In view of the potential importance of governmental reorganization, the staff of the Committee on Government Operations, at the direction of the chairman, compiled the following tabulation of proposed legislation which includes measures providing for the establishment of new executive departments. The tabulation also includes a compilation of all proposals for reorganizations within existing departments, as well as those which have been approved by the Congress or effected by Presidential or other administrative actions, beginning with the convening of the 80th Congress in 1947 to the start of the 88th Congress on January 9, 1963.

A committee print of the data contained in this addenda was submitted to all departments and the major agencies, for correction of any errors or for the inclusion of any reorganization or transfer of functions of importance which might have been omitted in the original draft. All agencies approved the text as applied to them, or submitted additional data, pertinent parts of which have been incorporated.

There were many internal transfers and realinements of components in organization of the executive departments and larger Federal agencies, involving the reassignment of functions, which were not included in the tabulations. Only those transferring functions from one department or agency to another, or which vested functions in the Secretary or head of the agency through an act of Congress or a reorganization plan, were listed, except in some instances where they involved functions of sufficient importance to warrant inclusion.
