the provision, assignment, and location of all furniture and equipment in the drafting rooms; the issuance of supplies; the distribution to employees in the drafting rooms of all bureau orders and memoranda; the assignment and installation of newly appointed and transferred employees under his jurisdiction; consideration of change of status of employees, granting of leave, and reports as to discipline; and responsiblity for deportment and attention to duty. The draftsman in charge as the agent of the head of the design division shall make assignments of the employees to the different projects, keeping the head of the division advised of and bringing to his attention for approval all important assignments. When it is not possible to meet the requirements of the project managers, the head of the division shall be so advised.

3-21. Technical supervision. The duties of the draftsman in charge include the general inspection of all drafting work in progress. He will observe if the bureau's various standards in regard to the size of drawings, the technical features and quality of the drafting work are being complied with. He shall also note if bureau standard drawings are being utilized where practicable. In the case of noncompliance, he shall bring the matter to the attention of the project manager concerned, who will issue the necessary instructions to the draftsmen. He shall have such further duties as may be prescribed by the head of the design division. He shall instruct the personnel of the design division as to the bureau's requirements for drafting work, size and form of drawings and titles thereon, and as to the bureau's standards of design, bureau and departmental standard specifications and bureau standard drawings, and as to any other general technical matters which are necessary to fit them to do the most effective work.

SPECIFICATION SECTION.

3-22. The specification section forms a part of the design division, and the head of the specification section reports to the head of the design division.

3-23. Scope of specification section duties. The specification section is charged with the preparation of all specifications for public works construction, whether by contract or by day labor, and of all

specifications issued as bureau standards, as well as with the examination of all specifications prepared outside the bureau. Specifications embodied in change orders and in supplemental agreements, under public works contracts, shall be prepared and routed in the same manner as prescribed for specifications for public works. This is important in order that there may be a central control and that a uniform bureau practice may be developed and adhered to.

3-24. Files. The specification section has custody of (a) the bureau's plan files; (b) the file of catalogues of commercial products and standards; (c) the file of manuscript for public works and bureau standard specifications; and (d) the printed copies, for issue, of public works specifications and of bureau or departmental standard specifications.

3-25. Blue-print room. The specification section is charged with the operation of the blue-print room, including blue printing and other similar reproduction processes, and is also in charge of the preparation for the mails of plans and specifications for mailing by the clerical division.

3-26. Basis of specifications. Specifications for public works construction are based on the drawings prepared under the supervision of the project managers. Where unusual, complicated, highly special, or particularly important construction is involved, the project managers shall furnish, in the form either of notes or of complete specification clauses, all information necessary to enable the specification section to cover the features requiring special attention. It is advisable that the project managers furnish, as well, an outline of the specification for the guidance of the specification section. The head of the specification section will bring to the attention of the project managers any inconsistencies, inaccuracies, illegibility, or lack of data noted on the plans, and shall be free to suggest to the project manager improvements in the plans which will make them more effective for use in connection with the specification as a source of information to bidders and to the contractor.

3-27. Advertisements for proposals for public works construction form a part of the special specification for the project, and are prepared by the specification section. After approval by the chief of the bureau, the advertisement is transmitted to the chief clerk, who prepares the request on the Secretary of the Navy for the placing of the advertisement in suitable publications by the

Secretary's office. The bureau's request may contain a list of newspapers, magazines, and weeklies which are recommended for advertising the particular project.

3-28. Modifications of bidding data. Addenda to drawings, specifications, and other information issued to bidders, involving readvertisement, changes in dates of opening of bids, corrections, amplification of, additions to, or any other modifications of drawings or specifications or bidding requirements, shall be dealt with by the specification section in conjunction with the project managers and construction division in the manner prescribed for specifications for public works. The addendum accompanied by the routing slip, as in the case of specifications, is then presented to the chief or assistant chief of bureau for release.

3-29. Departmental standard specifications. Specifications prepared in the bureau and intended for issue as departmental standards are under the cognizance of the specification section. These shall be submitted to the various project managers concerned, for comment and suggestion during the early stages of their preparation, as well as when completed. Upon completion of the specification, any adverse comment will be brought to the attention of the head of the design division. Specifications for issue as departmental standards, which are prepared elsewhere than in the bureau, shall be referred to the project managers concerned and to the specification section for comment and recommendation before bureau action, either in the preliminary stages or in the final stage, is taken thereon.

3-30. Standard specifications to be approved by chief or assistant chief. Manuscript for standard specifications, whether proposed bureau standards or departmental standards submitted to the bureau for approval, must have the approval of the chief of the bureau or the assistant chief of the bureau before action committing the bureau is taken thereon by any bureau representative.

3-31. Action upon specifications by construction division. The advertisement, general clauses, the list of items, and the instructions as to proposals, in fact all the parts of the specifications which have to do with contractual relations, while prepared by the specification section, must be submitted to the construction division for visé, and finally to the chief of bureau for approval, where they depart from the established practice of the bureau. The "general provisions forming part of specifications for contracts for public

works," when reissued or revised, must similarly be submitted to the construction division for revision or approval.

3-32. Specification routing slip. In the case of specifications for any given project, the manuscript, when completed, shall be accompanied by a routing slip which shall indicate that the project has had favorable action by the architectural committee, or that the project is of a nature not requiring action by the committee, and that the specification is recommended by the head of the specification section and by the project manager. The routing slip shall further state the estimated cost of the work, the appropriation and allotment number, and any other pertinent facts. The specification will then be submitted to the assistant chief of the bureau or to the chief of the bureau for approval. When so approved it may be released for advertising and for printing or duplicating. The routing slip will indicate the further course of the specification. Routing slips shall be promptly filed in the correspondence files as a part of the record of the project.

CONFIDENTIAL AND SECRET PLANS SECTION.

3-33. Duties of confidential and secret plans section. There shall be a confidential and secret plans section in the design division, with a responsible employee of the design division as its head. The general duties of this section are, unless otherwise specifically directed by the chief of the bureau, to prepare all confidential and secret plans and sketches; to maintain files of confidential and secret charts issued by the Coast and Geodetic Survey, Hydrographic Office, or other offices; to maintain location plans of navy yards and naval stations as shown on charts, city plans, or by other convenient means; to maintain, under lock and key, all confidential and secret plan files. The head of this section shall be responsible for all secret and confidential plans placed in his custody. A separate room, from which visitors shall be excluded, shall be placed at the disposal of this section.

ARCHITECTURAL COMMITTEE.

3-34. Architecturally appropriate designs to be used for buildings and structures. In order that buildings and structures of all kinds designed or built under the cognizance of the bureau may be pleasing in appearance, as well as serve the particular utility for which intended, the bureau has established the architectural com

mittee as a part of the design division. It is the intention of the bureau that designs shall be appropriate from the architectural standpoint without interference in the function or utility of the building or structure. The bureau's experience has shown that these objects may be accomplished at no increase in cost, and frequently with a saving in expense. The designs shall preferably be plain and dignified, with the minimum of ornamentation and free from ostentation.

3-35. The architectural committee shall consist of three members of the bureau staff selected by the chief of bureau from those best qualified in the profession of architecture, designating a chairman and a secretary.

3-36. Procedure in determining architectural designs. The action of the committee shall be advisory, and project managers are free to consult the committee at any time. The procedure to be followed by the architectural committee is outlined as follows: (a) Confer with each project manager having buildings or structures to design, for the purpose of advising him as to the most appropriate and most desirable architectural features to be embodied in the designs. In the event that the project is of sufficient magnitude to warrant the detail of an architectural draftsman, the committee shall recommend to the project manager a suitable member of the design force, who may then be detailed on authority of the head of the division. Confer with project manager during the further progress of the designs. (b) In the case of designs prepared at the yards, advise the project manager as to the architectural features before bureau approval of the designs is given. (c) Indicate approval or disapproval of designs as finally prepared, and if disapproved state in what particulars. Report of final action taken shall be made by memorandum to the assistant chief of the bureau. (d) Advise the bureau in every case where, in the opinion of the committee, any project is of such character or magnitude as to require additional or special architectural assistance.

3-37. Architectural considerations to be taken into account. The function of the committee includes advising as to the general arrangement of buildings or structures with reference to the environs and to one another, and the layout and grading of grounds, all in so far as architectural or landscape features are concerned.
