SECTION 3. That the state treasurer be and he is hereby authorized and required to pay to Feronica O. Poth, widow of Mathias Poth, a Revolutionary soldier, of the county of Philadelphia, or to her order, a gratuity of forty dollars, payable upon the passage of this act. SECTION 4. That the state treasurer be and hereby is authorized and required to pay to Mary Ann Fontonwhite, of the county of Philadelphia, widow of Jacob Fontonwhite, a Revolutionary soldier, or to her order, a gratuity of forty dollars, payable upon the passage of this act. SECTION 5. That the said treasurer be and he is hereby authorized and required to pay to William Elliott, of Washington county, and Mary Fleming, widow of Robert Fleming, deceased, of Allegheny county, a soldier and widow of a soldier of the Revolutionary war, or to his or her order, each an annuity of forty dollars, payable half yearly, during life, to commence on the first day of January, eighteen hundred and forty-nine. Be it enacted by the Senate and House of Representa tives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same. That Henry Saylor, Charles Huntzinger, Peter Marlin, Daniel H. Stager, S. R. Dickson, John G. Koehler, Charles Saylor, John N. Wagonseller, John W. Shoemaker, William H. Hubbard, Charles Dengler, John D. Deibert, David D. Lewis, John Rudy, George Kaufman, Charles Kanter, Moses Reed, John Jones, William Shoener, Andrew Keefer, George Huntzinger, Daniel Lavenburg, and their successors, and all persons who now are, or hereafter may be associated with them, be and they hereby are created and erected into a body politic and corporate, in deed and in law, by the name, style and title of "The Carrol hall association of the borough of Schuylkill Haven," and by that name shall have perpetual succession, and be able to sue and be sued, plead and be impleaded in any court of law or equity and else where, and shall be able and capable in law and equity to take and hold to them and their successors, either by grant, gift, devise or lease, any lands or real estate, for the purpose of erecting thereon a suitable building or buildings for the use of said association; and also to take and hold for the use of said association, any goods and chattels, sum or sums of money, by gift, grant, bargain, sale, will, devise, bequest, or otherwise, from any person or persons whatsoever, capable of making the same, and the same at their pleasure to grant, bargain and sell for the use of said association, and generally to do all and singular the matters and things which shall be lawful for them to do, for the well being and due management of the affairs of said association: Provided, That the real estate of said corporation shall not exceed the net yearly income of two thousand dollars. SECTION 2. The object of said corporation shall be to provide, erect and furnish a hall, or suitable building or buildings, in the borough of Schuylkill Haven, for the accommodation of the various associations established, or to be established there, and also to answer the purpose of a library and reading room. SECTION 3. That it shall and may be lawful for said corporation to issue certificates of stock or loan, to any person or persons who may subscribe and pay for the same: Provided, That said stock or loan shall not at any time exceed the sum of fifteen thousand dollars, to be divided into shares of ten dollars each; and any person owing one or more of said shares, shall be a member of said corporation; to have a common seal, and the same at will and pleasure to change, alter and renew, as they shall think proper, and shall have and exercise all the rights, privileges, and immunities necessary for the purposes of the cor poration hereby constituted, and as herein expressed: Provided, That nothing herein contained shall be construed so as to authorize the exer Government and cise of banking privileges. The government of the said Carrol hall association, and the management and disposition of its affairs and property, shall be vested in a board of three trustees, who shall be elected annually, at such time and in such manner as the said association shall by its bylaws provide: at the first meeting of the trustees after their election in each year, they shall elect a president, secretary and treasurer. SECTION 5. The corporation shall have power and authority to make By-laws. by-laws conformable to this charter, and not in violation of the laws of the United States, or of this commonwealth.
